SAN DIEGO (KGTV) -- A new WalletHub report shows where California ranks among best and worst states for teen drivers.According to the site, summer is the busiest time of year for teens obtaining their driver’s licenses.Overall, California took the 18th spot on the list right behind Kansas, however, California didn’t do quite as well in some other categories. California roads ranked on the list as the 48th worst in the nation while the state took the 36th spot for premium increases after adding a teen driver to a policy. California placed first on the list when it comes to state regulations like the presence of occupant-protection laws and the presence of distracted driving laws. The state also took the 13th spot for teen driver fatalities per teen population. SAN DIEGO (KGTV) – A San Diego fire captain convicted of domestic violence was sentenced Wednesday.Steven Michaels received three years probation, 52 weeks of counseling and 180 days of custody which will be served in a county parole and alternative custody program, according to City News Service.Michaels, a veteran fire captain with the San Diego Fire-Rescue Department, pleaded guilty in 2017 to shoving his girlfriend against a wall and refusing to let her use a phone to call for help, CNS reported.RELATED: Veteran San Diego fire captain pleads guilty to domestic violence chargeMichaels filed a request to have the felony charge reduced to a misdemeanor, but Judge Timothy Walsh denied the request citing a history of alcohol-related incidents of domestic violence.The felony conviction will likely cause Michaels to lose his job."He's taken away his career," said Walsh," if there is a career left. Four times!"When asked if Michaels was still employed by the department, Monica Munoz, a spokesperson for San Diego Fire-Rescue, only said, “we can’t give information about personnel issues.”10News has also requested comment from a spokesperson with SDFD's personnel department. Public records website, Transparent California, shows Michaels made 3,407 in 2016.The victim, Jane Doe, initially told investigators she feared for her safety, according to prosecutors. However, at the sentencing hearing she told the court she did not wish for Michaels to be convicted.Verna Tabor with the Center for Community Solutions says it is not uncommon for victims to blame themselves. SAN DIEGO (KGTV) — A San Diego judge says police departments must release records related to officer misconduct.The decision comes after local media groups, including 10News, sued to keep some police unions from blocking departments from following a groundbreaking new law in California.“This court finds that Senate Bill 1421 applies retroactively, to all, keyword, all personnel records of peace officers not only now but prior to January 1, 2019,” said San Diego County Superior Court Judge Eddie Sturgeon.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.“These records have been under seal for 45 years, and when you have that kind of duration, and decisions are made for that long than it is going to create substantial disruption when the law changes, and all of a sudden these things have been under seal for four and half decades are available for public perusal,” said Richard Pinckard, attorney for the unions.An attorney for the ACLU argued they intervened in the case to defend the public right to know saying the law was designed to be retroactive.“These are fundamental matters that the public has a right to know,” said David Loy, attorney for the ACLU of San Diego & Imperial Counties. “To restore public trust the public has to have the right to know and observe what the officers have done and what the agencies have said about it.”The Judge ruled no records could be released before March 29. SAN DIEGO (KGTV) - A hot air balloon with 14 passengers and a pilot on board made an unplanned landing in Rancho Pe?asquitos Sunday night.The balloon set down on a hillside at Pe?asquitos Drive and Del Diablo Way west of Interstate 15 about 7:15 p.m.The community jumped in to help, keeping the basket stable and helping the passengers exit safely, according to the San Diego Police Department.RELATED: Hot air balloon pilot talks to 10News about landing in Sabre Springs parkWitnesses helped the pilot bring the basket down to the street where it could be picked up by the owner, police said. The owner's name was not released.No one was injured.The NTSB said they are not investigating the incident.
