SHANGHAI, Sept. 4 (Xinhua) -- China's intellectual property rights (IPR) authorities Saturday vowed to play a larger role in the global cause of IPR protection while being more responsible to innovators and the public.The State Intellectual Property Office (SIPO) Director Tian Lipu made the pledge at a press conference held to recognize the 25th anniversary of Sino-EU cooperation on IPR protection.Tian said that China and the EU, as two major economies with close trade relations, should further co-operate to create a better environment to encourage and protect innovation in the business world.At the event, European Patent Office (EPO) President Benoit Battistelli told Xinhua he was optimistic about the future of IPR protection in China, given the rapid progress being made in the country.Battistelli said relations between the EPO and the SIPO would "continue to be decisive for the successful future development of the patent system on a global level."Commemorations of the anniversary, held at the ongoing Shanghai World Expo, also included a demonstration of a real-world IPR enforcement case in a moot court setting.The EPO started cooperating with China in 1985. The two sides are currently implementing the EU-China IPR2 project utilizing a 16 million Euros budget that runs over four years to 2011.Both the EPO and the SIPO are among the world's five largest patent offices, together with the Japan Patent Office, the Korean IP Office, and the United States Patent and Trademark Office.China has also grown into one of the most important non-EU countries filing patent applications to the EPO, with the number of patents submitted increasing from 163 in 2000 to 1,621 in 2009.
BEIJING, Aug. 29 (Xinhua) -- China's top legislature Sunday initiated a nationwide inspection over Agricultural Techniques Promotion Law in an effort to boost the development of the country's vast rural area while ensuring the nation's food security.Three inspection teams from the Standing Committee of the National People's Congress (NPC) will travel to six provinces and municipalities for supervision of the inspection in late August and September. Another eight teams from provincial level legislatures will be authorized to supervise the enforcement of the Agricultural Techniques Promotion Law and the Seed Law.Wu Bangguo, Chairman of the NPC Standing Committee, said the inspection teams should push local governments forward to pay more attention to popularizing agricultural techniques, transform techniques into increased agricultural output and raise the incomes of farmers.Promoting agricultural techniques and increasing technology's contribution to agricultural development is the fundamental method to resolve the agricultural difficulties caused by limited resources and markets in China, said Uyunqimg, Vice Chairwoman of the NPC Standing Committee.The Agricultural Techniques Promotion Law was passed by the top legislature and began to be put into use in 1993, which aims at promoting more adoption of scientific and technological achievements in agricultural production to assure the modernization of the nation's agriculture.Statistics show the ratio of scientific and technological contributions to agricultural growth in China has increased from 26 percent in 1993 to 51 percent in 2009.

The issue of population is always a major issue for China's social and economic development," said Li at a seminar marking the 30th anniversary of the Family Planning Association of China in Beijing.The government must solve the issue in a way that takes into consideration the whole picture of China's long-term social and economic development, he said.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded.The Chinese government adopted a family planning policy in the late 1970s which basically permits most urban households to have only one child.The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.Li said the government would make efforts to improve the quality of the population, optimize the population structure and spur the rational distribution of the people, so as to turn the pressure of the population into an advantage of human resources.He also said the government would launch measures to narrow the widening ratio of men to women and address problems arising with an aging population.The population aged at or above 60-years-old will top 200 million by the end of 2015, government reports showed.
