BEIJING, Oct. 24 (Xinhua) -- Chinese authorities have issued a regulation that defines the responsibilities of the Communist Party of China (CPC) and state organs in handling petitions.

Huynh said Vietnam and China should appropriately handle the South China Sea issue, maintain maritime security and increase the friendly feelings of the people to achieve the long-term healthy, stable development of bilateral relationship.

The Chinese Defense Ministry branded the intrusion as an "illegal and provocative" move. The Chinese Foreign Ministry also urged the United States to stop "irresponsible" and "provocative" actions which go against China's sovereignty and maritime interests.

The six general secretaries are Abdulrahman Kinana from Tanzania's Chama Cha Mapinduzi (Party of the Revolution), Gwede Mantashe from the African National Congress, Eliseu Joaquim Machava from Mozambique's FRELIMO, Pedro Sebastiao from Angola's MPLA, Nangolo Mbumba from Namibia's SWAPO Party, and Ignatious Chombo from Zimbabwe African National Union-Patriotic Front.

Liu Dongchao called the two documents "a perfection of the CPC's governance system, which will result in a better intra-Party political life," adding that the communique is "an embodiment of the Party's strengthened awareness of its responsibilities."
