SANTEE, Calif (KGTV) - Edgemore Hospital celebrated the 10th Anniversary of its current facility Wednesday, a milestone in a dramatic turnaround from a reputation that almost led to its closure."You had a hospital that as basically built in the 1920's," County Supervisor Dianne Jacob said in an interview with 10News. "You had a hospital that at times had no air conditioning on days where it was 100 degrees...required a lot of maintenance, held together with bubble gum and baling wire, basically.""It was like a rundown hotel with open windows and animals running around," said patient Glenn Higgins, who spent two years in the old facility. "The nurses were scared to go to certain areas because they said there were ghosts from a lot of people dying."Costs of renovation or replacement were so steep, the County Board of Supervisors almost decided to close Edgemoor and not replace it. However, after being on the verge of making that decision, the Board instead relented and approved the 9 million to build the current facility in Santee.Higgins says that while Edgemoor always had a great staff, the new building has made a big difference in the quality of care. Say goodbye to another 40 Sears and Kmart stores.Sears Holdings (SHLD), the bankrupt parent company of the two retailers, said Thursday that 11 Kmart locations and 29 Sears stores will close their doors in February 2019 — adding to the nearly 200?locations the company has already said will shut down in coming months.The closures are part of Sears Holdings' efforts to drastically reduce costs and find a viable way forward as it moves through bankruptcy proceedings. The company has?been struggling for several years and is drowning in debt.Liquidation sales at the 40 locations "are expected to begin late next week," the company said.Sears Holdings operated about 1,000 stores as recently as February but has been shuttering underperforming stores. When the company filed for bankruptcy last month, it said it only had about 400 stores that could turn a profit. Now, it's in the process of shedding more dead weight.In its bankruptcy filing, Sears named 142 of its worst-performing stores that would shut down in the coming months. SANTEE, Calif. (KGTV) - A rare and beloved family tortoise disappeared from a Santee backyard, possibly grabbed by a thief.Along Jeremy Street, one fenced yard feels especially empty."Heartbroken. My whole family is heartbroken," said a tearful Melanie Clark.Shelly, a 20-year-old leopard tortoise, disappeared about three weeks ago. Clark and her husband returned home from a trip and opened the sliding door but Shelly never came in. Days before returning, Clark says her daughter put down some lettuce on the backyard patio. The couple discovered it half-eaten, which was odd. Usually, Shelly comes back and finishes it.Still, Clark wondered if Shelly wandered off. "We checked all along the fence and saw no gaps," said Clark, who believes it all adds up to a thief."I'm just afraid that somebody saw her and said, 'What a beautiful animal, and I want that beautiful animal,'" said Clark.The foot-long, ten-pound tortoise is unique in its yellow-and-black coloring and origins. "She was one of the last South Africa tortoises to be imported into the United States," said Clark.Clark purchased Shelly at a local pet store before a 2001 ban on the importing of leopard tortoises to the U.S. They were banned because of a certain tick the tortoises may carry.The tortoise, native to Africa, is sensitive to cold temperatures."I'm just worried about not being kept warm. We bring her inside when it's cold. We use special lights and heat to keep her warm," said Clark.She made a plea to the person who took Shelly."Please bring her home to us. She's not just a tortoise. SAN YSIDRO, Calif. (KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. Homeland Security officials said this new policy excludes asylum seekers from Mexico. While the policy is effective immediately, the changes will be rolled out gradually across the border. 2753
