SAN DIEGO (KGTV) - A Halloween carnival at the Rancho Bernardo Community Park could be saved with a controversial decision.The park is short-staffed and in desperate need of volunteers.The City of San Diego allows people to volunteer one time per year without needing the usual criminal records check.Some parents are concerned about who would be volunteering near their children.The City sent 10News an email Friday indicating only volunteers who passed a background check would directly supervise or interact with children.Any volunteer does not go through a background check will be in support roles such as setting up tables and directing traffic. 669

SAN DIEGO (KGTV) – A man was fatally shot by San Diego Police as officers responded to calls of vandalism in the Mountain View neighborhood early Monday morning.According to police, officers were called to the 300 block of South Pardee Street just before 4:30 a.m. after receiving reports of “a violent disturbance involving a weapon.”Residents at the home were woken up by a man they say ripped a metal curtain rod from the window and began breaking windows and other objects.“Fearing for their safety, they asked another resident to call 911. A neighbor also heard the commotion and called 911 reporting it sounded like someone was being tortured,” police said.When officers arrived, police say they gave the man directions in English and Spanish but received no response. According to police, that’s when the man crawled through a broken window before running towards officers with a metal pole.“Fearing for their safety, one officer fired a bean bag round, one officer fired a Taser, and one officer fired several rounds from his service pistol. The man was struck by at least one round and fell to the ground where he was taken into custody,” police said.Police rendered first aid to the suspect who was taken to the hospital where he later died.The suspect and officers involved haven’t been identified at this time.Anyone with information on the incident is asked to call the San Diego Police Department Homicide Unit at (619) 531-2293 or Crime Stoppers at (888) 580-8477. 1487

SAN DIEGO (KGTV) – A program at the East Mesa Reentry facility is helping inmates transition out of jail and back into the workforce.This program is offering inmates certificates in trades which include welding, construction, heating, ventilation, and air conditioning, and more. The participants study and earn these certificates for free. The reentry program is helping over 700 men head back into the workforce in a positive way.“It’s something that they can give back to the community later on in life, where at one point they took away, but now they feel like they actually achieved something,” said Detron Williams. Williams is a few months away from earning a trade certificate in construction.The reentry program not only focuses on education but also helps inmates understand their emotions and build confidence. “They’ve built the confidence now, and they have learned the different techniques so that when they are out in the community they can either start a new life or they can go back to the work that they previously had,” Matt Russo said.For Williams and the other inmates he has talked to, this program also provides a sense of accomplishment.“Now they are building structures that later on in the future they can drive by and say I built that, I helped that,” Williams said. 1301

SAN DIEGO (KGTV) — A local sailor got an emotional holiday surprise thanks to the generosity of some frequent fliers.Navy diesel mechanic Joe Ramsay just learned his brother is flying in for the holidays."Don't really have the words to describe it," said Ramsay.Ramsay has been stationed in San Diego for more than two years. After hernia surgery this summer, his finances got stretched. There would be no trip home to North Carolina for the holidays."I was going to spend it with friends or alone. That was pretty much my plans," said Ramsay.That wasn't the plan for Ramsay's brother Trey, who entered a contest put on by New York entrepreneur Peter Shankman. The businessman decided to collect and donate hundreds of thousands of airline miles in hopes of reuniting families."Just wanted to get to my brother for the holidays. I haven't seen him in a year or so," said Trey Ramsay.In his entry, Trey called his brother "the closest person in my life," adding the family hasn't been able to visit Joe since he arrived in San Diego. San Diegan Rhys Ford, a mystery writer who travels for her job, donated 45,000 miles and two tickets."It's seeing people reuniting. It's the fact that somebody's so excited to get on a plane. SAN DIEGO (KGTV) - A random act of kindness at a Rancho Bernardo grocery store has a grateful grandma paying it forward. Kathy Yezarski went to the Albertsons at Rancho Bernardo and Poway Roads Friday night to buy milk and cereal for her grandchildren, who were staying at her home. She was about to pay for her groceries when she noticed a problem. “When I got to the checkout I was really embarrassed to see that I didn’t have my wallet,” Yezarski said. Yezarski thought she’d have to leave the items behind and return home when “a very kind young man” noticed her dilemma. “The man behind me very quickly said ‘I’ve got this,’” Yezarski said. Yezarski was mortified she had forgotten her wallet. “It was really touching to me…heartwarming that he would do that for someone.” Yezarski was so moved, she posted about the kind act on the Nextdoor app for her neighborhood. She was hoping the young man would see the post but she wasn’t expecting the reaction she received. “I didn’t realize when I posted until after I posted that two previous posts had been about recent shootings, and I think people were just reeling from that, feeling so upset and I think they needed to hear something positive. A lot of people said that: thank you for restoring my faith in humanity,” Yezarski said. She was inspired to perform a kind act of her own. “Beyond just thanking him, I thought - I’ve got to pay this forward. I went on the website for the San Diego Food Bank and donated. I thought, wow, I can’t just let this stop here, I can’t. I need to do that, he triggered this desire in me to pay this forward.” Yezarski hopes the young man realizes the power of his generosity. “I would want to tell him ‘you’re awesome’, you are just an amazing person and just thank you because you started something that really touched a lot of people,” she said. 1848
