The man may have been a case of community transmission.In addition, a public health order starting Friday will ban any mass gathering of 250 people or more through the end of March, San Diego County Supervisor Nathan Fletcher said. Gatherings that are under that limit are being asked to limit social distance to six feet at events."We are strongly recommending that they cancel all non-essential travel, that they prioritize staying in the comfort and security of their own homes, and they do everything they can to avoid large crowds," said Nick Yphantides, San Diego County chief medical officer.Mayor Kevin Faulconer also issued a State of Emergency for the City of San Diego to take advantage of financial assistance in response to combating the virus' spread."Folks we have been planning for this for decades ... and there are certain data driven triggers that give us the ability to know ahead of time if our system is stressed," Yphantides added.The county has installed about 114 hand washing stations around the region. (KGTV) - Hundreds of active duty service members and family members attended a memorial this Wednesday for a medic who mysteriously died this summer on a Southern California military base.Team 10 investigative reporter Jennifer Kastner first broke the story a few weeks ago when 10News reported that he may have been killed by someone else. It’s been three months since HM3 Michael Vincent de Leon died but investigators still won’t release details on his death. He was a Navy corpsman, which is a medic, stationed at the Twentynine Palms Marine base in San Bernardino County.At the memorial service, rubber duckies were handed out to attendees. Ducks were Michael’s favorite type animal. "Michael was special. He thought that life was water and whatever life would throw at him, he was going to act like the duck and the water would fall right off," says Corpsman Michael Joseph Navarro. “If you needed something, he was there in a heartbeat,” explains former Corpsman Benjamin Clark. He and wife Lisa were some of Michael’s closest friends, yet they're nowhere near understanding his sudden death in August.Clark adds, “To this day, we [still] don't know a whole lot.” “I've been to memorials and I've always seen [them] through the viewfinder. Today, I was front row,” says Jose de Leon, Michael’s father. Jose is a former news photojournalist. He and the rest of the immediate family flew in from Texas for the memorial. 10News spoke with Jose via video chat last month. He had contacted 10News for help after claiming that the military stonewalled him from getting answers about his son's death. 10News learned from a source with close military ties that the Naval Criminal Investigative Service (NCIS) confirmed that Michael's death was being investigated as a homicide. It's a very different story than what the family says they were led to believe in the hours just after the death, when they say the word "suicide" came up from service members on base. After digging for information, Jose says he spoke to a service member who is close to the case. “I begged him, ‘Just tell me, did Michael pull the trigger or did someone else? There was a long pause and [then he said], ‘Mr. de Leon, someone else pulled the trigger,’” he explains.He says other service members who knew Michael said he was shot on base at another corpsman's going-away party in the military housing area. Days went by until, he says, an NCIS agent told him there was, in fact, a shooting on the base at a housing unit and other corpsmen were present.“We're not a vengeful family. Two suspects allegedly dismembered a missing soldier's body and attempted to burn it after she was bludgeoned to death, according to a federal criminal complaint released Thursday.Guillen went missing from Fort Hood on April 22. Human remains were found in connection with her disappearance earlier this week.The two suspects in the case have been identified as Spc. Aaron Robinson and his girlfriend, 22-year-old Cecily Anne Aguillar of Killen, Texas.The Army has confirmed that Robinson died Wednesday morning of a self-inflicted gunshot wound during an interaction with police. Aguillar is currently in custody in the Bell County Jail.According to the affidavit, on April 22, Robinson said he texted Guillen to inform her he was in the arms room at Fort Hood. The message is the last known text message Guillen received to her phone.In the message, Robinson told Guillen to read serial numbers for equipment and afterword he gave her paperwork and the serial number for a .50 caliber machine gun that needed servicing.Robinson said Guillen left the arms room, and he believed she would have gone to the motor pool. Witnesses at the motor pool prepared to receive paperwork from Guillen claimed she did not arrive with the paperwork.The affidavit says witnesses later saw Robinson pulling a large "tough box" with wheels, that appeared to be filled with a heavy object.On June 30, Aguilar told authorities that Robinson told her that he had hit a female soldier in the head with a hammer multiple times in the arms room, killing her, the affidavit says. US President Donald Trump has pointed to a massive caravan of migrants trekking north through Mexico as a major issue in the upcoming midterm elections.But when Election Day rolls around, on November 6, the caravan could still be somewhere in the middle of Mexico, given the group's current location, how fast it's been traveling and how long it's taken other groups of migrants to cross the country.On Tuesday, the caravan was in Huixtla, Mexico, about 50 miles from the Mexico-Guatemala border, where many of the caravan's members skirted authorities and crossed in rafts.It's still too soon to know exactly where along the vast US-Mexico border the bulk of this caravan will travel.The group only recently crossed into Mexico, and members are charting their movement daily.Organizers have told CNN they still don't know exactly which route they'll take. Much depends on the Mexican government and what routes the caravan is allowed to travel, whether its members are detained or held in certain areas and whether the group is provided with buses to speed their journey.There's a possibility some members of the caravan will split off and try to make their own way to the US-Mexico border, and that others will decide to stay in Mexico -- or return to their home countries. There's also a possibility Mexican authorities will detain members of the caravan at some point along their journey.The safest route would take them to Tijuana, across the US border from San Diego. A large caravan that crossed Mexico in the spring -- and also drew ire from President Trump -- took more than 30 days to reach Tijuana from Tapachula, Mexico -- a city this caravan departed on Monday.The closest border crossing to this caravan would be between Matamoros, Mexico, and Brownsville, Texas, about 1,111 miles away from the caravan's current location. But heading that way is considered a more dangerous route.To date, the caravan has traveled about 20 miles a day, largely on foot. If the caravan continues at that rate, reaching Tijuana could take months, and reaching Matamoros could take weeks. 2117

(KGTV) - A North San Diego County resident resorted to Wild West measures after he was the victim of a crime, creating "Wanted: Dead or Alive" posters to find a thief.The San Diego Sheriff’s Office says approximately ,800 worth of items ranging from power tools to a mountain bike were stolen from a home on Valley Center Road on February 16.SDSO was working the case when the homeowner told deputies he had hung posters with the suspect’s image bearing ‘wanted dead or alive’ and the station’s number around town.“We don’t encourage vigilantism,” said Sgt. Russell Ryan.Ryan says SDSO asked the man to remove the posters but the man claimed he was exercising his first amendment rights.SDSO’s Valley Center substation took to Twitter to clarify they were, in fact, looking for the suspect but there was not a death warrant for alleged thief.Deputies were able identify the suspect as 23-year-old Jose Martinez, thanks to the homeowner's surveillance video. Martinez was taken into custody on Wednesday.Martinez is currently being held at the Vista Detention Facility on several burglary-related charges and is believed to be related to other recent thefts, according to SDSO.Sgt.
