BEIJING, Nov. 27 (Xinhua) -- China's promise on its carbon dioxide emissions cut target was "a serious and solemn one," said Premier Wen Jiabao here Friday.     Wen made the remarks in a meeting with representatives from India, South Africa, Brazil and the G77 group of developing nations, who were here for consultations with China on climate change issues. The State Council, or the Chinese cabinet, announced Thursday that China was going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005. Chinese Premier Wen Jiabao (2nd, R) meets with representatives from India, South Africa, Brazil and the G77 group of developing nations, who are here for consultations with China on climate change issues, in Beijing, China, Nov. 27, 2009.     Wen told the foreign representatives that the Chinese government set down the task plan"based on our own national conditions and long-term interests," and "in the spirit of being responsible for the welfare of all the people in the world."     China's target was made after full scientific research and conformed to reality, the premier noted.     "We need to devote great efforts to reach the target," he said.     Wen called for global cooperation in addressing climate change issues, saying that the developing nations enjoyed common interests in this sector.     China valued the mechanism of consultation with India, Brazil and South Africa, and would increase coordination with the G77 group, he said.     "We will work with all parties concerned to help bring about reasonable and realizable outcome of the upcoming UN climate change conference in Copenhagen," said Wen, who is scheduled to attend the conference next month.     The foreign representatives applauded China's efforts and achievements in tackling climate change issues.     They agreed that developing nations should work together to safeguard common interests and make contribution to coping with this challenge and achieve sustainable development.     Indian Minister of State for Environment and Forests Jairam Ramesh, Brazilian Presidential Advisor Marcel Fortuna Biato, and South African Minister of Water and Environmental Affairs Buyelwa Sonjica were here for the ministerial consultations on climate change on Nov. 28.     The Chinese representative to the consultations will be Xie Zhenhua, vice minister in charge of the National Development and Reform Commission.     Sudan's Lumumba Stanislaus Di-Aping, a representative of the G77, had concluded his consultations with Xie earlier Friday.

BEIJING, Oct. 30 (Xinhua) -- China's central government launched 20 venture capital funds with seven local governments on Friday to provide investment in the country's high-tech sectors, the top economic planner said in a statement on its web site.     The investment would go to high-tech sectors including the electronic and information sector, biological and pharmaceutical industry, new energy sector and projects related to energy conservation and environmental protection, the National Development and Reform Commission (NDRC) said.     The 20 funds would collect about nine billion yuan (1.31 billion U.S. dollars), of which, one billion yuan was invested by the central government, 1.2 billion yuan by local governments and the rest from private investment, the NDRC said.     The funds were aimed to direct capital into new industries and competitive high-tech enterprises to push forward self-innovation, it said.     The NDRC and the Ministry of Finance signed the agreement with 7 local governments of Beijing, Jilin, Shanghai, Anhui, Hunan, Chongqing and Shenzhen.

BEIJING, Oct. 31 (Xinhua) -- China's top legislature closed Saturday its five-day bimonthly meeting, adopted a law on diplomatic personnel and appointed a new minister of education.     The legislation, aiming to enhance diplomatic personnel management, is the first of its kind to regulate Chinese government agents working in the 171 countries with which China has diplomatic ties.     Top legislator Wu Bangguo said the law clarified diplomats' duties and obligations as well as titles and ranks, which was "conducive to the implementation of the country's independent foreign policy."     Wu presided over the 11th meeting of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.     The session also deliberated a draft amendment to the Electoral Law, which was enacted in 1953. Lawmakers considered granting equal representation in people's congresses to rural and urban people. BEIJING, Nov. 11 (Xinhua) -- Chinese top political advisor Jia Qinglin attended a symposium here on Wednesday to mark the 60th anniversary of the uprising of two air carriers in Hong Kong in 1949.     On Nov. 9, 1949, a total of 12 aircraft from the carriers flew from Hong Kong to Beijing and Tianjin on the Chinese mainland during the uprising, a move embraced by the New China. Mao Zedong called it "a very patriotic action of great significance."     Du Qinglin, head of the United Front Work Department of the Communist Party of China Central Committee, said the precious spirit of the uprising should be inherited and promoted, to encourage all the Chinese to make unswerving contributions to the rejuvenation of the nation.
