SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. He says studies have shown that leaves minority groups without a voice.In an interview with 10News, he pointed out examples, including a claim that Hispanic voters did not have enough representation in Encintas, and a claim that voters in the southern portion of Poway have disproportionally less power than those in other parts of Poway."District elections are just a more fair system," Shenkman says. 1974

Service to accommodate riders to the Holiday Bowl Parade and game are also being offered.With the additional services, some modified schedules will be in place:New Year's Eve (Dec. 31): All trolley lines and most MTS bus routes will operate on normal weekday schedule.Holiday Bowl Parade: Extra Green Line Trolley service between Mission Valley and downtown will begin at 9 a.m. and will continue after the parade. Best access to the parade route are via Sycuan Green Line and UC San Diego Blue Line, MTS says.Holiday Bowl game: Service on Sycuan Green Line will run every 15 minutes throughout the day. SAN DIEGO (KGTV) — Two weeks ago, the county warned San Diegans to continue practicing social distancing, washing of hands, and wearing facial coverings over the Labor Day weekend to thwart the spread of COVID-19.County public health officials had been clear that they did not want to see the same case spikes that followed July 4th and Memorial Day.Now that Labor Day has passed, local doctors say they have yet to see the same spike in coronavirus cases seen after holidays earlier this summer."We have not seen a sustained rate of 30, 40, 60 positives like we did around July 4. We're not seeing it yet," said Dr. David Pride, an infectious disease specialist at UC San Diego.Pride says the difference may be due to residents being more educated about the virus and how to best slow the spread. For the other two holidays, schools were also still closed.According to the county, 10 days after July 4 the region's positivity rate was 6.3%. Currently, the county's positivity rate is 4.4%."We're 10 days out, no big jump so far, our positivity rates suggest that something is different this time and hopefully that will continue for a week or two," Pride said.While San Diego County's positivity rate is low, it's the region's case rate (cases per 100,000 residents) that continues to be an issue. And now, it's the county's case rate that threatens to push the region's into a stricter reopening tier."This time around they're not sitting home, they're not socially distancing, so we're gonna see spikes that are largely unrelated to the Labor Day weekend," says Pride.And with more fall holidays approaching, Pride says residents will need to continue their vigilance through the holidays as spikes in cases are more likely. 1735
