SAN DIEGO (CNS) - Authorities reached out to the public Thursday for help in identifying a motorist involved in a hit-and-run that killed a pedestrian last week in a Chollas Creek-area neighborhood.The 48-year-old victim was standing next to a parked vehicle along the west curb line of the 5300 block of Chollas Parkway shortly before 1 a.m. Friday when a dark-colored car traveling to the south at high speed on the wrong side of the street hit him, according to San Diego police.Following the fatal impact, the motorist stopped momentarily, then drove off, Officer Robert Heims said.The victim, whose name has been withheld pending family notification, died at the scene.Surveillance cameras captured images of the vehicle -- a four-door sedan, possibly a Lexus or Toyota with a lowered suspension. Police have no description of the driver.Anyone who might be able to help investigators track down the motorist or vehicle is asked to call San Diego County Crime Stoppers at 888-580-8477 or contact the agency online at sdcrimestoppers.org. SAN DIEGO (CNS) - Military and civilian emergency crews battled a raging blaze aboard the USS Bonhomme Richard at Naval Base San Diego for a fourth day Wednesday.Despite the destructiveness of the explosive, out-of-control fire, Navy officials reported Tuesday that the 22-year-old vessel appeared to have escaped irreparable harm, though all-out efforts to quell the flames and smoldering hot spots were ongoing."First, we have investigated the four main engineering spaces (of the ship) and found no major damage," Rear Adm. Philip Sobeck told reporters during a briefing at the naval base south of downtown San Diego. "There is no threat to the fuel tanks, which (are) well below any active fires or heat sources. The ship is stable, and (its) structure is safe."As of 6 a.m. Wednesday, flight personnel had conducted more than 1,500 helicopter water drops on the ship, a process that was "cooling the superstructure and flight deck, enabling fire crews to get onboard internally to fight the fire," Navy officials said.The blaze broke out shortly before 9 a.m. Sunday in a part of the vessel where supplies such as cardboard boxes are kept, and soon was sending thick columns of acrid smoke above the bay. Because the ship was undergoing maintenance work when the fire erupted, its built-in flame-suppression system was inoperative, according to base officials.After about 90 minutes, authorities decided to remove all firefighters from the vessel for safety reasons and battle the blaze by remote means, including helicopters and boats surrounding it on the bay.The conflagration sent below-deck temperatures as high as 1,000 degrees and eventually left the ship listing due to the amount of water it had taken on due to the firefighting efforts, Navy officials said.About two hours after the fire began, a blast of unknown origin shook the vessel.No San Diego city firefighters "were on board the ship when the explosion happened, but the blast threw several firefighters off their feet," the municipal department reported.Adding to the dangers posed by the inferno, the flames were burning several decks away from a section in the ship where a million gallons of oil are housed, Sobeck acknowledged Monday, though he expressed confidence that firefighters could keep the blaze away from that storage area.A total of 40 sailors and 23 civilian firefighters have suffered various minor injuries, mostly heat exhaustion and smoke inhalation, while battling the blaze, according to Navy officials.There were 160 sailors and officers aboard the ship when the fire broke out, Navy spokesman Brian O'Rourke said.About four hours after the ship began burning, the Navy moved the USS Fitzgerald and USS Russell to berths farther away from the fire, according to Mike Raney, deputy public affairs officer with the Naval Surface Force.What sparked the blaze remains unknown."Going forward, the Navy will do a thorough investigation of the incident, to assess the cause of the fire (and) damage to the ship," said Sobeck, commander of USN Expeditionary Strike Group Three. "But right now ... my focus and our focus remain putting the fire out and keeping our ship base safe."Among the precautions in the area of the blaze instituted by the U.S. Coast Guard were a one-nautical-mile safety zone on the waters surrounding the ship and up to 3,000 feet in the air above it.U.S. Coast Guard personnel also were assessing "environmental sensitivities and has contracted an oil-spill response organization to preemptively deploy protective boom to guard against any potential environmental concerns," according to a statement from the federal maritime agency.Users of neighboring marinas were being advised to "utilize protective safety measures" as well, according to the agency.Officials in National City, just south of the site of the fire, asked residents to remain in their homes as much as possible to avoid health hazards from the smoke billowing off the burning vessel. Likewise, the San Diego County Air Pollution Control District Office noted that if residents can smell acrid smoke, they should limit physical activity and stay indoors if possible.The Bonhomme Richard is the third warship in U.S. naval history to bear the name, which