NAIROBI, Nov. 15 (Xinhua) -- The UN refugee agency said on Tuesday there has been an outbreak of cholera in Dadaab, the world's largest refugee camp in Kenya, which is believed to have started among new arrivals who had most likely acquired it in Somalia or en route to the camp.The UN High Commissioner for Refugees (UNHCR) said the situation in Dadaab, home to Somalis fleeing famine and conflict, is being exacerbated by heavy rains and accompanying risks of waterborne diseases."Rains and flooding had affected the trucking of water to parts of the camps, and we fear some refugees resorted to using unsafe water from flooded areas," the UN refugee agency said in a statement released in Nairobi.According to UNHCR, there are now 60 cases in the camps, including 10 laboratory-confirmed cases and one refugee death. To manage the outbreak, UNHCR and partners have set up cholera treatment centres for severe cases, it said.The UN agency deplored insecurity which it said continues to affect aid efforts more than a month after the kidnapping of three aid workers in Kenya's Dadaab refugee complex.The UNHCR says insecurity is still hampering aid efforts in the area, despite the deployment of 100 Kenyan policemen in the last month.UNHCR is assisting them with vehicles, shelter and telecommunications equipment."Together with our partners, we are exploring options to gradually resume full operations despite continued security incidents in and around Dadaab. In the meantime, refugees are still receiving life-saving aid, namely food, water and health care," it said.According to the agency, most cases can be managed through oral rehydration solutions (ORS) that can be given at home or at the health posts."We are working with UNICEF and the Ministry of Health to train health workers in the community-based management of diarrhoea so that patients can begin treatment at home," it said.UNHCR said it has increased levels of chlorine, which kills cholera-causing bacteria, at water points in the camps. These, it said, are monitored to make sure they are maintained at the correct levels."We are also promoting hygiene practices among the refugees, especially the use of latrines and hand washing with soap. Each refugee received 250 grams of soap with the latest food distribution and this will continue monthly for several months," UNHCR said.Dadaab is home to more than 400,000 registered refugees, nearly all of them Somali, with an estimated 70,000 people having arrived in July and August as conditions in their homeland rapidly deteriorated.

WASHINGTON, Oct. 3 (Xinhua) -- Researchers at St. Michael's Hospital in Canada have discovered a new function for an enzyme that may protect against organ injury and death from anemia, according to a study appearing Monday in the U.S. journal of the Proceeding of the National Academy of Sciences.Researchers found that when people have anemia, neuronal nitric oxide synthase (nNOS) -- an enzyme in nerve cells that produces nitric oxide, an important signaling molecule in the body -- increases the body's ability to respond, adapt to low oxygen levels and makes the body more efficient in delivering oxygen to tissues. They also found that levels of nNOS in the brain increased in anemic mice, and that the mice without this enzyme die earlier, and with higher hemoglobin levels."Identifying this mechanism may lead to new therapies and approaches to improving outcomes for anemic patients," said Dr. Greg Hare, a researcher at the Li Ka Shing Knowledge Institute of the hospital and one of the lead investigators of the study.Anemia occurs when blood has a lower than normal number of red blood cells or hemoglobin -- an iron-rich protein that carries oxygen from the lungs and heart to the rest of the body. Cells need oxygen to survive and to produce energy for all bodily functions. The condition has many different causes including infection (malaria, HIV, parasites), nutritional deficiencies (iron, folate, B12), genetic mutations, pregnancy, trauma and surgical blood loss."This research will help us identify when an anemic patient is at greatest risk for injury and death when undergoing surgery," said Hare. WASHINGTON, Dec. 7 (Xinhua) -- Drugs that affect the levels of an important brain protein involved in learning and memory reverse cellular changes in the brain seen during aging, according to an animal study published Wednesday in the Journal of Neuroscience. The findings could one day aid in the development of new drugs that enhance cognitive function in older adults.Aging-related memory loss is associated with the gradual deterioration of the structure and function of synapses (the connections between brain cells) in brain regions critical to learning and memory, such as the hippocampus.Recent studies suggested that histone acetylation, a chemical process that controls whether genes are turned on, affects this process. Specifically, it affects brain cells' ability to alter the strength and structure of their connections for information storage, a process known as synaptic plasticity, which is a cellular signature of memory.In the current study, Cui-Wei Xie, of the University of California, Los Angeles, and colleagues found that compared with younger rats, hippocampi from older rats have less brain-derived neurotrophic factor (BDNF) -- a protein that promotes synaptic plasticity -- and less histone acetylation of the Bdnf gene. By treating the hippocampal tissue from older animals with a drug that increased histone acetylation, they were able to restore BDNF production and synaptic plasticity to levels found in younger animals."These findings shed light on why synapses become less efficient and more vulnerable to impairment during aging," said Xie, who led the study. "Such knowledge could help develop new drugs for cognitive aging and aging-related neurodegenerative diseases, such as Alzheimer's disease," she added.
