SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen. SAN DIEGO (KGTV) -- Mayor Kevin Faulconer condemned Governor Gavin Newsom’s amendment to the California sex offender law in a tweet Saturday morning.The mayor said he is “appalled” by the changes, which give judges discretion on whether or not to list someone as a sex offender for having oral or anal sex with a minor, the Associated Press reported.“As a parent I’m appalled that last night our governor signed a law maintaining a 24-year-old can have sex with a 14-year-old and it not be considered predatory,” Faulconer said.RELATED: California governor signs bill changing sex offender law“An adult who commits ANY sex act on a minor 10 years younger must be registered a sex offender. Law must be changed,” he continued.The bill does not allow statutory rape or pedophilia.The San Francisco Chronicle reported Friday that the bill, SB145, was signed by Newsom without comment. The bill gives judges discretion over sex-offender registration in cases involving teenagers between the ages of 14 to 17, and adults who are less than 10 years older, the Chronicle said.The author of the bill Senator Scott Wiener, from San Fransisco replied to Faulconer's tweet, "Mr. Mayor - I'd always been under the impression that you were a supporter of the LGBTQ community. This bill does nothing more than treat LGBTQ young people the same way we've treated straight young people since 1944. SAN DIEGO (KGTV) — In San Diego Comic-Con's first foray as an online-only event, fans experienced some benefits and pitfalls of a virtual convention.While fans had arguably the most access to Comic-Con content ever, there were still some aspects that couldn't be recreated digitally. At the same time, that's all right. No waiting in Hall H's line. No attending an earlier panel to save a seat for a later event. Every panel was streamed on Comic-Con's website and most were made available on YouTube afterward for fans to catch. Exclusive content aired during panels also made their way onto the internet arguably faster than previous years. While the glitz of seeing stars, artists, and writers in person was missing, the heart of enjoying a panel for its presentation was still there.What didn't: ExclusivesAdmittedly, Comic-Con isn't just about exclusive merchandise. But many attendees enjoy being able to score gear that you'll only get at SDCC — for resale or to keep. However, when it came to exclusives, internet connection and website servers were at the will of how many people logged onto their site. So when something was highly sought after, websites saw a lot of traffic — sometimes too much. In the case of several popular merchandisers — like Funko, Mondo, or Hasbro — exclusives often sold out quickly, sometimes before the convention even occurred. While the convention did its best to showcase cosplayers online with a "masquerade ball" via Tumblr, it just isn't quite the same as being at the event in-person. What worked: Connecting with fansHosting Comic-Con online ensured fans can connect with their favorite comic book writers, artists, and even entertainers. Without having to manage a tight schedule of going location to location for panels and events, users could simply log on and watch a panel, win some free swag in some cases, or reach out to comic book writers and artists for commissions or to purchase their work. No walking through a packed Artist Alley or standing in line for a free t-shirt — though some may argue that's part of the appeal.What didn't: Recreating being thereSDCC made several activities available online ahead of the convention, like signs and badges to print out to dress your home for the event. A virtual exhibit floor was also offered online and while fun, was a bit tricky to navigate on your phone. SAN DIEGO (KGTV) - If San Diego County has a case rate higher than 7.0 next week, it could be moved into the state’s purple tier which is the most restrictive tier for area businesses.Wednesday, county health officials said San Diego County was at a 4.5% testing positivity rate and 7.9 cases per 100,000 people. The current case rate it over the state's threshold of 7.0 cases per 100,000 residents reserved for the purple tier, the state's most restrictive.According to a breakdown from the California Department of Public Health, retail stores will have to lower to 25% capacity indoors, from 50% capacity.Restaurants must move to outdoor dining only, after operating at 25% capacity indoors or 100 people, whichever is fewer.Shopping centers will move to 25% capacity with closed common areas and a closed food court.
