    BEIJING, Jan. 13, 2009 (Xinhua) -- Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, on Tuesday urged the Party's anti-corruption body to "firmly correct official wrongdoings" that harm public interests.     Addressing a plenary session of the CPC Central Commission for Discipline Inspection (CCDI), the ruling Party's internal anti-corruption body, Hu said Party officials should maintain their political integrity and lead the people to overcome difficulties amid hardships. Officials should consciously adhere to socialist core value judgments as well as the Party's basic theories and policies.     Self-discipline and supervision must be relied on to cultivate clean and dedicated model leaders and the discipline organs should conduct unremitting education on virtue and morality, Hu said.     To realize the objectives, he urged the CCDI to carry out more education and supervision of Party officials, and ensure against abuse of authority.     Supervision and inspection should also be promoted and implemented in major decision making and deployment in accordance with the scientific outlook on development, Hu said.     The disciplinary organs should also push harder on investigations to corruption cases and deal with corruption problems in most high-risk departments or governmental affairs, he added.     Hu emphasized six aspects in the Party's anti-corruption work for immediate concentration:     -- Party officials should always ask the people for political advices, basic needs and suggestions for resolving social problems, and try harder to take practical measures to tackle public difficulties.     -- Officials should make more efforts to learn Party theories and policies and increase their capabilities to deal with complex situations by applying theory to practice.     -- Officials should always remember their duties and responsibilities endowed by the Party and people, and fulfill their assignment with more devotion.     -- Officials should hold a correct concept of political achievements by respecting and seeking truth in their work.     -- Officials should always prioritize people's interests and refrain from seeking personal gains or furthering their own interests.     -- Officials should maintain the Party's solidity and unity, and strictly abide by Party rules and regulations. They also should increase economic awareness to frugally conduct all undertakings.     Hu urged Party committees at all levels to regard strengthening education on integrity and honesty for officials as an important task in managing the Party by strict rules.     He also encouraged the Party's self-discipline organs to bravely fight all forms of corruption and illegalities, calling on Party committees to support anti-graft work.     Statistics from the commission showed that 4,960 officials above county head level were punished nationwide during the year ending last November.     The session was presided over by He Guoqiang, head of the CCDI. At present were other senior CPC officials Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang and Zhou Yongkang.

BEIJING, Nov. 9 (Xinhua) -- China will take 10 major steps to stimulate domestic consumption and growth as it turns to an "active" fiscal policy and "moderately easy" monetary policy, an executive meeting of the State Council said on Sunday.     Here are the 10 major steps:     -- Housing: Building more affordable and low-rent housing and speeding the clearing of slums. A pilot program to rebuild rural housing will expand. Nomads will be encouraged to settle down.     -- Rural infrastructure: Speeding up rural infrastructure construction. Roads and power grids in the countryside will be improved, and efforts will be stepped up to spread the use of methane and to ensure drinking water safety. This part of the plan also involves expediting the North-South water diversion project. Risky reservoirs will be reinforced. Water conservation in large-scale irrigation areas will be strengthened. More special education and cultural facilities.     -- Environment: Improving environmental protection by enhancing the construction of sewage and rubbish treatment facilities and preventing water pollution in key areas. Increasing support for energy conservation and pollution-control projects.     -- Industry: Enhancing innovation and industrial restructuring and supporting the development of the high-tech and service industries.     -- Disaster rebuilding: Speeding reconstruction in the areas hit by the May 12 earthquake.     -- Incomes: Raising average incomes in rural and urban areas. Raising next year's minimum grain purchase and farm subsidies. Increasing subsidies for low-income urban residents. Increasing pension funds for enterprise employees and allowances for those receiving special services.     -- Taxes: Extending reforms in value-added tax rules to all industries, which could cut the tax corporate burden by 120 billion yuan (about 17.6 billion U.S. dollars). Technological upgrading will be encouraged.     -- Finance: Enhancing financial support to maintain economic growth. Removing loan quotas on commercial lenders. BEIJING, Nov. 29 (Xinhua) -- Chinese President Hu Jintao warned on Saturday that the global financial turmoil will make it harder for China to maintain the pace of its economic development in the near future.     China is under growing tension from its large population, limited resources and environment problems, and needs faster reform of its economic growth pattern to achieve sustainable development, said Hu when addressing members of the Political Bureau of the Communist Party of China (CPC) Central Committee.     The nation should maintain a stable and relatively fast economic growth, accelerate structural readjustment for sustainable development, and stick to reform and opening up, said Hu, also general secretary of the CPC Central Committee.     Efforts should be made to solve problems that concern the people's fundamental interests, in order to achieve healthy and rapid economic and social development and improve people's living, the CPC chief said.     Hu also underlined the importance of efficient resource utilization and environmental protection in China's industrialization and modernization strategy, and asked for the overall development in both rural and urban areas.     The nation should not only seek fast and sound economic growth, but also promote the comprehensive development of society and its people, said Hu.     He also noted that with the spread of the global financial crisis, China is losing its competitive edge in the world market as international demand is reduced.     International competition is fiercer than ever and protectionism has started to increase in investment and trade, said Hu.     In October, China's export growth slowed to 19.2 percent from 21.5 percent in September.

LIMA, Nov. 20 (Xinhua) -- Foreign and trade ministers from the 21 member economies of the Asia Pacific Economic Cooperation (APEC) forum on Thursday called for joint efforts to overcome the ongoing global financial crisis and revive the Doha Round trade negotiations.     "APEC economies are committed to implementing all necessary measures to bolster the real economy and boost investment and consumption levels in the region," said a joint statement released by the ministers after a two-day Asia-Pacific Economic Cooperation (APEC) Ministerial Meeting in the Peruvian capital.     "Ensuring a rapid, coordinated and effective response to the current global financial crisis is the highest priority for APEC economies and will be the focus of attention" when APEC leaders meet on the weekend, said the statement.     The APEC ministers met in Peru during the "most difficult set of economic conditions" since APEC was created in 1989, it said.     Peruvian Foreign Minister Jose Garcia Belunde, who chaired the meeting, said the ministers have reaffirmed their opposition to trade and investment barriers.     The ministers have agreed to continue to "strengthen consumption level in the region and expand trade activities," he said.     "We've decided to continue supporting the multilateral trade system, including the World Trade Organization, and to support a conclusion to the Doha trade round," he said.     Australian Trade Minister Simon Crean said the APEC ministers not only have reached an consensus to push forward the Doha talks but also agreed on the direction to conclude it.     Crean called on the APEC leaders to make commitment based on the action plan adopted by the G-20 countries in Washington earlier this month, noting that nine of the APEC members participated in the Washington meeting.     "Commitement at various levels" are required to deal with the financial crisis, he said.     U.S. Trade Minister Susan Schwab said world leaders should learn from the Great Depression in the 1930s and prevent a "prolonged and deepening" crisis from taking place.     Schwab noted that the G-20 nations had made it clear that trade barriers and protectionism will not be an option during the crisis and it is vital to conclude the Doha talks as soon as possible.     The world economies should "use trade in a positive way" to avert the crisis, she said.     "We will do everything we can" to push forward the Doha talks, she added.     Singapore Trade and Industry Minister Lim Hng Kiang said APEC has yet to confront many challenges and the financial crisis is likely to top APEC's agenda next year when Singpore takes over as the chair.     The 20th APEC Ministerial Meeting started on Wednesday to make final preparations for the APEC Leaders' Meeting this weekend.
