XIAMEN, Sept. 9 (Xinhua) -- China remains the most attractive country for foreign capital, despite that the country's foreign direct investment declined for ten straight months, a commerce official said Wednesday.     "China has been the top destination for foreign capital for 17 consecutive years," Wang Chao, assistant commerce minister, said at the World Capital Forum in Xiamen, east China's Fujian Province.     A report released by the United Nations Conference on Trade and Development (UNCTAD) on July 22 showed that China stands first on the list of five most attractive destinations for foreign capital, followed by the United States, India, Brazil, and Russia.     The country has received 48.3 billion U.S. dollars of foreign direct investment (FDI) from January to July this year, down 20.3 percent over the same time last year amid a global economic downturn, Wang said.     Wang said the country's prospects for overseas investment remains optimistic as it would simplify examination and approval procedures toward foreign investors.     It will also guide foreign investment to go to high technology industry, advanced manufacturing industry, energy saving and environment protection industries, in a bid to optimize investment structures.

XI'AN, Aug. 22 (Xinhua) -- Serbian President Boris Tadic on Saturday arrived in the ancient capital Xi'an in northwest China, continuing his week-long visit to the country.     Tadic visited some well-known historic sites in the city, including Emperor Qin Shihuang's Mausoleum and the Terra-cotta Warriors.     The president hailed "Terra-cotta Warriors" as unique, saying those warriors demonstrated Chinese' delicate craftsmanship dating back more than 2000 years.     "They are so well-preserved, thus Serbia should work with China on the protection of cultural relics," Tadic said. NANJING, Aug. 15 (Xinhua) -- An antiwar cartoon exhibition displaying works by 110 Japanese artists opened in the eastern Chinese city of Nanjing Saturday to mark the 64th anniversary of Japan's surrender in World War II.     The exhibition, jointly organized by the Memorial Hall of the Victims of the Nanjing Massacre and the Japanese non-governmental association of "My Aug. 15," will last three moths.     About 160 cartoon works will be displayed, the first time the exhibition is held outside Japan, the organizers said.     Most of the authors of the cartoons were born before Aug. 15, 1945 and had deep memories about the war. In addition, many of them lived in different parts of China with their parents at that time and learned of the news of Japan's surrender in China. Many years later, they produced a group of works with the theme of "My Aug. 15," conveying their condemnation about the war atrocities and reflection on the militaristic brutality.     The exhibition was divided into four parts according to the authors' ages when Japan surrendered, "above 16," "8-15," "5-7" and "below four."     Nine prestigious Japanese cartoonists, along with about 100 people from several Japanese NGOs, attended the opening ceremony of the exhibition Saturday.     "It tells a true story," said 70-year-old artist Kenji Morita, pointing to his own work "Thanks to Adoptive Chinese Parents."     "Although Japan was an invader, many Chinese parents still helped raise Japanese children orphaned by the war," he said.     Leading Japanese manga artist Tetsuya Chiba also recalled the war past he experienced in China.     "I was in Shenyang (capital of northeast China's Liaoning Province) the day when Japan's surrender in World War II was announced by the late Emperor Hirohito over radio. I was only six then, and I couldn't really understand what happened," Chiba told Xinhua.     "I didn't manage to return to Japan immediately, so I spent a very hard year in China after Japan's surrender. But I met a very nice Chinese couple, they gave me food even when they didn't have enough to eat. When we separated, they gave me a blanket. I kept the blanket for years until I met their offspring," he said.     "Aug. 15 is a meaningful day for both China and Japan, whether to mark the victory or to introspect the war. The day reminds us to be against wars," he added.

BEIJING, Sept. 26 (Xinhua) -- Chinese Vice President Xi Jinping on Saturday called for serious study and implementation of a decision of the Communist Party of China (CPC) Central Committee on strengthening and improving Party building.     The decision was adopted in mid-October at the fourth session of the 17th CPC Central Committee.     The essence of the session must be implemented in an all-out, steadfast and efficient way, said Xi, a member of the Standing Committee of the CPC Central Committee Political Bureau, while delivering a report to 1,800attendants at the Party School of the CPC Central Committee.     The six pieces of experience summarized in the document are an embodiment of the endeavors of several generations of Chinese Communists in the 60 years of ruling of the Party, and are a treasure of the Party, said Xi, also president of the Party School of the CPC Central Committee.     The decision is focused on major issues regarding Party building, which are strategic, fundamental and urgent, he said, adding it is a major task for Party organizations of all levels to study and implement the essence of the session under the current new situation.     Central and local Party schools are a major place to train and foster Party members, leading officials and theorists, as well as study Marxism-Leninism, Mao Zedong Thought and the socialist theoretical system with China's characteristics, Xi said.
