BEIJING, Dec. 3 (Xinhua) -- China's central government on Friday declared new policies to encourage private funds, including overseas capital, to be channeled to the medical sector to meet the country's increasingly diversified demands on health care.The new policies, dubbed "guideline to encourage and lead social capital to sponsor health-care institutions" were posted on the central government's official website www.gov.cn.It clearly stipulated that social capital should enjoy preferential treatment when China is adjusting or increasing medical resources and social funds will be encouraged to participate in governmental restructuring of hospitals.Overseas investments are now welcomed to sponsor hospitals, while the procedures will be further simplified, according to the guideline.The general office of the State Council, or cabinet, required local governments to amend their documents accordingly and get rid of any policies that impede the development of non-governmental medical institutions.Also, the new policies encourage social funds to take part in governmental hospital reforms and convert some government-backed hospitals into non-governmental institutions to reduce the ratio of public hospitals, said an official with the medical and health care system reform office under the State Council.China will deepen the opening-up of medical institutions and turn the overseas-invested medical sector from the "limited (towards foreign investment)" category into a category that allows foreign investment, the official said.

BEIJING, Dec. 13 (Xinhua) -- China is trying to have more workers and farmers and fewer university graduates working as public servants because university graduates may have achieved academically, but farmers and workers often have grass-roots life experience.But achieving the goal has not been easy -- for the government, and workers and farmers as well.The annual National Public Servant Exam on Dec. 5 attracted more than 1 million candidates for 16,000 vacancies around the country, according to Nie Shengkui, a senior State Administration of Civil Service official.For the first time, it was stipulated that workers and farmers were preferred for some of the positions, in a move to make the exam more inclusive.As part of the pilot project, a total of 14 positions in grass-roots branches of central government departments at the county-level or below - including customs, taxation and rail police - in the regions of Guangdong, Sichuan, Xinjiang and Gansu were reserved for workers and farmers.Including more grass-roots workers and farmers in the exam is an improvement in the civil servant selection process, said Zhao Shuming, a professor of human resource management at Nanjing University in east China's Jiangsu Province.Compared with university graduates, workers and farmers are suited to some public service positions that involve work with grass-roots people, Zhao said.However, according to Nie, only 62 workers and farmers of the 171 qualified applicants took the exam."The competition in the public service exam is fierce, and I believe many workers and farmers lacked the confidence to take the exam," said Li Zhen, an official in Sichuan's provincial Department of Human Resources and Social Security.Li said that to his knowledge, there were no workers and farmers that took the exam in the province."Become a civil servant? I have never thought of that," said a migrant worker surnamed Zhang who does odd jobs for a construction company in Chengdu, Sichuan's provincial capital.

  

GUANGZHOU, Dec. 27 (Xinhua) -- China's southwestern Yunnan and Guizhou provinces agreed Monday to transmit 497 billion kilowatt-hours of electricity to the southern Guangdong Province over the next five years.The agreements were signed Monday between the China Southern Power Grid Company (CSG) and the three provinces.Due to a lack of resources such as coal and water, the relatively more developed eastern and southern regions in China face pressure of providing enough electricity to boost their growth."China's coal resources are mainly based in the west and north, while water is also abundant in the southwestern regions. The uneven situation makes it necessary to transmit power from the west to the east," said Qian Zhimin, deputy director of China's National Energy Administration.Qian said China had initiated the west-to-east power transmission program back in 2000. By the end of this year, the CSG has transmitted over 543 billion kilowatt-hours of power through the program.Guangdong, an economic powerhouse in south China, with a gross domestic product exceeding 3.9 trillion yuan (about 583.3 billion U.S. dollars) in 2009, has been the largest beneficiary of the program as almost 120 billion kilowatt-hours of electricity produced in other western provinces is used by Guangdong annually, making up about one-fourth of all the power it uses every year.The CSG is one of China's two major grid operators, along with the State Grid. The CGS invests, builds, and operates power networks in Guangdong, Guizhou, Yunnan and Hainan provinces, and in Guangxi Zhuang Autonomous Region.
