SAN DIEGO (KGTV)- Roger Francis, also known as Francis Love, died two years ago at the age of 70. He was a marine who served in the Vietnam War. When he died, his family discovered about 300 paintings from over the years and as of a few months ago his sister, Peggy Starns found a gallery to host an art show. "He goes what are you going to do with all these paintings and I said I don’t now we already gave a bunch to the church."For a period of his life, Love was homeless. "He was homeless for about 20 years and then he finally hooked up with VA and then he got some living expenses and was in the studio,” his sister tells 10News. After being homeless for two decades, he grew close with the community and continued to donate after he got his own apartment. Two years since his death, all proceeds from the art show on Friday will go to the Alpha Project to help San Diego’s homeless. 250 paintings will be for sale at Good Friday Gallery located downtown at 556 19th Street. The art show starts at 6 pm and will last four hours. 1043

SAN DIEGO (KGTV)-- Holiday shopping season has officially kicked off with Black Friday and Small-Business Saturday. But with Toys R Us no longer in the picture, retailers are finding unique ways to cash in on the billion-dollar industry. Kids will always be drawn to play and make-believe. But for parents, it’s about helping Santa get the deals.“He loves to jump. He loves to run," Chedna Patin said. "So I think this will be a great play station for my baby,” she said while pointing at a piano toy.Patin said this year, she and her husband are buying their son’s holiday toys at a big box store.“Sam’s Club is majorly for groceries, buying bulk. But now as they are increasing their toy collection, I think for parents, it’s a good thing," Patin said. In fact, her one-year-old son Viann’s entire nursery came out of a Toys R Us catalog. But since the toy giant filed for bankruptcy earlier this year, she had to look elsewhere.Since 1948, Toys R Us has dominated the toy market-- last year claiming almost 5% of the .4 billion industry.  Now that they are gone, retailers like Sam's Club saw an opportunity.“We have added about 70 new toys this holiday season," Sam's Club member experience manager, Victor Aguilar said. “We have way more toys than before, that way [parents are] not running around everywhere trying to get their toys. So they can do a one-stop-shop here, buy their food, clothes, toys. They get everything.”Like their “try then buy” food model, Sam's Club is offering toy demonstrations for the first time, ever."We want kids to interact with them, and ask Santa for that gift," Aguilar said. "Or so parents can make sure if the product meets their children's needs."Demonstrations are a strategy to beat out online stores, which now amount to 13% of the holiday retail market.Small, independent toy stores, on the other hand, have another strategy. Chika Sasaki owns Gunnzo, a Japanese toy store in Old Town. Instead of offering the same toys as everyone else, she seeks specialty items.“We always try to have some niche stuff that Toys R Us doesn’t have or a bigger toy store, so it didn’t really affect us," Sasaki said. Whatever the strategy, one thing is for sure. 'Tis is the season for giving, which means parents are finding that special something that makes their child(ren) smile throughout the holidays.  2373

SAN DIEGO (KGTV)- Two years ago the Norton Sound was docked in San Diego Bay and burned for several days. Now, San Diego is hiring an outside consultant to look into the cargo fire. San Diego Fire gave 10News a statement Friday. They didn’t offer specifics about what the consultant might recommend, but say the focus is to determine if any additional equipment or training is needed when dealing with emergencies on the bay. Back in 2017, Harbor Police told 10News, “It was to my understanding that the furthest a firefighter made it was 6 feet before they started getting pushed about the fire.” Looking back, even businesses remember how horrible the smoke was over the days the fire burned, “People stopped sitting outside and employees complained about it affecting their health.” says Edgewater Grill assistant manager, Sergio Velasco. While the smoke bellowed out of the ship for nearly a week, no one was injured and the fire stayed contained and didn’t spread to any other structures. The city tells 10News the study is being done by Citygate and should be complete in the fall of 2019. 1104

  

SAN DIEGO (KGTV)-  Tens of thousands of people in San Diego are on a waiting list for rental assistance.According to the San Diego Housing Commission, the Section 8 voucher program is currently helping about 15,000 families.With the need so great, Team 10 wanted to know if everyone getting help qualifies for a voucher.RELATED: Making It in San Diego: Region needs 143,000 affordable homesUsing information from the San Diego Housing Commission, 10News compared 2017 data on family size and income limits to the maximum annual income limits allowed at the time. The comparison showed more than 20 cases where income was more than what was allowed at the time.Representatives with the housing commission said it is possible for people to be above the limit.  "We also have less than a quarter of one percent of our families who may exceed the 80 percent gross income, and that's a natural progression,” said Azucena Valladolid, Senior Vice President, Rental Assistance and Workforce Development. “Over the course of the time on our program, they may have increased their earnings.”RELATED: San Diego City Council passes affordable housing ordinanceValladolid explained that federal regulations require the San Diego Housing Commission to provide rental assistance to those families for an additional six months before they transition them off of the program.She said someone working for the housing commission determines whether or not someone qualifies for the voucher program. Valladolid says officials verify income, assets, and family composition to determine eligibility.One of the housing commission's initiatives is to help promote self-sufficiency, so instead of looking at income yearly, they re-certify every two years.RELATED: Neighbors upset about planned affordable housing development in Point Loma"In addition to streamlining the efforts for the re-certification process it was also a way for families to be encouraged to increase their earnings over the years and not face an immediate adjustment to the rent portion when their income did go up,” Valladolid said.According to the housing commission, the majority of the households they serve are currently at or below 30 percent of the county's area median income of ,800.Source: SDHCThe value of a voucher is around ,000 for an individual family per year. SAN DIEGO, Calif. (KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks. Those locations haven't been announced.  962