means "Good Man Richard" in French and honors Benjamin Franklin's "Poor Richard's Almanac."The vessel has been homeported at Naval Base San Diego since the spring of 2018, when it returned from a six-year port switch to Sasebo, Japan, while becoming the command ship for Navy Expeditionary Strike Group Seven.Mayor Kevin Faulconer said Wednesday that some San Diegans are eligible for relocation relief amid air pollution from the burning vessel."San Diegans affected by air pollution from the USS Bonhomme Richard fire are eligible for temporary relocation relief. SAN DIEGO (CNS) - An outbreak of leptospirosis, a contagious bacterial disease, has been reported in dogs in the region, the San Diego County Health and Human Services Agency announced Thursday.Since October, 34 confirmed and probable cases of leptospirosis have been documented among local dogs, primarily in the Hillcrest and Mission Hills areas. Several dogs required hospitalization and at least one was euthanized.Boarding at kennels that allow dog-to-dog interaction is a major risk factor, though some ill dogs only had contact with other dogs at dog parks. The kennels that were linked to cases notified the owners of all potential contacts of diagnosed cases and closed for at least two weeks for cleaning and disinfection.Signs of leptospirosis in dogs are varied and can include fever, muscle weakness, vomiting, diarrhea, loss of appetite, low energy and frequent urination, which may be bloody.No human cases have been linked to this outbreak in dogs, but anyone who develops fever, headache, muscle aches -- especially in the back and calves -- or other illness after contact with a sick dog should see their health care provider.This week, the county sent a health advisory to local physicians and veterinarians about the outbreak.Leptospirosis is a disease caused by various species of spirochete bacteria called leptospira. These bacteria can infect multiple species of mammals, including humans, dogs, rats, mice, raccoons, skunks and opossums. The bacteria are shed in the urine of infected animals and may contaminate food, water, soil or bedding. Dogs and people can get infected through direct contact with skin abrasions, mucous membranes or by drinking contaminated water."When dogs visit kennels and parks and play, lick and sniff each other, they are at risk of getting these bacteria," said Dr. Wilma Wooten, the county public health officer. "If your dog shows any signs, you should take it to your vet immediately."A vaccine is available to prevent leptospirosis in dogs, especially for those boarding in kennels and frequenting dog parks. 2076

  

SAN DIEGO (CNS) - In a 3-1 vote, the San Diego City Council Environment Committee approved a resolution declaring a climate emergency in the city of San Diego Thursday.The resolution has no council action attached, but voting for it is the first step toward getting more meaningful ordinances in front of the full city council. San Francisco, San Jose and Sacramento have all declared climate emergencies. Councilmember Jennifer Campbell, who chairs the environment committee, said the resolution was a necessary process."By passing this resolution today, we'll be joining more than 1,300 other cities in 25 countries in declaring a climate emergency," she said. "Climate change in San Diego is not a what-if, it's what's now."RELATED: San Diego Mayor Faulconer addresses homeless, housing issues in final State of the CityCampbell said that in the last 100 years, San Diego had witnessed nine inches of sea level rise."It's well past the time to sound the alarm," she said.Councilmember Barbara Bry said that when the council passed the Climate Action Plan in 2015 (a comprehensive plan to reduce emissions and take other climate change steps citywide by 2035), it was setting an example. SAN DIEGO (CNS) - A Utah man who robbed a Carlsbad Motel 6 at gunpoint, then was arrested attempting to re-enter the United States, was convicted of federal robbery and firearm-related charges, the U.S. Attorney's Office announced Wednesday.Lance Lamont Lavert of Salt Lake City, 37, was convicted Tuesday by a San Diego federal court jury for the July 9, 2018, morning robbery of the motel on Paseo Del Norte.Prosecutors said Lavert and his girlfriend asked for a room, but were denied due to a lack of ID.Lavert then pointed a gun at the motel clerk and her manager, demanding money. When the clerk and manager ran, Lavert leapt over the counter, kicked in the door of the bathroom where the clerk was hiding, dragged her back to the cash register by her hair and pistol-whipped her in the head, court documents state.Along with 5 in cash, Lavert and his girlfriend made off with the clerk's car keys and stole the clerk's car, prosecutors said.Lavert was arrested two days later trying to cross the border back into the United States. The revolver he used in the robbery was found in his waistband.In addition to committing the robbery, Lavert was convicted for possession of a gun while having several prior felony convictions, including for arson in Utah and assault with a deadly weapon out of Imperial County, the U.S. Attorney's Office said.Lavert's girlfriend pleaded guilty prior to the trial, according to prosecutors. 1440
