SAN DIEGO (KGTV) -- A car was found fully engulfed in flames on state Route 52 early Thursday morning, but authorities were unable to locate the driver.At around 4:20 a.m., California Highway Patrol officers were called to a vehicle fire on westbound SR-52, just east of Santo Road, in the Tierrasanta area.As flames raged, CHP officers broke a side window to check if anyone was inside, but no one was found.Firefighters were able to knock down the blaze in about 5 minutes.The cause of the fire is under investigation. 528

SAN DIEGO (KGTV) - A group of San Diego politicians presented a plan to White House officials Tuesday to finally address the flow of sewage from Mexico into U.S. waters.The centerpiece of the proposal is a 4 million treatment facility that would be able to process 163 million gallons of runoff a day.Local officials estimate the facility would be able to reduce the number days that sewage flows across the border from 138 to 12.“That’s 12 days more than it should be, but its certainly a lot better than the current situation is,” said San Diego Supervisor Greg Cox.He traveled to Washington for a meeting with White House officials on Tuesday, along with a delegation including San Diego Mayor Kevin Faulconer, Imperial Beach Mayor Serge Dedina and Port of San Diego Chairman Garry Bonelli. “We had a very good meeting,” reported Cox. “They were very impressed. The gentleman from the EPA, who’s in the best position to move the ball forward with us, said he’d never seen a more united effort coming from San Diego to deal with this problem.”Officials are looking at three potential funding sources. One would require Congress to pass a series of bills that would allocate .5 billion to the North American Development Bank (NADBank.)Money from NADBank can be used for the financing of infrastructure and water pollution projects on both sides of the border.A second option would also require an act of Congress, approving HR 4039 introduced by Rep. SAN DIEGO (KGTV) - A driver was killed and several teens were injured Tuesday night in a high-speed solo vehicle crash along State Route 905 in south San Diego.The crash happened on the westbound lanes near the Beyer Boulevard off-ramp about 9:15 p.m., according to the California Highway Patrol.The driver lost control of the dark-colored Chrysler 300, struck the center divide, and was ejected from the car. The victim was declared dead at the scene. It was initially reported that the driver, a 21-year-old male, was a teenager. Firefighters worked to extricate two passengers trapped in the rear passenger seats, according to the San Diego Fire-Rescue Department.The injured victims, three males and two females ranging in age between 15- to 21-years-old, were transported to UCSD and Scripps Mercy for their injuries. Their conditions are unknown at this time.CHP officers are investigating if drugs, alcohol, or distracted driving contributed to the crash.Investigators are asking anyone that witnessed the crash to contact the California Highway Patrol.The Beyer Boulevard on-ramp to the westbound state Route 905 was shut down until at least midnight, according to the CHP. 1191

SAN DIEGO (CNS) - Three thieves, one armed with a gun, assaulted a man Monday during a pre-dawn home-invasion robbery in a Bay Terraces-area neighborhood. The victim spotted the trio of burglars inside the house in the 7100 block of Terra Cotta Road about 3:30 a.m., according to San Diego police. One of the intruders pointed a gun at the man while demanding valuables along with his cohorts, Officer Frank Cali said. During the confrontation, at least one of the robbers hit the victim with an unidentified object. After gathering property from inside the residence, the thieves fled in a stolen maroon 2011 Toyota RAV4, California license No. 6UJW830. The victim described the burglars as teenage boys or young men in their late teens or early 20s, dressed in dark clothing. No serious injuries were reported. 820
