SAN DIEGO (KGTV) - San Diego’s boating community is stepping up to help a family who lost their floating home in a fire. The boat, Both/And World, caught fire while docked at the Shelter Island Marina Saturday just before 3 p.m. "I was just merely walking off of the boat and saw the smoke, thought it was a barbecue then the kids started screaming on the dock and saw the black smoke and knew it was time to react,” said witness Charlie Colson. The man who lived on the boat with his family grabbed a small hose and tried to put out the flames, Colson said. People on shore grabbed a larger hose and had most of the flames knocked down by the time firefighters arrived. Colson said the family, which includes the man’s wife and 6-year-old son with special needs, had just moved on to the boat last week. The only salvageable items were the boy’s stuffed Donald Duck and his iPad. According to Colson, the flames were sparked by a lithium battery on a charger. Investigators have yet to release the official cause of the fire. “It’s gonna change their plans for a little but it’ll all work out,” said Colson. “The lucky part: no one was hurt; no other boats damaged; family’s okay, other than being rattled.” Colson believes the boat is a total loss. However, the sailing community has offered other boats to the family. 1328

SAN DIEGO (KGTV) — San Diego Sheriff's Department says deputies arrested a wanted man on Sunday who was openly carrying a loaded rifle in the East County.Lakeside deputies were called after witnesses reported a man walking around with a loaded M4 rifle around his chest, according to the department. Deputies responded and took the man and his weapon into custody. SDSO said the man was a wanted parolee and that he had a felony warrant stemming from a case involving an assault with a deadly weapon.It is also illegal for a convicted felon to be in possession of a firearm in California, the department added.The parolee's identity was not released. 658

SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. City resources are being wasted to collect and store inappropriately parked devices, and we don’t even know if the fines cover our costs," Bry said, adding a "scooter graveyard" now poses an environmental hazard.Just this last week, scooter companies were left scrambling to recover more than 2,500 dockless scooters and bicycles seized during Comic-Con weekend. Those scooters and bikes were stored at the city’s operation yard in Balboa Park. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. San Diego Mayor Kevin Faulconer says Lime Bike, Bird, Skip, and Lyft have all violated its terms of operation in regards to geofencing and operating restrictions.Bry said a temporary ban is needed ban until a "fiscally responsible, well-thought out" plan is developed. 2282

  

SAN DIEGO (KGTV) -- Some San Diego salon owners say the regulations released by the state may not be enough to help save their businesses.Like other business owners around San Diego and across California, salon owner Season McKesson has been trying to navigate through the many changes brought on by the coronavirus pandemic.Through the pandemic, she and other business owners have had to deal with closures, implementing safety precautions, and obtaining personal protective equipment.RELATED: New guidance issued for hair/nail salons, barbershops to move outdoorsOn Monday, the state announced updated guidelines for hair salons and barbershops to operate outdoors.McKesson was prepared to reopen her salon to operate outside until she read the regulations thoroughly. According to the state’s guidelines, salons can reopen but they cannot offer any chemical-related treatments and cannot shampoo customers.“At first, I was trying to be optimistic; you know, giving our industry a way out to come back … but after they dropped the bomb that it’s only haircuts. Reality sets in, and there’s absolutely no way people are going to make ends meet,” she said.McKesson told ABC 10News the guidelines cuts what she believes are essential to the salon experience.She added, “You go to a salon for a certain experience and you’re going to sit and get sprayed down in 100-degree weather. There’s no way.”McKesson is also concerned about the space to operate outdoors, saying not many salons have patios and would have to move into parking spaces. She is similarly worried about the cleanliness of working outside.“It’s not sanitary. It’s not a controlled environment; sitting behind a chair is a controlled environment. I know it’s being cleaned and I know what’s being touched,” McKesson said.Several other salon owners around San Diego County told ABC 10News they are leaning towards not reopening because of the rules, which puts them in an already tough financial situation as they try to keep their businesses alive. 2021

  

SAN DIEGO (KGTV) — San Diego's Maritime Museum is giving families the chance to spend the night on the seas — but stay in San Diego.The museum's "Family Overnight" program offers a stay aboard the Star of India, the oldest active sailing ship in the world. Families will embark on imaginary voyage learning about the lives and times of the India's passengers in the 19th century.Instructors will be in character and in costume, as they teach various ship-centric tasks like moving cargo and raising sails. Guests will also be able to see areas of the ship normally closed to the public and sleep on "tween decks" out of the elements.RELATED: Several San Diego museums offering free admission to military families“The Family Overnight program is an immersive unforgettable life-changing experience where together the children and their parents discover and share the same fascination and passion for learning about the history of the sea," Jacob Keeton, Director of Education for the Maritime Museum, said.The overnight experience will be hosted on Saturday, June 22, at 2:30 p.m. until Sunday, June 23 at 9 a.m. Tickets are per person ages 5 and up, and include meals and accommodations.
