(KGTV) — A beloved visitor center and community "treasure" designed by a famed artist is routinely being turned into a trashed party pad.The small building, dubbed the Hubbell Kiosk, is located in the Crestridge Ecological Reserve. Designed by famed artist and architect James Hubbell, the partial build was destroyed by the Cedar Fire in 2003. The wood, clay and straw-filled project was rebuilt several years later.Then last month, Lands Manager Kyle Smith discovered a smashed skylight and a mess inside."Vomit, beer bottles, drug paraphernalia. It looked like a war zone went off," said Smith.The scene they left behind, including wrecked displays and broken chairs, has become a familiar one.Video surveillance has captured the party goers in five break-ins since early August. Some of the faces appear to be repeat revelers.The break-ins leads to thousands of dollars in repairs and extra security precautions. Endangered Habitats Conservancy, the non-profit that oversees the site, hopes someone will recognize the photos of the vandals. Smith has a message for the party-goers."You're not welcome here. When Trump asked which groups specifically, former Vice President Joe Biden mentioned a group called the "Proud Boys."“Proud Boys — stand back and stand by," Trump said.It was hardly a condemnation for a group that is designated as a "hate group" by the Southern Poverty Law Center. It was also Trump's latest attempt to side-step condemning far-right groups, dating back to 2017 when he claimed that there were "fine people on both sides" of racial violence in Charlottesville, Virginia.But who are the "Proud Boys?" And how did they react to Trump's call to "stand by?"Who are the Proud Boys?The group was founded in 2016 by Gavin McInnes, a political commentator and the co-founder of Vice Media. On right-wing message boards like 4chan and on the encrypted messaging app Telegram, members rejoiced and embraced the president's comments.Joe Biggs, who according to NBC News and Vice is a prominent Proud Boys organizer, said as much on the right-wing social network "Parler.""Trump basically said to go f*** them up. This makes me so happy," he wrote. The group also shared several memes that included Trump's comments, and Vice even reports that the group is selling a shirt online that includes the phrase "standing by."Tuesday's debate was held just days after the Proud Boys held a rally in Oregon. EL CAJON (KGTV) - A San Diego woman said she paid thousands for an SUV she picked up from an East County used car dealership, but she still can't get behind the wheel. Chika Starks said she currently does not have the vehicle because the business shut down.She moved to San Diego with her toddler shortly after her husband died.“I’m a single mother,” Starks told Team 10. “Having a car was for my convenience. To help my life, my son’s life.”She and her mother-in-law found a 2007 Jeep Commander in January on Craigslist, sold by Carbox, Incorporated on El Cajon Boulevard.“The price was right,” Starks said.It cost her ,500. Starks said there was an unusual way to process the payment--an employee ran the credit card through a La Jolla restaurant, Olive and Basil. She said the employee told her it was a family business.Starks told Team 10 there were problems shortly after she paid for it. First, she said the key fob was not working correctly. Then, with the car driven about 40 miles, there were more issues. She said a mechanic told her the catalytic converter needed to be replaced, along with the vehicle’s computer. On top of that, she was told the smog check failed. Starks also said the title was never transferred to her name.When Team 10 checked the car’s registration in September, it was still registered to Carbox, Inc. Starks blames the owner for broken promises.“It’s stressful. A lot of money,” Starks said.  According to the DMV, a used car dealer has 30 days to transfer title to the new owner. The penalty is if it is not transferred. A DMV spokesman said it is an additional if the total application does not clear within a certain time. The DMV confirmed there is an open investigation into Carbox.“This place is not really honest to us,” Starks told Team 10.There is now a new car dealership in the old Carbox location. The man who runs the new business told Team 10 he worked for Carbox’s former owner, Peyman Abdipoorzahandeh. Abdipoorzahandeh's name is listed on the Secretary of State filing for Carbox.Team 10 contacted Abdipoorzahandeh in mid-October. The former owner would not grant an in-person interview until mid-November, but told Team 10 over the phone that he is working with a DMV investigator and that this is “not a normal situation.” He did not explain the title transfer delay of nearly 10 months. He said he is not doing anything illegal and said he is trying to help Starks get her money back.That is what Starks hopes for.“I don’t want other people to go through what I went through,” she said.Hal Rosner with Rosner, Barry & Babbitt specializes in auto fraud. EL CAJON, Calif. (KGTV) -- Jurors Wednesday found that an officer in El Cajon acted reasonably when he fatally shot Ugandan Immigrant Alfred Olango. The jury found Richard Gonsalves' actions not negligent 12-0. On September 27, 2016, Olango’s sister called 911 to report that her 38-year-old brother was displaying erratic behavior and walking out into traffic. Two officers arrived and spotted Olango in the parking lot of a fast food restaurant on the 800 block of Broadway, ordering him to remove his hands from his pockets. Olango pulled something out of his pocket officers believed was a gun and, according to police, he assumed “what appeared to be a shooting stance” and made some kind of movement. This comes as intensive care units in Arizona and Florida are reaching capacity.Amid her pleas to the American people, she encouraged everyone to avoid participating in indoor gatherings, and dine outside rather than inside.“I think the work that these governors have done to — and ask the American people is it’s stop going to bars, to close the bars, to move to outdoor dining, to decrease indoor — any kind of indoor gatherings again,” Dr. Birx said. “To all of the Americans out there that are in these four states and the states that have — in the report, were in the red zone — because there’s a series of other states that we have in that zone — is really asking the American people in those counties and in those states — in those states to not only use the face coverings — not going to bars, not going to indoor dining — but really not gathering in homes either and decreasing those gatherings back down to our phase one recommendation, which was 10 or less.”During Thursday’s news conference with the White House’s coronavirus task force, Vice President Mike Pence said he believes the virus could be reaching its peak in hard-hit Arizona and Florida.“We’re actually seeing early indications of a percent of positive testing flattening in Arizona and Florida and Texas,” Pence said. “Governors in each of those states have taken strong steps to flatten the curve.”But data from Johns Hopkins University suggests the positivity rate is still going up.
