LAKEWOOD, Ohio — When she heard Jimmy Adkins was running his own taxi service in Ohio she immediately warned her friends and family."We want people to know that he's out there," said a witness who did not want to be identified.That's because the Cuyahoga County Sheriff's Department says Adkins is a registered sex offender. One that's been convicted twice, in his most recent crime involving a young relative."My niece was living with him and that's when he made the attempt to have sex with her," said the witness.Adkins is running a service called Lakewood Smart Taxi.He needs a license to run his service, but he doesn't have one. Just last month, he got arrested for transporting passengers without it.But even if he applied for that license, there's no way Adkins could get one."That's the thing, within the city's ordinance, they require that you have a clean record," said Derrick Russell, a consultant of Ace Taxi, a legitimate taxi company in Cleveland.Five years ago Russell fired Adkins because of his criminal record."I was shocked, I've done investigations for insurance companies for a number of years and major companies, I had not seen a record like that," said Russell.He says Lakewood Smart Taxi isn't the first of its kind."Anyone can put a magnet on the side of their car and call themselves a taxi because unfortunately, the regulations are really gray in that area, but the other thing is there is no enforcement," he said.The family of Adkins' victims is advising against getting in his car."Lord knows what he can do, and it's just not safe, it's not safe, you know what I mean there could be anything that could happen," said the unidentified witness.Adkins was contacted multiple times for comment but never called back. 1765

LEMON GROVE, Calif. (KGTV) - A strip mall that had fallen into disrepair and attracted squatters has been placed into receivership, according to the San Diego Sheriff’s Department.Located on the 7400 Block of Broadway, the property consisted of several buildings that had closed about a year ago after the city busted an illegal marijuana dispensary.But that’s when the real problems began.“Lots of police calls, criminal activities and police responses,” said Richardson Griswold, who was appointed as the receiver by a superior court judge on Friday.It came after the City of Lemon Grove had been granted a judgment against the owners of the property. The judgment required that the owners clean it up and properly secure it, but that was never completed.When the receiver arrived Friday afternoon, the Sheriff’s Department was called in to remove six people who had been living inside. One of them was found hiding in the attic. Four were taken into custody on existing warrants.Inside, Griswold said there was “heaps of trash, clothing, and no plumbing, so there was the smell of human feces and human urine.”He had already hired a crew to start clearing out the buildings and board up the access points. LEMON GROVE, Calif. (KGTV) - Supporters of a sales tax increase in Lemon Grove plan to gather signatures for the final time this weekend in hopes of qualifying a ballot measure that they say is needed to save the city from disincorporation.Facing gloomy revenue projections in a city with the lowest sales tax rate in the county, supporters want to put a three-quarter cent increase before voters on the March ballot.Without the hike, the city might be forced to dissolve into the county, which would take possession of city assets and likely sell City Hall, said councilman Jerry Jones."We've done all the cuts that we can do," he said. "We're in worse shape than we were 10 years ago."The city spends roughly 80 percent of its budget on public safety, leaving little for infrastructure and other programs like addressing homelessness, Jones said.The tax hike would generate 3 million dollars, raising the city's total sales tax revenue by 38 percent, he said.At the Grove Grinder restaurant, business owner Sharon Jones is skeptical of the doomsday scenario."I think it's just a scare tactic," she said.She thinks the city should help its business community grow, and says raising the sales tax might do just the opposite."There are more businesses closing down here in lemon grove. If they think they're getting the sales tax that comes from businesses, they're not going to get as much as they think they're going to get," she said.Councilman Jones was once opposed to a tax increase too, but now he say it's necessary."There are just no other alternatives if we want to stay a city," he said.Supporters have until September 30 to gather 1,489 signatures to qualify for the March 2020 ballot."We think we can" get enough signatures by the deadline, said Yadira Altamirano, one of the proponents of the Lemon Grove Tax Measure. "We need all of our neighbors and Lemon Grove registered voters to come sign the petition this weekend."Organizers will be collecting signatures in the Sprouts parking lot Saturday from 9 a.m. until 1 p.m. and Sunday from 3 p.m. to 7 p.m., she said.If the measure doesn't qualify for the March ballot, the council could step in and vote to put a measure on the November ballot, Councilman Jones said. 2239

(KGTV) -- Police and fire crews responded to the scene of several small brush fires in La Mesa Wednesday night.The fires broke out near several homes along Interstate 8 at Severin Drive near Briercrest Park.
