BEIJING, Aug. 22 (Xinhua) -- Some 87 percent of Chinese who studied abroad in 2009 received financial support from their parents, China.com.cn, a government-run website, reported Sunday quoting a survey by education research company MyCOS.The survey divided its interviewees into two categories: undergraduate students who graduated from China's top 211 universities in 2009 and those who did not.According to the survey, 1.64 percent of undergraduate students graduating from China's top 211 universities in 2009 went abroad for study, 0.61 percentage points higher year on year.Some 0.69 percent of undergraduate students from the other category also pursued overseas studies.According to the survey, the majority of the students who studied abroad took economics and business management as their major.The survey also showed 9 percent of those studying abroad received scholarships from the foreign institutions while 3 percent supported themselves through part-time jobs. One percent were funded by the Chinese government.Chinese universities and colleges graduated 6.1 million students in 2009, according to statistics from the Ministry of Education.

JINAN, Aug. 7 (Xinhua) -- China concludes a five-day air defense exercise on Saturday with a live-fire drill and precision attacks on air targets by ground-to-air missiles.The live-fire drill, in Shandong Province, was part of the exercise code-named "Vanguard-2010," which began Tuesday in seven cities across Henan and Shandong provinces, involving more than 12,000 personnel.Seven types of ground-to-air weaponry, including a new type of ground-to-air missile and another state-of-the-art anti-aircraft gun, were used in intercepting and concentrating fire on air targets.Nearly 200 military aircraft, including drones, reconnaissance aircraft, fighter jets and helicopters, were involved in the five-day military drill, said Feng Zhaoju, deputy commander of the People's Liberation Army (PLA) Jinan Military Command.The annual drill, consisting of two phases, focused on an emergency evacuation, strategy, reconnaissance, early warning, ground-to-air attacks and evacuation of command posts during the first phase which ended Thursday.Its second phase included testing of air defense abilities in a "complicated electromagnetic environment."A "Vanguard-2009A" exercise last year involved 5,000 troops from the army and air force."Vanguard-2008" included a 2,200-strong armored brigade from the People's Liberation Army (PLA) Jinan Military Area Command.

XINING, June 19 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local government to pay more attention to improving people's living conditions during reconstruction in the quake-hit Yushu of northwest China's Qinghai Province.Hui made the remark during his inspection tour on Saturday to the area jolted by a 7.1-magnitude earthquake on April 14.At the worst-hit Gyegu town, Hui inspected supply of water, food and fuel, local market, as well as health care services for quake survivors. BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.
