The bill would limit rent increases to 5% per year, plus the rate of inflation.It would also implement “just cause” protections, which require landlords to give specific reasons for evictions if tenants have lived in a unit for more than a year. 444
SAN DIEGO (KGTV) -- Defense Secretary James Mattis has signed the extension of troops at the border, a defense official confirmed to ABC News. The extension was requested by the Department of Homeland Security after hundreds of migrants rushed the San Ysidro Port of Entry in a show of force. The move means the troops will be extended through January 31. Two officials told ABC News it’s unclear how many of the 5,600 troops currently at the border will be extended. The source also said there will be a flow-in of new forces as other units flow out because their specialties are no longer needed. SAN DIEGO (KGTV) — Eight San Diego County gyms have filed a lawsuit against state and county leaders over the public health orders due to the coronavirus pandemic.The gym owners say that restrictions on their business by California and the county have caused, "difficulty in satisfying their financial obligations, having been forced to lay off a significant number of employees" and they have "expended large sums of money in an effort to comply with Defendants’ vague orders."Gym owners say they have lost tens to hundreds of thousands of dollars, in some cases, retrofitting their businesses to be compliant with reopening measures.The Plaintiffs include Metroflex Gym in Oceanside, Ramona Fitness Center in Ramona, Boulevard Fitness in University Heights, Deadweight Strength in Grantville, Convoy Strength in Kearny Mesa, IB Fitness in Imperial Beach, and Being Fit in both Clairemont and Mira Mesa.The owners added that they have sought clarification of the orders and how they're enforced by law enforcement and the county, but have not received any clarification from officials.The lawsuit claims that public health orders labeling their businesses as nonessential without allowing them to challenge it, and mandatory closures, are not constitutional.Defendants include Gov. Gavin Newsom, all five San Diego County supervisors, and the mayors of each city where the gyms are located. SAN DIEGO (KGTV) -- Fire crews battled a small fire that threatened structures in Del Dios Thursday afternoon. According to Cal Fire, the blaze started in the area of Del Dios Highway and Toyon Canyon Road on the west side of Lake Hodges. The fire burned roughly three acres and threatened two structures before fire crews were able to stop the forward rate of spread. SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000.
