CARLSBAD, Calif. (KGTV) - The sister of an Orange County teenager whose pleas for help on Interstate 5 prompted 911 calls is explaining the family’s efforts to take the girl to rehab. California Highway Patrol officials said other drivers reported seeing the girl with her hands and feet tied Monday about 7 p.m. Officers pulled over the Toyota Corolla at south I-5 and Cannon Road in Carlsbad and found the girl restrained with tape over her mouth. The girl’s father told the CHP he and his 21-year-old daughter were driving the girl to a drug rehab facility in Mexico. The sister told 10News the girl was bound because her family didn’t want her to escape. The family was concerned the girl would end up dead. The sister also told 10News the teen wasn’t accepted into rehab in Orange County because she had escaped in the past. The family visited the clinic in Tijuana earlier this month to determine it was safe, the sister said. CHP public information officer Kevin Smale said the father and sister were arrested Monday but the district attorney’s office chose not to book them on kidnapping charges. (KGTV) - Instead of planning for a wedding, loved ones of a Camp Pendleton marine were holding a funeral this Memorial Day weekend.From the moment Kathleen Bourque met Conor McDowell off a dating app last summer in Washington D.C., it was electric."Insane, crazy, passionate ... He has a huge heart and always puts others before himself, and I was really drawn to that," said Kathleen.Four days later, the graduate of The Citadel asked her to move to San Diego as he reported for duty at Camp Pendleton. She said yes. During the cross-country trip, she wondered aloud, 'What are we doing?'""He said, 'Kathleen, trust is a choice ... We're both insane, but at least we're insane together, and give them something to talk about," said Kathleen.Together, they moved into an apartment in Cardiff and their love grew. Just before Conor, 24, left for a 10-day training maneuver earlier this month, he called his mother and told her the engagement ring made with grandma's diamond's was almost ready."He said,'When I return from maneuvers, I'm going to formally propose to Kathleen, I said that's so wonderful,'" said Susan Flanigan, Conor's mother. Hundreds of people waited in line Thursday evening for the Black Friday event at the Carlsbad Premium Outlets. Despite unfavorable conditions, many decided to shop because they did not want to break tradition. "We started doing it when I was in high school, and now I'm 26, so we've just gone every year with our mom," one woman told 10News. 10News crews got special access inside the new Adidas store during the sales event. Carlsbad Premium Outlet General Manager, Terri Mannes, said the retailer just finished their remodel, doubling in size just in time for the holiday shopping season. CARLSBAD (KGTV) -  A new airline will begin flying from Carlsbad's McClellan Airport, trying to give North County travelers an alternative to Lindbergh Field.California Pacific Airlines will take off for the first time on Friday, with a flight to San Jose. They also have flights planned for Reno, Sacramento, Las Vegas, and Phoenix/Mesa by the end of November. The airline already offers flights from Denver to several cities in South Dakota."We’ll be flying at least 15 flights a day in the next two months," says CEO Ted Vallas. "We're getting a great reception for it."Vallas says his airline will offer competitive rates, but travelers will save money in the long run because they won't have to first drive up to an hour to Lindbergh Field or pay to park.The airline hit a snag on its first morning, however, having to postpone its inaugural flight Thursday. A mechanical problem delayed the airplane in Denver.Vallas says that's not a sign of things to come, noting that his airline will have a fleet of 15 to 25 planes stationed at all cities it serves.McClellan Airport has had problems keeping commercial travel.
