BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.

BEIJING, Oct. 26 (Xinhua) -- Li Yuanchao, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with a delegation of Costa Rica's National Liberation Party (NLP) led by President Bernal Jimenez in Beijing Tuesday. ZHENGZHOU, Sept. 20 (Xinhua) -- A senior official of the Communist Party of China (CPC) in charge of culture and publicity has pledged to deepen the nation's reform of its cultural sector over the next five years.More state-owned cultural institutions will be converted into enterprises as the nation builds a competition-based market for cultural products and services, Liu Yunshan, a Secretariat member of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee, said Monday.Liu was speaking at a workshop on a blueprint for the country's cultural reforms and development for the "12th Five-Year Plan" (2011-2015), which was held in Luoyang in central China's Henan Province.In his speech, the official called for the mapping out of the goals and tasks of the country's cultural development in accordance with the requirements of the Scientific Outlook on Development."Cultural restructuring is fundamental for the emancipation of cultural productivity and the realization of cultural prosperity and development," he said.Other speakers at the meeting included Party officials responsible for local publicity work in the provinces of Henan, Hebei, Zhejiang, Jiangxi, Shandong, Guangdong, Yunnan, Shaanxi and Fujian, as well as the autonomous regions of Guangxi and Inner Mongolia.

BEIJING, Oct. 3 (Xinhua) -- China's work safety supervisor will soon launch a nationwide inspection campaign on coal mines to crack down on illegal mining and prevent deadly accidents.A spokesman of the State Administration of Work Safety (SAWS) said Sunday the campaign, which starts on Oct. 10 and lasts until Nov. 30, will check whether accident-prone small coal mines of outdated capacity have been shut down according to state policies.Technological upgrades, merger and acquisition of coal mines will also be examined during the campaign, the spokesman said.According to the SAWS, 1,539 small coal mines of outdated capacity have to be closed in China this year to meet the country's carbon dioxide emission and pollution-reduction requirements.China's annual fatalities at coal mines had dropped from a peak of 6,995 deaths in 2002 to 2,631 in 2009, according to data from the SAWS.Six people were killed and 12 were injured in a coal mine gas outburst Sunday in southwest China's Guizhou Province, a spokesman with the provincial work safety bureau said.The accident occurred at around 1:20 a.m. Sunday in Xinglong Coal Mine in Tongzi County, Zunyi City of Guizhou, said the spokesman.Thirty-five people were working in the mine when the accident happened. Twenty-two people escaped, and another 12 were rescued.One worker missing was later found dead in the mine, and five died when being taken to hospital.