BEIJING, Dec. 28 (Xinhuanet) -- China started to run its own satellite positioning system, Beidou, on Tuesday as the country climbed the global tech ladder and challenged the monopoly of the West. Beidou, or Big Dipper, the domestic version of the US Global Positioning System (GPS), started providing navigation, positioning and timing data on a pilot basis to China and the neighboring area for free on Tuesday, Ran Chengqi, director of the China Satellite Navigation Office, said. The system, with 10 orbiting satellites, covers an area from Australia in the south to Russia in the north. Signals can reach the Xinjiang Uygur autonomous region in the west and the Pacific Ocean in the east, Ran said. With six more satellites to be launched next year, the system will cover a wider area and eventually the entire globe by 2020 with a constellation of 35 satellites, he said. The accuracy of the positioning service will also improve as more satellites orbit. During the trial run Beidou can offer positioning to within 25 meters but when the system is officially launched next year accuracy will be enhanced to within 10 meters, he said. With the system operational China is the third member of an elite group, along with the US and Russia, to develop a satellite navigation system. The US spent 20 years and more than billion on the GPS. Completed in 1994, the system has 24 navigation satellites and is widely used around the world. Beidou has its own unique features, Ran said. "It not only tells users where they are and what time it is but also allows users to tell others the information through short messages," Ran said, adding that this feature is being considered by other systems. Russia's Glonass system achieved a 24-satellite constellation in 1996 but succumbed to funding problems. The rebuilding of the Glonass system is almost finished and Russian media reported that the system resumed service earlier this month. The European Union and the European Space Agency are building the Galileo satellite navigation system. Japan and India also intend to build independent regional navigation systems. "Countries build their own systems because owning an independent satellite navigation system is important to economic development and national security," said Pang Zhihao, deputy editor-in-chief of the monthly publication Space International. There have long been concerns that the US might take its dominant GPS offline in certain international emergencies. Ran said that the Beidou system will be "helpful" to national defense. An "independent and controllable" satellite navigation system can guarantee national economic development as well as scientific and industrial strength, he said. China started to reduce its reliance on the GPS in 2000, when it sent an experimental pair of positioning satellites into orbit. But Ran stressed that Beidou is "built for the world", as the compatibility of various systems enhances reliability for users. "If you only use GPS there will be blind spots. But from demonstrations I saw recently, receivers that are compatible with Beidou will overcome these problems," he said. He encouraged enterprises at home and abroad to join the research and development of application terminals compatible with Beidou. The office put a test version of the system's Interface Control Document online on Tuesday, which is a technical document vital for the manufacturing and development of receivers and chips. The prospects for the country's satellite navigation industry look bright, experts said. Analysts estimated that around 2020 the industry's output will reach 0 billion globally, including 400 billion yuan ( billion) to 500 billion yuan from China. According to the 2011 Report on Application of Geosaptial Information in China released on Monday, the number of satellite navigation application terminals in China has grown from less than 100,000 in 2000 to more than 10 million in 2009. "Chips supporting both GPS and Beidou systems have been developed, and terminals have been produced. Beidou application terminals have been put into use in vehicles, such as government cars in Guangdong province.
