SAN DIEGO (KGTV) - Each day that the courts in San Diego are closed, an already daunting case load grows.The closure leaves San Diegans wondering if, and when, they’ll get justice.According to the San Diego Superior Court, “On Tuesday, May 26, the Court will resume many services, though most will be provided remotely. With the community spread of COVID-19 still a concern, in-person services at the courthouses will continue to be limited to urgent needs.” The court said it’s in the process of sending out rescheduling notices to the parties involved in more than 87,000 hearings.To help cut down the backlog in the civil arena, a group of attorneys is working together to ensure San Diegans have an opportunity to have their case either mediated or have their dispute handled. It’s called RESOLVE Law San Diego.“Without some mechanism to try and deal with these cases, like a settlement conference or mediation, there's really no way for a person who's involved in a lawsuit to have their things resolved,” said attorney Benjamin Bunn.“We have in San Diego over a dozen calendar departments, each of those departments has over 1,000 cases assigned to it, and every Friday each of those independent calendar departments have law and motion hearings that involved at least a dozen and usually two dozen or more cases,” explained attorney William Low. “All of those hearings have been put on hold for the last eight weeks. Nothing has been happening to resolve those cases. RESOLVE Law San Diego is specifically targeted to help those litigants resolve those matters sooner rather than later.”RESOLVE Law San Diego will give people involved in civil cases the opportunity to connect with a retired judge or a qualified local attorney who will agree to hear matters free of charge.“If you go to court right now you might not get a hearing date until November, but if you want to use RESOLVE Law, you’re going to have a hearing within the next two weeks,” said attorney Amy Martell.According to the group, it’s not a court-sponsored program; it is both voluntary and by stipulation of the parties only. The program will only last for a set amount of time and is designed to streamline the law and motion and mediation process so that cases can move forward while the court reopens and manages its caseload.So far more than 175 people have signed up to volunteer their time."By the program that we have set up, we have very good lawyers and retired judges volunteering their free time over the next 120 days to help resolve issues and to help get the court system moving again,” said attorney David Casey.The attorneys involved said hearings will be handled over the phone or through teleconferencing, a safe and easy way to communicate during COVID-19.The program aims to give people a little certainty in times that are anything but that."It will help them get justice quicker, sooner, with less frustrations,” said attorney Heather Rosing.According to the RESOLVE Law website, this type of venture is the first of its kind in the state designed to provide civil litigants an alternative and free venue for dispute resolution during this crisis.In a statement to 10News, San Diego Superior Court Presiding Judge Lorna Alksne wrote, “This effort is a great example of San Diego’s lawyers and retired judges coming together to help the community obtain resolutions of their disputes and to help reduce the backlog of cases due to the pandemic.” 3450

SAN DIEGO (KGTV) — Distance learning is now possible for more than 7,000 San Diego County families who had little or no internet access before the pandemic. The County Office of Education has been working for months to get those students online and have plans to help even more.Before COVID-19 hit, the county estimates one in five families had no internet or were considered “under-connected” by not having a connection strong enough to support distance learning.Isabel Estrada was one of those students.“Sometimes it would cut out during class time and I would miss something or have to email my teachers of why it kept cutting out,” said the freshman at Oceanside High School.The County Office of Education has been working for months to bridge the digital gap. So far, they’ve provided more than 7,000 mobile hotspots to families in need.Once Isabel’s family got a hot spot she says she felt more confident signing on to class.“We’re just really grateful because the internet right now, it’s me and my sister so it helps both of us with school,” said Isabel.At a press conference Thursday, Supervisor Nathan Fletcher announced million from the general fund will be used to help connect another 4,000 families.“That digital divide went from something that we needed to address, to something we had to address when our promise of public education moved virtually,” said Fletcher.The million will be divided among 19 districts identified as having the greatest need. SAN DIEGO (KGTV) - Father of three boys, Ben Walrath, was excited when he heard baseball practice was starting up again."There's only so much Fortnite they can play," Walrath said, his son Austin, 10, chiming in, "before I get bored." "Before we have to do something different," Walrath continued.He had a talk with his boys about how practice is going to be different to protect them from coronavirus.When quizzed, his sons answered correctly, "no dugout during practice," Austin said. "Stay six feet away." Walrath reminded them, "we're not going to be doing high fives and stuff like that... and no games right away."While Austin wasn't enthused about the new protocol, he was excited to see his friends for the first time in months at practice Monday.President of Sweetwater Valley Little League Arturo Maldonado said they are rolling out practice in three phases. Monday was the beginning of phase one with kids ages 10-15. This weekend phase two will start for kids ages 7-10 and as soon as June 26 the youngest ball players ages 4-7 will get to come back to practice."Everybody's learning how things are going to be done out in the field and that's why we're doing it in three different phases so that we can make adjustments," Maldonado said.He said managers and coaches will be wearing masks, but the kids don't have to. He said the kids will be encouraged to socially distance.There won't be any hugging, high-fives, or sunflower seeds and hand sanitizer is always close by. The dugout will be expanded to the stands, Maldonado said, to accommodate for social distancing.Parents aren't allowed at practice yet and sick players are encouraged to stay home.Monday Walrath said the boys played wiffleball, just as they would any other day."We're not going to change the game of baseball. We're changing how we're watching the game of baseball," Maldonado said.Walrath said safety is a priority for every family. "There's always health concerns in sports, whether that's normal injury concerns. Coronavirus adds a new twist to health concerns and just like with anything else I think this is a personal risk decision for each and every one of our families," Walrath said.Sweetwater Valley Little League has a history of big wins, making it to the Little League World Series in 2015, and Regionals in 2019.Families hope to get their kids some social interaction after months of staying at home and keep them safe. 2426

