BEIJING, Dec. 12 (Xinhua) -- A Foreign Ministry spokesman said on Monday that China welcomes the EU's new measures for coping with the European sovereign debt crisis worked out at the recently-concluded EU summit."We hope relevant measures can help stabilize the market, boost confidence in the market, stop the crisis from worsening, promote employment and economic growth, and push forward European integration," Foreign Ministry Spokesman Liu Weimin said at a routine press briefing.Last Friday at the summit in Brussels, EU leaders agreed on establishing a new "fiscal compact" based on inter-governmental treaties rather than the expected EU treaty changes. WASHINGTON, Oct. 6 (Xinhua) -- The U.S. Food and Drug Administration (FDA) and the National Institutes of Health (NIH) announced Thursday a joint, large-scale, national study of tobacco users to monitor and assess the behavioral and health impacts of new government tobacco regulations.The initiative is the first large-scale NIH/FDA collaboration on tobacco regulatory research since the U.S. Congress granted FDA the authority to regulate tobacco products in an act in 2009. Scientists at NIH's National Institute on Drug Abuse and the FDA's Center for Tobacco Products will coordinate the effort."The launch of this study signals a major milestone in addressing one of the most significant public health burdens of the 21st century," said FDA Commissioner Margaret Hamburg in a statement. "The results will strengthen FDA's ability to fulfill our mission to make tobacco-related death and disease part of America's past and will further guide us in targeting the most effective actions to decrease the huge toll of tobacco use on our nation's health."Investigators will follow more than 40,000 users of tobacco- product and those at risk for tobacco use ages 12 and older. They will examine what makes people susceptible to tobacco use; evaluate use patterns and resulting health problems; study patterns of tobacco cessation and relapse in the era of tobacco regulation; evaluate the effects of regulatory changes on risk perceptions and other tobacco-related attitudes; and assess differences in attitudes, behaviors and key health outcomes in racial-ethnic, gender, and age subgroups."We are pleased to collaborate with the FDA on this study that may provide us with a better understanding of the impact of product regulation on tobacco prevention and cessation," said NIH Director Francis Collins.While smoking rates have dropped significantly since their peak in the 1960s, nearly 70 million Americans ages 12 and older were current users of tobacco products in 2010. CANBERRA, Dec. 9 (Xinhua) -- Scientists from Australia's University of New England on Friday said they had discovered the remarkably fossil isa metre-long arthropod with excellent vision called anomalocaris from Emu Bay Shale of South Australia.The scientists reported their finding on the anomalocaris in thescience journal Nature this week.It is reported that anomalocaris is a fearsome ancient predator that swam in the Cambrian oceans 500 million years ago. The researchers said the presence of anomalocaris would have driven the development of protective adaptations in prey animals. Such an escalatory 'arms race' would have seen, for instance, the evolution of such adaptations in prey as shells, camouflage and burrowing into sediments. "It has been unbelievably frustrating being able to see eyes like these at fossil sites like the Burgess Shale (in the Canadian Rocky Mountains), but not have any details. It is really refreshing to have our ideas about these animals confirmed at last, " comments Simon Conway Morris, a palaeontologist at the University of Cambridge, the United Kingdom.The research team was led by paleontologist Dr John Paterson, of the University of New England. He said the most surprising discovery of anomalocaris is the huge number of tiny hardened lenses in each eyes."When you consider that a modern housefly, for example, has about 3000 lenses, it's pretty impressive that an animal half a billion years old already has remarkable vision like this," Paterson said in statement."The fact that each eye in anomalocaris would have had over 16, 000 lenses means it would have very, very good resolution."Paterson said the acute vision of Anomalocaris gave it a distinct advantage over competing predators and prey, as many Cambrian animals either had poor vision or were completely blind. Its acute vision rivals or exceeds that of most living insects and was probably comparable to predatory dragonflies today.He said their findings support the idea that compound eyes evolved very early on in arthropod evolution, before the evolution of jointed legs or hardened exoskeletons.The research team hopes they can find the more fossil remains of Cambrian creatures in the Emu Bay Shale.

BEIJING, Nov. 26 (Xinhua) -- Joint police patrols along the Mekong River will kick off in mid December to restore security after a deadly attack to Chinese ships in October.Chinese police will start patrols along the river with Laos, Myanmar and Thailand, said a statement from the Ministry of Public Security here Saturday.No exact date was given, but the first joint patrol will be carried out before Dec. 15, said the statement, issued after a ministerial meeting of four countries held in Beijing.Police from the four will work together to restore shipping and guarantee security along the river, the statement said.Shipping on the Mekong River has been suspended since two cargo ships were attacked on Oct. 5, resulting in the murder of 13 Chinese sailors.A headquarters for the initiative will be founded in China and there will be a coordination office in each of the other three countries. They will be linked by a round-the-clock communication mechanism, the statement said.China will assist Laos and Myanmar police in terms of training and equipment, the statement said.Police departments of the four countries will also set up a coordination team to work out more security measures along the Mekong River, it added.
