SAN DIEGO (KGTV) -- The California Department of Motor Vehicles announced new safety measures for its offices Thursday as the coronavirus pandemic continues across the state.Starting Thursday morning, every person who goes to a DMV location will get their temperature checked before they're allowed inside.Previously, only people getting in-car driving tests were subject to temperature checks.A DMV spokesperson told ABC 10News they'll follow CDC guidelines, only letting people inside if their temperature is below 100.4 degrees."We always follow the guidelines that are issued by the CDC," said DMV spokesperson Cynthia Moreno. "So, following their guidelines, we decided that it would be best to start taking the temperature of all of our customers and our employees to make sure that we follow the safety protocols."The temperature screening is in addition to safety measures already in place, which include mask requirements, social distancing, limited services available and hand-washing and sanitizing stations located throughout each field office.Because of all that, DMV officials say it's best to do as much as you can on the agency's website and avoid coming into the offices, if possible."We want to make sure the people who come to our offices feel safe," said Moreno. "There's a lot happening in the world right now. So, if you can do stuff from the comfort of your home, it's best to go online and see what's available." 1444

SAN DIEGO (KGTV) - The family of a man killed in 2013 is pleading with the community for new leads as the case has now been left unsolved for more than half a decade.Ralph Green was killed on October 20, 2013.  He was murdered on Jewell Street in the Mountain View neighborhood, on the porch of his daughter’s home while at her 32nd birthday party.His daughter, Chanel Green, says the shooting happened suddenly, catching everyone by surprise.“My mother was on her way outside, so it was a blessing I didn't lose both my parents that day,” Chanel said. “I remember (my mother) shrieking, ‘oh my god, Ralph’s been shot.’ And I ran to the door to see my dad walk holding his neck.”Green says he was shot three times, once through this throat.“My brother catches him, and I moved my brother out of the way, and I laid (my father) down on the ground, and I start screaming, “oh my god, my dad’s been shot, call the police,’” she said. “My dad bled out on the floor, and all I could hope was that he heard me when I told him I loved him.” Channel’s aunt, Jennetta Pierce, was also shot.  Pierce is Ralph’s cousin-in-law.Pierce says she was inside the house, by the window, when the bullets started flying. One of them hit her on the lower back.“I got hit, but I didn’t let anyone know I got hit because my kids were there, and I just told them to get up under the table,” Pierce recalled.  After that, emergency crews came inside the house and took her to the hospital, where she spent two weeks.  She says she spent the next five years focused on moving forward.Police have said the shooting was random.  Chanel says there have been tips, and potentially leads given to the police but none have panned out.  But she’s convinced that there are people out there that know something, that can give her and her family the closure they need.“For anybody who knows somebody that knows something to come forward, now is the time, to tell the truth,” Chanel said. Anyone with information can contact San Diego Police or Crime Stoppers at 888-580-8477. 2087

SAN DIEGO (KGTV) -- The Coast Guard is searching for three people after a fishing vessel caught fire Saturday night, sending two people to the hospital and leading to the rescue of 15 more.According to the Coast Guard, the crew of a 42-foot fishing vessel named “Time Machine” called to report seeing a fire at 9:35 p.m. 28 miles south of Point Loma. The good Samaritans aboard the boat were able to pull 15 people out of the water, including two who were injured.10News spoke to the captain and crew of "Time Machine."Captain Mike Koesterer and his crew were on their way back into San Deigo from a fishing trip in Baja California when he saw an explosion in international waters. "I saw an orange flash," he said. For the next 20 minutes, he drove his vessel closer to the ball of fire. The next thing he saw will be etched in his mind forever. “We thought it might be a few people. But we kept on counting and counting and counting," Koesterer said.In the water, he and his crew witnessed 15 people screaming for help. Some had life vests. Others were wading. That's when his son Reeve changed into his diving suit and jumped in to help.“I knew there were going to be burns, but I didn’t think it would be that bad,” Reeve Koesterer said. He first pulled up a woman without a life vest. She desperately grabbed his hair and used Koesterer as a floatation device. The next few rescues were a blur. One by one, he carried and pulled the burn victims onto the "Time Machine." During the rescue, one of the victims told Reeve Koesterer that this was part of a human smuggling operation. “Do whatever we can to get them out of the water. No matter what the case is. They’re still lives,” Reeve Koesterer said. Andy Vo is usually responsible for shooting and editing fishing videos for the "Time Machine's" charter trips. Last night, he was also documenting the rescue on his phone. As the Koesterers were pulling people on board, Vo comforted the victims-- giving them blankets and coffee. “People that we rescued. He called us angels," Vo said. What are the odds that a fishing boat carrying Reeve Koesterer--  a young, bilingual English Spanish speaker, expert diver -- would be right there to save those lives? SAN DIEGO (KGTV) -- The California Independent System Operator again Sunday reminded consumers throughout the state conserve energy, warning of more possible rotating outages.SDG&E said early in the day Sunday that customers should be prepared for possible outages to be called from 4 p.m. to 9 p.m.The news comes after a flex alert was issued statewide from 3 p.m. to 9 p.m. daily through Monday, September 7.“Energy conservation is essential in helping reduce the possibility of widespread rotating outages and the number of people impacted. Understandably, it may be difficult to reduce energy use during the high temperatures and the ongoing pandemic. However, everyone is urged to do their part to cut back on energy use, if health and safety permits, during this critical time,” SDG&E wrote.Just before 6:30 p.m., CAISO issued a Stage 2 emergency and warned that consumers should conserve power until 9 p.m. to avoid rolling outages. Stage 2 is the step before rolling outages are ordered.The energy provider said turning off air conditioners, avoiding the use of the dishwasher, clothes washers and dryers, and switching off unused lighting can all help conserve energy.SDG&E also said the Valley Fire, which has currently burned 1,500 acres near Alpine, has impacted electrical equipment and caused power outages.SDG&E said it’s working with Cal Fire in an effort to restore power quickly. 1421