SAN DIEGO (KGTV) -- For over a decade, SDSU associate professor of chemistry Gregory Holland has been researching spiders and particularly black widow’s silk.They’ve come to the realization, through their research, that the properties of black widow silk are stronger than steel and tougher than the Kevlar in bulletproof vests.Gregory Holland, SDSU associate professor of analytical chemistry and Northwestern chemistry professor Nathan Gianneschi said their collaboration shows the organization of the molecules involved in silk production is more complex than previously thought.There are companies that use synthetic spider silk but its the specific black widow spider silk that has the top tier benefits.“The synthetic spider silk its not a bad material, its just not as good as the real thing," Holland said.Holland says the company that creates synthetic silk actually has partnerships with Adidas and Patagonia. "The most important thing is a spider does it low energy, environmentally friendly. It’s just protein water and salt”.Once they reach the point where they’re able to identically replicate the silk of a black widow spider, the artificial version could be used in building materials for bridges or environmentally friendly replacements for plastic.Black widows (Latrodectus hesperus) spin a lightweight thread much stronger than that of other spider species, with draglines that can stretch an extra 25 percent of their length before snapping.The composition of the spun silk fibers was previously identified, but the structure of the proteins involved in producing them has been more of a mystery, now one step closer. 1650

SAN DIEGO (KGTV) — Holiday light displays are one of the best aspects of the holiday season.Thousands upon thousands of lights in some cases dress up homes and businesses throughout San Diego County, bringing out families and friends to enjoy the sights and sounds of the season.Throughout the county, San Diegans have numerous displays to drive to and admire. Lights are on display from Dec. 2 to Dec. 31, from 5 p.m. to 10 p.m. (closed rain days.) "Christmas on Knob Hill" is located at Knob Hill Road in San Marcos. Lights are displayed from Nov. 22 to Dec. 30, from 5 p.m. to 9 p.m. Santa will make an appearance from Dec. 14 to Dec. 23, from 6:30 p.m. to 7:30 p.m. "Candy Cane Lane" covers Hickory Ct., Hickory St., Butterwood Ct., and Rockrose Ct. in Poway. "Christmas Card Lane" is located on Oviedo St. off Black Mountain Rd. in Rancho Penasquitos. "Belardo Lights" runs on Belardo Dr. through Dec. 27. The park will be decked out in lights as well as holiday music, vendors, and food. "Jungle Bells" welcomes the holidays to San Diego Zoo from Dec. 14 - Jan. 6. The park will run daily light shows and entertainment with zoo staff and animals. "San Diego Bay Parade of Lights" brings out boats dressed in hundreds of lights to the bay, as they parade on the water Dec. 9 and 16. "Garden of Lights" at San Diego Botanic Gardens showers the garden in more than 125,000 lights, and hosts marshmallow roasting, a musical light show, and more.
