SAN DIEGO (KGTV) — A new SANDAG report found that when it compared to the region's Caucasian population, Black and Hispanic communities are more than four times as likely to live in an area impacted by COVID-19 and unemployment.The report says more than two-thirds of the county's Black (67%) and Hispanic (70%) populations live in zip codes with higher than average unemployment rates. About half of Black (52%) and Hispanic (49%) San Diegans live in zip codes with higher than average COVID-19 cases as well.In comparison, the study says Caucasian (14%) and Asian (24%) populations are less impacted in both cases."As regional elected officials and leaders, it is important for us to think strategically about how to coordinate with the Black and Hispanic communities – and all communities in need – to determine which programs and policies can put in place to guide an equitable recovery as businesses begin to reopen and as people return to work or look for new jobs," said SANDAG Chair and Poway Mayor Steve Vaus.SANDAG says the most affected areas reside in the southern part of the county. SAN DIEGO (KGTV) - A new program is helping San Diegans get back into the classroom without the fear of crippling student loans. Offered through the San Diego Workforce Partnership and UC San Diego Extension, the program costs nothing upfront.It's called an Income Share Agreement (ISA); tuition is covered, and students agree to pay a small proportion of their income for a set period of time after graduating.The programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.Adam Taylor is part of the first cohort of students. The Marine Corps veteran is still working to pay back student loans from several years ago but wanted to further his education to increase his salary."It seemed like a little more security in taking a chance and investing in yourself, as opposed to the school loans where they really don't care if you get a job or not," said Taylor, who's studying digital marketing. The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.The program succeeds if students succeed. Those who get a job and pay back into the program will support future students. "The ranges are you pay nothing if you're making under ,000, if you're making over that, you'll pay between 5 and 8 percent of your income, and then you'll never pay more than about 1.6 to 1.8 of what was initially financed for you," said Andy Hall, Chief Operating Officer of the San Diego Workforce Partnership.To learn more or apply for a program click here. 1680

SAN DIEGO (KGTV) -- A new study by Zillow shows that homebuyers with lower credit scored pay more for the same homes than buyers with excellent credit scores.According to Zillow, borrowers with excellent credit scores could get a mortgage with a 4.5 percent annual percentage rate.Borrowers with a fair credit score could get a 5.1 percent rate. Over the lifetime of a 30-year mortgage, that means a buyer with a fair credit score may end up paying an additional ,000 over the lifetime of the loan.In San Diego, where the median home value in March of 2018 was 5,300, Zillow estimates that homebuyers with fair credit will pay ,000 for the same home.The difference is only amplified in more expensive markets, Zillow says. In addition, the penalty for lower credit scores tends to be higher."When you buy a home, your financial history determines your financial future," said Zillow senior economist Aaron Terrazas. "Homebuyers with weaker credit end up paying substantially higher costs over the lifetime of a home loan. Of course, homeowners do have the option to refinance their loan if their credit improves, but as mortgage rates rise this may be a less attractive option."Zillow says that even if homeowners don’t pay the full 30-year term on a loan, the annual cost of a lower credit score can still add up to 0 a year. 1346

  

SAN DIEGO (KGTV) -- A rental forecast out Wednesday predicts that San Diego County's affordable housing crisis will worsen through 2020. According to the University of Southern California Casden Economics Forecast, “even under the best case standard, few units in Southern California are affordable.”By 2020, the report forecasts that average monthly rents will increase by 9 in San Diego County, the highest among all Southern California areas.The report predicts that the San Diego will continue to see economic and population growth over the “foreseeable future” with the economy’s leading sectors continuing to draw a variety of workers.The forecast also shows San Diego’s popularity among older members of the population, including retirees.As a result, housing demand will continue in both the renter and owner-occupied markets, leading rents to increase as vacancy rates remain low.In 2020, the average rent is predicted to be ,187 with a 3.75 percent vacancy rate. 995
