SAN DIEGO (KGTV) - Real estate company Zillow launched a new service in San Diego Monday that gives homeowners another option for selling their property.The service, called Zillow Offers, will present a cash offer to homeowners who want to sell their home as-is, without the need for open houses or renovations.This is the second market in California that Zillow has offered the service. In the last quarter, Zillow charged an average fee of 7.5% on transactions in the cities it currently operates.“Are they going to get top dollar? No, they are not,” said Mark Goldman, a loan officer and a former real estate professor.On the flip side, Goldman realizes the advantage comes in the form of convenience.“What they are getting is turning the house into cash very quickly and with the least amount of hassle,” said Goldman.In San Diego, realtor Kyle Whissel will be working with Zillow on the ground to act as Zillow’s buying agent as well as their selling agent once the home is market-ready.“We’ll give [Zillow] our opinion of value, they’ll punch that into their algorithm and that will spit it out a price to the homeowner,” Whissel said.The homeowner will then decide if they want to sell at that price, after which they can set a close date within as little as 5 days.“Zillows goal is to come in at market value, make a little bit of improvements, similar to improvements someone would make to put their home on the market,” said Whissel. “Once those are made, we’ll put it back on market at the new market value.” 1527

SAN DIEGO (KGTV) — San Diego Police have arrested a 26-year-old in connection with a Logan Heights house fire that killed three of his family members last weekend.Police say Wilber Romero was arrested Friday for homicide and arson in connection with the deaths of his parents 44-year-old Jose Romero and 46-year-old Nicolasa Maya-Romero, and his sister 21-year-old Iris Romero in a house fire on Sunday. Romero's mother and sister died at the hospital in the days following the blaze while his father died in the fire. The family’s 23-year-old daughter and 16-year-old son remain in the hospital. He has been booked into county jail and is set to arraigned on Oct. 22.On Oct. 13, the fire broke out around 4:30 a.m. Sunday in the 3100 block of Clay Ave. Firefighters had to go inside and pull the victims out.Romero, who identified himself to 10News that morning as the family's oldest son, said he awoke to find his bed on fire and tried to yell for his family to get out of the home."My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," Romero said after the blaze.One witness told 10News he could see one of the victims reaching through the bars in the windows, unable to escape the fire."The minute I stepped out of my restroom, my house on the inside felt warm, like really warm. SAN DIEGO (KGTV) - San Diego may soon have more living spaces in commercial zones, due to ease of regulations approved by the San Diego City Council Tuesday.The amendments to the Live/Work Quarters rules allow for smaller living space in a place of business, add more business types that can include living areas, and authorize additional locations where Live/Work Quarters are allowed.The changes reduce the required minimum floor area from 750 square feet to 500 square feet, and eliminate the requirement for additional parking.RELATED: San Diego housing report focuses on region's needsTuesday’s amendments were part of Mayor Kevin Faulconer’s Housing SD reforms.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. SAN DIEGO (KGTV) - San Diego Police announced Tuesday the arrest of a man suspected of sexually assaulting an elderly woman in a nursing home in Hillcrest. Detectives took Lusean Arline, 48, into custody Monday for the crime which occurred Oct. 27. Police did not release the name of the nursing home, but administrators with Balboa Nursing and Rehabilitation Center confirmed with 10News the attack happened in their facility.Police said the 88-year-old victim was inside the nursing home when Arline illegally entered the facility. He sexually assaulted the woman, who was in her bed, officers said. San Diego Police Sex Crimes Unit investigators collected evidence at the scene, including male DNA which was processed by the Crime Lab and loaded into the Combined DNA Index System (CODIS). Arline is currently being held on a parole violation.
