(AP) — The California Highway Patrol says an officer conducting a routine traffic stop found ,000 of stolen Disney merchandise.The CHP says a Nissan Sentra was pulled over Friday in Kern County after the driver failed to stop when approaching a school bus.The officer learned the driver's license was suspended and then discovered hundreds of pins and other merchandise allegedly stolen from Disneyland.Officials didn't immediately identify the motorist.Authorities say the CHP has contacted Disneyland security and made arrangements to return the property. 588

At a White House news conference on Friday, leaders of Operation Warp Speed said that two coronavirus vaccines could receive emergency use authorization from the FDA in the coming weeks.In addition, Dr. Moncef Slaoui, who is the scientific head of Operation Warp Speed, projected that up to 20 million coronavirus vaccines could be shipped by the end of the year."If approved, they could be used for immunization in the U.S. population in the month of December," Slaoui said. "And we plan to have enough vaccine doses available for use in the U.S. population to immunize about 20 million individuals in the month of December, and another 25 to 30 million per month on an ongoing basis thereon."Given that doses of the two vaccines come in two doses, it could take many months and be well into 2021 before the majority of the American population is vaccinated against the coronavirus.The update came as the virus spreads throughout the country at an alarming and uncontrolled rate. At least 100,000 Americans are confirmed to have contracted the virus every day for the last 10 days, culminating in a record-shattering 153,000 cases on Thursday. Hospitalizations linked to the virus have reached all-time highs since the pandemic began, and deaths linked to the virus are beginning to tick up as well.The update also comes days after Pfizer announced that its vaccine candidate has been 90% effective in Phase 3 trials. The company says it is on track to apply for Emergency Use Status by the end of the month, meaning that some Americans could receive the vaccine before the year's end.New York Gov. Andrew Cuomo, who said his state would independently review vaccine candidates before authorizing distribution to the state, was a frequent target during Friday’s news briefing.“Vaccines will be allocated pro rata by population so we ensure fair and equitable across. We need the states who are part of the planning to accept the vaccine,” saidArmy General Gustave F. Perna, who is overseeing logistics and distribution for Operation Warp Speed. “We are working closely along with the CDC, the jurisdictions and states to ensure vaccine can safely and quickly get to those who need it first.”Trump blasted Cuomo for utilizing an independent review process separate from the FDA. "We won't be delivering it to New York until we have authorization to do so," Trump said. "That pains me to say that. This is a very successful, amazing vaccine that 90% or more. The governor, Gov. Cuomo will have to let us know when he's ready for it. Otherwise, we can't be delivering it to a state that won't be giving it to its people immediately. I know the people of New York very well, I know they want it. The governor will let us know when he's ready."Pfizer said it expects to have 50 million doses of its vaccine ready for global distribution by the end of 2020, and 1 billion doses globally by the end of 2021. That's why other vaccines are also being looked in hopes of getting as many Americans vaccinated as soon as possible. Trump and others on Operation Warp Speed confirmed that health care workers and the elderly would be first to receive doses of the vaccine. Dr. Anthony Fauci, the Trump administration's top infectious disease expert, predicted earlier this week that the vaccine would be widely available in April.Previously, Trump had suggested that a vaccine would have been approved in October and widely available by the start of 2021. Project Warp Speed leaders, however, credited the federal government's response to the virus even if the vaccine has not been distributed as quickly as previously suggested.Friday's remarks were Trump's first on-camera comments since Joe Biden was projected as the winner of the presidential election. Trump had not delivered comments to the press on-camera since Nov. 5, when at a press conference in the White House press room he falsely claimed he would win the presidential election on still-baseless claims of widespread voter fraud.Trump has appeared on camera just once in the last week — a Veteran's Day appearance at Arlington National Cemetery at which he did not speak.Trump's extended media blackout is out of step with the first four years of his administration. Trump has rarely shied away from speaking with reporters, as he often makes himself available for on-camera interviews with the White House press pool on the front lawn and has taken to calling friendly media outlets for phone interviews.However, since last Thursday, Trump has only delivered statements through his Twitter account, where he has continued to spread misinformation about the 2020 election. In the past week, Twitter has taken action on about 50 of Trump's tweets or retweets — be it adding a link to more information, adding a fact check or hiding the tweet from timelines completely. 4827

Average rates on long-term mortgages continue to fall to new record lows, as the key 30-year loan dropped below 3% for the first time in 50 years. The stagnant economic recovery in the face of the coronavirus pandemic is keeping inflation tamped down despite pent-up homebuying demand. Mortgage buyer Freddie Mac says the average rate on the 30-year home loan fell this week to 2.98% from 3.03% last week. These are the lowest levels since Freddie Mac began tracking averages in 1971. The rate averaged 3.81% a year ago.In their update, Freddie Mac says the low rates has led to increased homebuyer demand. Meanwhile, according to the Mortgage Bankers Association, refinancing applications increased recently, about 12 percent in the last week. However, Freddie Mac warns that with an increase in coronavirus cases, the economy can stagnate and cause temporary job layoffs to possibly become permanent. The average rate on the 15-year fixed-rate mortgage declined to 2.48% from 2.51%, from last week. 1008

