SAN DIEGO (KGTV) - Feeling overwhelmed by bills? 10News is exploring solutions for making it in San Diego and found there may be a way around the mountain of debt.A recent study by Lendedu suggests companies are open to allowing consumers to negotiate their bills. Using data provided by the company Truebill, Lendedu analyzed which companies tend to be more generous in negotiating with customers.Satellite service providers were analyzed in the report. Customers of SiriusXM had the highest success rate in negotiations, according to Lendedu. Consumers had negotiation success rates in the 80s with three other companies, Suddenlink, Centurylink, and Dish Network, the report showed.The study went on to note, “When it came to how much companies actually knocked off the average customer’s bill, SiriusXM once again led the way; the average SiriusXM customer was able to decrease that monthly charge by 40 percent or more. Immediately behind SiriusXM was CenturyLink, ADT Security, and DirectTV, who all fell into the 25 to 29 percent range in terms of the percentage the bill was decreased by post-negotiations.”RELATED: Making it in San Diego: How to deal with large medical bills"They're looking at who you are as a consumer," said Steven Osinski, a sales and direct marketing professor at San Diego State University. Osinski says the way businesses make their money, especially when it comes to services, is through recurring revenue. SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. According to the department, insurance companies use different tools and maps to determine high-risk areas around the state. SAN DIEGO (KGTV) - Hundreds of men in high heels strutted through downtown San Diego on Saturday morning to support victims of domestic violence.The 11th annual “Walk a Mile in Her Shoes” event started with the mile walk and ended with a family festival featuring face painting, live music and more.“It is a lighthearted way to bring awareness to domestic violence,” said Heather Frinlay, the Chief Operating Officer of the YWCA of San Diego County. The morning of family fun raised money for programs that provide victims of domestic violence resources like housing, counseling, and legal aid.“This is not a private issue; this is a community issue,” said Frinlay. “We still have one in four women, and now one in seven men experiencing domestic violence in their lifetimes.”San Diego County reported more than 17,000 incidents of domestic violence in 2017. 871

SAN DIEGO (KGTV) -- Former San Diego deputy Richard Fischer has been released from jail months after being sentenced to nearly four years in jail after pleading guilty to multiple assault charges. According to the San Diego County Sheriff's Department, Fischer was released earlier in May on custody credits. "On May 15, 2020 the San Diego County Sheriff's Department received an order from the Superior Court setting forth the custody credits for Richard Fischer," the department said. Fischer was sentenced to 44 months in jail in December of 2019, followed by 16 months of post-release supervision after pleading guilty to four felony counts of assault under the color of authority, two misdemeanor counts of assault under the color of authority, and one misdemeanor count of false imprisonment. The charges stemmed from attacks on 16 women, City News Service previously reported. Fischer was accused of assaulting women while on duty between 2015 and 2017. The victims said Fischer groped, hugged or tried to kiss them. Fischer originally faced 20 felony and misdemeanor charges.
