KENOSHA, Wisc. — If police spotted the teen reportedly carrying a rifle in Kenosha Tuesday night, they could have stopped him to find out if he was committing a crime before he allegedly killed two protesters and injured a third.Images of people openly carrying guns during protests in Milwaukee and Kenosha this summer may make some people feel uneasy. But they are not breaking the law.Wisconsin is an open carry state, meaning anyone who gets a gun legally can carry it in most public places without a license or permit.But that's not the case for minors like 17-year-old Kyle Rittenhouse, who is accused of shooting three protesters in Kenosha Tuesday night, killing two of them.Kenosha Police Chief Daniel Miskinis confirmed to reporters Wednesday that you have to be 18 to open carry in the state of Wisconsin.And according to a 2009 memo from the Wisconsin Department of Justice, police can stop someone openly carrying a gun to determine if a crime is being committed.The DOJ says officers can stop someone if they have "reasonable suspicion" of criminal activity, adding Wisconsin's open carry law, "...is not a shield against police investigation or subsequent prosecution."In this case, police could have asked Rittenhouse how old he was and stopped him before he allegedly pulled the trigger.There are some exceptions in Wisconsin state law allowing minors to carry guns, including if they are in the military and in the line of duty, as well as if they are under adult supervision and using it for target practice or instruction. KENOSHA, Wis. — A Wisconsin high school teacher is on paid leave after students recorded her using a racial slur on camera during class.The teacher can be heard repeatedly using the “N-word” several times while students in the class laugh. The parent of the student who took the video told WTMJ the incident started when a student at Bradford High School in Kenosha, Wisconsin used the word with another student.That’s when the parent said the teacher used the slur and said that she should be able to use it because it is used within the African-American community. At Tuesday’s Kenosha Unified School District board meeting, representatives from the community’s Coalition for Dismantling Racism spoke about the incident.“Our concern is the total lack of action from the administration. This should have been addressed immediately. Especially when several students stated how uncomfortable they were in the classroom. JACKSONVILLE, Florida — Water releases to Lake Okeechobee will be adjusted beginning today, Aug. 24. The U.S. Army Corps of Engineers says releases will achieve a 14-day average of 2,000 cubic feet per second from Moore Haven Lock and Dam and 1,500 cubic feet per second from St. Lucie Lock and Dam. "With continued paramount focus on Herbert Hoover Dike safety throughout 2018, we need to make increased discharges to slow the still dangerous rise in lake levels," said Jacksonville District Commander, Col. Jason Kirk. "In concert with the South Florida Water Management District, we continue to maximize storage nor and south of the lake to minimize the requirement for discharges." The lake stage was 14.57 feet as of Thursday. Under these current conditions, discharges up to 4,000 cubic feet per second are allowed to be released to the Caloosahatchee and up to 1,800 cubic feet per second to the St. Lucie. Crews will use flexibility when it comes raising flows, while they still work to reduce risk to the Herbert Hoover Dike. The St. Lucie average flow will increase by 330 cubic feet per second from current releases, although runoff water from rain in the St. Lucie basin could occasionally result in flows that exceed the target amount of 1,500 cubic feet per second. Staff with the Jacksonville District will continue to monitor conditions and will make adjustments to water flows as needed.  1458
