HUNTINGTON BEACH (CNS) - A crowd estimated at 400 people gathered in front of the Huntington Beach pier to protest the first night of a statewide curfew aimed at slowing the spread of COVID-19, authorities said Sunday. The people gathered at 10 p.m. Saturday along Pacific Coast Highway at Main Street, crossing the highway when allowed by the traffic light, said Huntington Beach police Lt. Ryan Reilly.By 11:30 p.m., the crowd appeared about half that size, said Reilly, who was watching the gathering via surveillance cameras. The protest ended shortly after midnight, he said. The group was law-abiding "for the most part," Reilly said. One person was arrested for public intoxication. "Some, not all" wore face masks. It appeared the vehicles passing through the area were part of the demonstration and the same vehicles were seen moving north and south on PCH, Reilly said.Officers were there watching the activity but no illegal assembly was declared, he said.Sergeants posted in the Main Street area reported that all of the bars, restaurants and other businesses closed by 10 p.m., Reilly said. The department did not issue citations for curfew violations, he said. "We are seeking compliance and trying to educate people." 1235

If you watch the Republican National Convention this week, you will hear claims from Republicans that Joe Biden, if elected, would hurt suburban living. So what are Republicans talking about? THE POLICYRepublicans are talking about the Affirmatively Furthering Fair Housing Rule, which President Barack Obama and Biden updated in 2015. Biden has signaled he'd support even further updating of the rule. The rule basically says that if a town takes federal money, they should examine whether they engage in housing discrimination. Nothing is mandated, but it generally encourages an examination of whether zoning laws encourage developers to build large, family homes as opposed to more affordable options like an apartment or a condo. Trump disagrees with that policy and is against the rule. BATTLE FOR THE SUBURBSThe issue is being brought up by Republicans because for them, the election will be decided by the suburbs. Cities will generally vote for Biden, rural America will vote for Trump. How large suburbs vote will determine who is in the White House. Kim Stewart is an undecided voter living in a suburban community an hour outside of Washington D.C. "I love having the space, having a yard," Stewart said, talking about why she and her husband moved to the suburbs. When asked what she thought of more apartments being built in suburbs like hers, Stewart, admitted she didn't like it. "It would make me feel a little uncomfortable. We enjoy the quiet," Stewart said. THE OTHER SIDEThe Biden campaign says what Trump is saying about Joe Biden and the suburbs is a smear campaign, contending the rule is not "abolishing the suburbs" as Trump has said. There is also another side. Shantai High is a resident in a D.C. low income housing community. She's lived in her apartment for nearly 19 years. She says everyone in a low income housing would like more affordable options, in cities and in suburbs. "It’s tough everywhere. Affordable housing is needed, we are discriminated against," High said. 2014

If you’re celebrating the holiday season at home this year because of the COVID-19 pandemic, then you probably aren’t using up your travel rewards points. Instead of watching those points languish, consider turning them into holiday gifts — you can stretch your budget while taking advantage of new offers from credit card issuers.Amid the pandemic, many card issuers are offering more flexibility when it comes to points redemptions, as well as extra statement credits. With 1 in 3 holiday shoppers who accrued credit card debt last holiday season still paying it off, using credit card rewards to finance gifts can be a great way to celebrate the season while avoiding additional debt. Here are some examples of offers you can take advantage of this year:Send a mealFor a limited time, if you have an eligible Capital One travel card, you can use miles to cover restaurant delivery and takeout purchases at a 1:1 rate. That means instead of using your miles to fly home to see family, you can use them to send them a nice holiday takeout meal. You could even join them for it over Zoom.Bank of America? is also offering temporary points-for-food conversions on some of its travel cards, and in some cases a statement credit. Similarly, Chase is allowing some cardholders to redeem points for statement credits against purchases made at grocery stores, restaurants (including takeout and delivery) and home improvement for a limited time.Make a donation in someone’s nameChase is allowing some cardholders to redeem points for statement credits when making donations to qualifying charitable organizations.Treat a friend to coffeeStarbucks credit card holders received 150 bonus Stars earlier this year as part of Chase’s efforts to help consumers during the pandemic. That equates to a handcrafted drink, hot breakfast or parfait — so if you haven’t redeemed those rewards yet, consider putting them toward a (socially distanced) holiday date with a friend.Gift a streaming serviceEight months into the pandemic, we’re still looking for new ways to keep ourselves entertained indoors. Several issuers have cards with temporary or ongoing offers that give you statement credits or bonus rewards for streaming. If you pay for someone else’s streaming service, you can reap the discount or rewards.Cover someone’s exercise programFor a limited time, some American Express cardholders can purchase a membership to at-home fitness program Variis by Equinox and earn statement credits each month. Terms apply. Or, if Peloton is more your speed, some Chase cards earn limited-time statement credits toward eligible memberships.Get cashSome cards also let you redeem travel points for cash back at the same rate. It’s not always the best redemption option. But at a time when travel options may be limited, it can help offset some of the costs of the holidays and even reduce your chances of accruing credit card debt from all that additional spending, which is a real gift to yourself.More From NerdWallet5 Minimalist Tips to Make the Holidays More AffordableCan I Get Preapproved for a Credit Card?7 Times You Might Want to Product-Change a Credit CardKimberly Palmer is a writer at NerdWallet. IMPERIAL BEACH, Calif. (KGTV) - Mayor Serge Dedina delivered the annual State of the City address Monday night. The mayor spoke to a room full of government, community, and business leaders at Burress Auditorium. The address, lasting about 30 minutes, highlighted the cities accomplishments and outlined a vision for the future.“We have one of the safest cities in San Diego County,” Dedina said when discussing the cities crime rate. He also talked about many of the infrastructure projects ahead, as well as affordable housing. The mayor also addressed the elephant in the room at the end of his speech; the ongoing issue of water quality due to Mexican sewage runoff. Dedina reaffirmed the community’s commitment to fighting for clean water and beaches.“I seem to be talking about clean beaches a lot, and since I'm a surfer, that’s fine,” he said, “But we need to redouble our efforts to expand our skate park and senior center and build a swimming pool and do all the things that most communities take for granted. He also talked about the need for more water quality testing and the lawsuit that IB has filed against the federal government, for its role in allowing raw sewage from the Tijuana ?River Valley to flow into local beaches.“We’re in court right now, the federal government twice tried having it thrown out of court, they lost. We’re going to continue to fight. If they’re smart, they’ll settle because we’re gonna win,” he added. 1454
