SAN DIEGO (KGTV) -- A San Diego State University study abroad student and a University of San Diego graduate student have both tested positive for the coronavirus, the universities announced Friday.The SDSU student was studying abroad in Italy and recently returned home to the United States. The student is self-isolating at his home outside of San Diego County, the university said in a release.They added that the student visited two off campus offices for a brief period of time, and did not attend any classes."Due to the student's limited contact with the campus, we consider that the risk to the greater SDSU campus community is low," said Wilma Wooten, M.D., M.P.H., County public health officer.A graduate student at the University of San Diego also tested positive for the virus, the university said Friday in a tweet. SAN DIEGO (KGTV) - After seven years of demanding that their death and disability benefits be restored, San Diego City Firefighters finally had their voices heard after the City Council voted unanimously to bring the benefits back.The council made the decision less than five minutes after the firefighters arrived at City Hall and was met with a standing ovation.The benefits were eliminated after the passing of Proposition B, so all firefighters hired after 2012, about 350, never received them."All other firefighters across the state and most across the country have a defined death-and-disability if killed or permanently disabled in the line of duty, they have a pension, and they have pay parity," said Jesse Connor, president of the firefighters union.The benefits provide city employees injured in the line of duty and unable to continue work 50 percent of their base salary until death. For those killed in the line of duty, the money would go to their spouse.After lengthy back and forth talks between the city's firefighters union and the city's labor negotiators, an agreement was made.But, in that time, the union says it had trouble with recruitment and retention, leading to countless hours of overtime as firefighters continued to serve the community every day and hour of the week.Now, they say they are feeling thankful that all firefighters will have equal benefits."It's amazing," said 17-year veteran of the city's fire department, Tony Tosca. "The word 'unity' comes to mind. We're all equally happy for the same benefits, and moving forward it's a great thing to know that everyone coming on we're all gonna have that same equal benefit." 1671

SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

  

SAN DIEGO (KGTV) - An Encinitas family on vacation woke up to a disturbing alert last week, video of someone stealing multiple packages from their porch.Homeowner Mark Sandorf says the most peculiar thing was who the thief was."It’s different in that she looks like she’s probably someone’s grandma," said Sandorf.The family immediately filed a police report from New Mexico.10News blurred the woman's face because the San Diego Sheriff's Department has not yet said she's a wanted suspect.One of the packages had sentimental value, three custom holsters for Sandorf's son who is in law enforcement."My son is, like I said, risking his life out there every day and we try to keep him in good equipment and what not. These were custom made by a friend of mine in South Carolina," said Sandorf.Sandorf says the most frustrating thing is knowing the holsters will likely get thrown away.He hopes others in his Encinitas Ranch neighborhood will be on alert after the incident. 980

  

SAN DIEGO (KGTV) - A San Diego Midwife is living her dream of opening her own birth center, helping minority women.We met Nikki Helms in July when her GoFundMe was off the charts, raising more than 1,000.She had been a licensed midwife for about a year and wanted to open a birth center. Fast forward to December and her dream is coming true."We've got signage and I stood at the foot of my stairs and cried about that," Helms said filled with gratitude. The community has continued to wrap their arms around her mission."It's really just been amazing and overwhelming, and I feel so blessed," she said wiping a tear from the corner of her eye. "And so grateful and I get teared up every time I start talking about it because it gives me the opportunity to go care for families and you know it just blows my mind."Since July she's raised another ,000 and packages keep arriving on her doorstep with items for the birth center.Her mission is to support women through childbirth and beyond.
