SAN DIEGO (KGTV) — Several North County residents felt their homes and businesses rattle briefly after a loud boom Friday.The noise and shaking were reported at about 1:30 p.m., according to San Diego Sheriff's Department. Deputies in the North County received calls from Vista about the noise. 10News also fielded several calls from Oceanside and San Marcos over the incident.USGS did not register any major earthquakes in the region Friday, according to the agency's website. At about 1:31 p.m., USGS recorded a 1.6-magnitude earthquake with a depth of about 5 miles in the Ocotillo Wells area, about 100 miles east of Oceanside.Camp Pendleton was scheduled to perform exercises involving mortar fire and high explosive munitions, according to a noise advisory statement, and finish its Exercise Iron Fist training alongside Japanese armed forces on base Friday. However, a spokesperson for Camp Pendleton told 10News the base was on normal operations Friday.The base's website advises that, "depending on atmospheric conditions, the sound of the explosions may be amplified and heard up to 50 miles away." SAN DIEGO (KGTV) — San Diego's Board of Supervisors Wednesday approved a new initiative to encourage homeowners in the county's unincorporated areas to develop "granny flats" to help ease the region's housing shortage.The initiative will waive county permit and development impact fees over the next five years for property owners who want to build granny flats or other small dwellings on lots with existing homes. The hope is those units will then be used for family members or rented out as a source of income for property owners.The waivers apply to property owners in the county's unincorporated areas, including Alpine, Julian, Fallbrook, Lakeside, and Valley Center, as part of the county's General Plan.MAKING IT IN SAN DIEGO: Family chooses 'granny flat' option with San Diego's lower fees“This is a critical step in our on-going efforts to address the region’s housing crisis, especially the serious need for affordable housing,” Dianne Jacob, the board chairwoman, said in a release. “This new program is the quickest and easiest way for us to expedite the development of housing.”To cover the cost of the fee waivers, the county will pump million into the program over the five-year period.“There is no single solution to the regional housing shortage, but an average savings of ,000 for an accessory home will raise property values and offer more affordable places to live,” Supervisor Jim Desmond said in a release. “We will continue to be creative and challenge the status quo to solve the region’s housing crisis.” 1545

SAN DIEGO (KGTV) -- Sophie Felix may be petite, but there is nothing small about the way she approaches living and giving -- and it all started with her grandparents."Growing up, my Grandmother and my Grandpa Augie used to be foster parents so from a very young age I understood it's very important to give back to children in need," says Felix.Nine years ago, Sophie says she felt compelled to reach out to the Encinitas-based group, Passion 4 K.I.D.S. which stands for Kids In Desperate Situations. The group helps improve the lives of handicapped, neglected and underprivileged children.Through founders Linda and Charles Van Kessler, Sophie met Izaiah Wallis and his family. Izaiah has been unable to walk or talk since he was hit by a drunk driver at age one, 10 years ago.Sophie started out by planning special experiences for the family including securing sponsorships for trips to Disneyland and Seaworld as well as handicapped accessible gear such as a van --- and Sophie was just getting started. A mom herself, she became the chapter president of America's Children of Fallen Heroes. Off-roading adventure in a custom jeep is just one part of what the group does. A bigger part is providing the kids with a 10-year mentorship program so they can pursue anything and realize their dreams.Sophie says that is very important to her because she herself is living her American dream. In addition to her charity work, Sophie runs her own business, HBM Talent and Management, and she spreads her passion to every client she signs."That is part of our deal. They have to volunteer for at least 2 charity events per year," she says.Those clients, including former NASCAR driver Felix Giles, are happy to do it. SAN DIEGO (KGTV) — San Diego Police say the man found shot behind a Midway District strip mall was the victim of an armed robbery.Police received a call on Wednesday just after 6 p.m. over shots fired and a vehicle collision in the 3600 block of Midway Dr. Officers arrived to find a grey Acura had crashed into a retaining wall behind several businesses. Inside, the driver had been shot at least once.The man, identified as 18-year-old Eduardo Salguero of San Diego, was taken to a nearby hospital but died of his injuries.Investigators say they've learned that Salguero had arranged to purchase an item through Snapchat. When he arrived to meet the sellers, two Hispanic males entered his vehicle. During the meeting, one of the suspects pulled out a handgun and the transaction turned into an armed robbery.Multiple gunshots were fired inside the vehicle, police said. The two suspects then fled on foot. Police only described the suspects as Hispanic males, between 20-30 years old, who were wearing dark clothing at the time. SAN DIEGO (KGTV) - San Diego Police say a Chula Vista woman killed her mother in a Mission Valley office building, then shot herself days later with the same gun.Homicide detectives investigated the 911 call from an office building on Camino Del Rio South in Mission Valley on July 22.Officers found Maria Kelly, 66, dead inside her office.RELATED: SDPD: Mother murdered, daughter deadKelly's 34-year-old daughter, Crystal Vasquez, drove to the location hours later.Vasquez went into the restroom of a nearby business and was discovered dead of a gunshot wound.San Diego Police said Vasquez shot and killed her mother the afternoon of July 20. The next day, Vasquez cashed a ,000 check written from her mother's bank account.Police told 10News the Vasquez likely shot her mother after being confronted about stealing money from the family business. Vasquez embezzled money from her mother's Mission Valley accounting business for about a year, according to police. Police believe Vasquez shot herself after learning about the possibility of cameras at the building's entry and exit.A forensic examination confirmed the handgun Vasquez used to commit suicide was the same gun used to kill Kelly.  Video surveillance also showed Vasquez was in the office with Kelly at the time of the murder. 1330
