NEW YORK — Businessman and former presidential candidate Andrew Yang has filed papers to enter the already crowded Democratic field in the race for mayor of New York City in 2021. Yang filed papers with the New York City Campaign Finance Board Wednesday to join the race. NEW YORK (AP and KGTV) — Sears is closing 80 more stores, including six locations in San Diego, as it teeters on the brink of liquidation.The iconic retailer, once the nation's largest department store chain, set a deadline of Friday for bids for its remaining stores to avert closing down completely.Sears has not received any bids as of Friday afternoon.The retailer that began out as a mail order catalog in the 1880s has been in a slow death spiral, hobbled by the Great Recession and then overwhelmed by rivals both down the street and across the internet.The 80 stores are due to close by March. That's in addition to 182 stores already slated for closure, including 142 by the end of 2108 and 40 by February. The company filed for Chapter 11 bankruptcy protection in October , saying at the time it would close more than 20 percent of all stores, keeping open only its 500 most profitable locations.Sears Holdings Corp., which also runs Kmart, joins the list of retail brands taken over by hedge funds that collapsed under the weight of debt forced upon them.Under hedge fund manager Eddie Lampert, Sears has bought time by spinning off stores and putting on the block the brands that had grown synonymous with the company, such as Craftsman. The company's chairman and biggest shareholder, Lampert loaned out his own money and put together deals to keep the company afloat and to turn whatever profit he could for ESL hedge fund. New video appears to show workers for Caltrans handing out campaign materials defending the state's recent gas tax increase while on the job. The video, shot Tuesday, was released by the Yes on 6 campaign, which is pushing to repeal the recent 12-cent-per-gallon hike on the November ballot. The video shows Yes on 6 campaign manager Matt Stockton in the drivers seat of a car. He is apparently stopped at a Caltrans contractor's site along the 78 near Ramona. The video shows a man in a hard hat approaching the window, handing Stockton what appears to be a No on 6 campaign flier defending the gas-tax increase.Stockton in the video asks the man if he is with Caltrans, and the man answers that yes, his crew is working with Caltrans. Other images released by the campaign appear to show the workers were with Pico Rivera-based Manhole Adjusting Inc., and that a Caltrans supervisor was on site. "The misuse, the abuse of taxpayer funds being used in a political campaign, it is shameful, it is outrageous, and it needs to stop right now," said Carl DeMaio, who is chair of the Yes on 6 campaign. Caltrans, a state agency, said in a statement that it is looking into the matter, and has contacted its contractors to say it does not condone political advocacy on project sites. The No on 6 campaign, fighting to keep the gas tax increase, says it was unaware of the incident and that it denounces any inappropriate use of public resources or venues for campaign purposes."The No on 6 campaign very carefully follows all rules prohibiting the use of public resources for campaigning and often reinforces those rules to anyone involved with the campaign," the campaign said in a statement. Calls to the on-site Caltrans supervisor and Manhole Adjusting Inc were not immediately returned."If this is happening on more than one occasion, it's egregious," said Seth Kaplowitz, a finance lecturer at San Diego State University. NEW YORK (AP) — U.S. health officials are taking a new tack in the coronavirus fight by emphasizing recent research that finds a mask protects the person who wears it. Previously, the Centers for Disease Control and Prevention advised masks because of medical evidence that it stops people who are infected with coronavirus — whether they know it or not — from spreading it to others. But this week the CDC posted on its Web site a scientific brief discussing recent studies finding that a wearer gets some protection even if an infected person has no mask.The brief added that adopting a universal masking policy, "can help avert future lockdowns, especially if combined with other non-pharmaceutical interventions such as social distancing, hand hygiene, and adequate ventilation.""Experimental and epidemiological data support community masking to reduce the spread of SARS-CoV-2. The prevention benefit of masking is derived from the combination of source control and personal protection for the mask wearer. The relationship between source control and personal protection is likely complementary and possibly synergistic, so that individual benefit increases with increasing community mask use," the brief read. Researchers pointed to the coronavirus outbreak on the USS Theodore Roosevelt as an example of the effectiveness of mask-wearing, saying, "use of face coverings on-board was associated with a 70% reduced risk."The brief said more research is needed to identify combinations of materials used for face coverings to maximize blocking and filtering effectiveness, as well as durability and comfort. 1620