  

As novel coronavirus cases soar across the country, states are struggling to keep up with the demand for testing. Some states are reporting big backlogs and difficulty getting tests.“We need to actually continue doing a bunch of work in America to figure out additional approaches to do testing,” said Dr. Bob Kocher.Dr. Kocher is the former co-chair of California's Testing Task Force. The state formed the team back in March to figure out how to get everyone tested. Back then, they were struggling to do 2,000 tests a day. Now, they're doing more than 100,000 a day.“California, and most states, had giant shortages of the world’s most expensive Q-tips, called swabs, that you need to collect the samples and the people who make them couldn’t make more of them,” Dr. Kocher explained. “We worked with companies to 3-D print them and to source those from other places in the world and buy them and bring them to California.”They worked to find labs that could do high-capacity testing and expanded the number of testing sites. But as cases increased across the state and nation, five months into the pandemic, testing turnaround time is an issue.“It’s something I’m concerned about as demand for testing grows everywhere in the country and on the earth, the labs are going to sporadically have backlogs, and over time, they could have backlogs because it’s hard to make more supply of the test,” Dr. Kocher said.Dr. Kocher says it depends on where the test is sent. Some labs have backlogs and it’s a logistics issue. If the lab your test site is using is in another part of the country, it'll likely take longer to get results.In a statement, Quest Diagnostics said, "We are grappling with surging demand that is outpacing capacity. This is due to surging cases of COVID-19 across much of the United States, particularly the West, Southwest and South. We have a prioritization program to help direct testing to patients most in need. Our turnaround time for priority one patients is 1 day on average."In a recent press conference, California's Health and Human Services Agency Secretary Dr. Mark Ghaly said supply chain challenges forced the state to prioritize who gets tested first.“Surges across the nation have created challenges of getting tests processed, not just collected, and ensuring our guidelines not only say who needs to be tested but give guidance to labs on which specimens to process first,” Dr. Kocher said.Right now, priority means those who are hospitalized, healthcare workers, first responders, social service employees, those who are 65 and older and those with chronic medical conditions. But, we simply need more tests.“The challenge with COVID-19 is that each person infects two, three more people and that leads to exponential growth of people who are infected and exponential growth in demand for testing,” Dr. Kocher said. “The companies who manufacture tests have been extraordinary scaling up their capacity to manufacture tests they can grow them by 10, 30 maybe a 100 percent, but the demand for COVID testing is growing 1,000 percent.”The American Clinical Laboratory Association which represents Quest and other labs released a statement saying many labs are getting more test orders than they're able to process in a single day.In a statement, the company said, "We can’t do it alone. Laboratories, diagnostic manufacturers, ordering providers, public health officials, states and importantly, the federal government – including Congress and the Administration – all have a role to play in addressing the challenges hampering our nation’s response to this public health crisis."The test, Dr. Kocher says, only tells you if you're infectious at the time you were tested. It's yet another hurdle for states to tackle."So, we need to figure out what is the mechanism to test people at the right frequency to make us all safe and fell confident in going to work, school, nursing home or being an essential worker,” he said. “It’s really important.”Figuring out what that looks like means looking at new technologies, getting the government involved and working on our manufacturing sector so we have more tests and fewer logistical problems as we consistently try to keep up with the virus that seems to be one step ahead of us all. 4276

  

As we focus on getting kids safely back to school this year, Nashville-area builders are trying to figure out how to limit the impact of potential future pandemic years down the road, which may require permanently changing the look of new schools, offices, and hospitals."Yes, we are definitely seeing clients ask questions," said Matthew Griffith, an architect with Gould Turner Group."Things like the materials we specify, how cleanable they are, rounded corners in rooms and antimicrobial surfaces," Griffith said.Griffith says with the thought of a future pandemic in mind — segmented spaces could be the norm for new schools."I think you will see a big focus on true flexible space, have demountable partitions and movable walls to where it can be segmented or more individualized on an as-needed basis," Griffith said.And that idea extends beyond school buildings. Griffith says the same can apply to hospitals and other office spaces."I think it's going to be common in a lot of designs to have dedicated spaces for temperature checks and things of that nature," Griffith said.A large building's heating and cooling system will likely be a large focus, according to Griffith. Rather than circulating air throughout the whole building, individual units may be able to keep the air within smaller areas in case of an outbreak.Schools have been through similar kinds of building trends before. In the early 2000s, it was all about security and hindering active shooters. Just like those changes, Griffith says COVID-19 will likely leave its mark on big building blueprints.WTVF's Jason Lamb first reported this story. 1629
