BEIJING, June 12 (Xinhua) -- China's joint prevention and control tactic has been proved to be powerful, orderly and effective in fighting the spreading of A/H1N1 virus, said Vice-Premier Li Keqiang while he presided over a conference on the issue Friday.     The tactic has helped the nation win time and initiative in the efforts to deal with the epidemic, which has protected the people's health rights, reduced its impacts on economy and society in a maximal way, and provided favorable conditions for the country's development, said the official, who is also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau. Li conveyed the instructions of Hu Jintao, state president and general secretary of the CPC Central Committee, and Premier Wen Jiabao on the issue. He said the situation of the epidemic has been under control in the country. Chinese Vice-Premier Li Keqiang (C), who is also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, presides over a conference on China's joint prevention and control tactic of fighting the spreading of A/H1N1 virus, in Beijing, capital of China, June 12, 2009.    He called for seriously implementing the decisions and arrangement of the Party Central Committee and the State Council and adopting countermeasures that are compatible to China's realities.     "Persist on and improve preventive and controlling measures that have been proven effective and do a good job in the preventive and controlling work in a scientific, open and transparent way in accordance with law, so as to ensure people's health and normal production and life, and maintain social harmony and stability," he said.     The official praised the hard efforts and outstanding contribution made by Chinese quarantine officers and medical workers in the prevention and control of the epidemic. The patients found in China have mostly come from abroad and the majority of them are minor cases that have been cured in a relatively short time, he noted.     While the epidemic situation is developing outside of the country and the WHO has raised its flu alert to the highest level, the number of imported flu cases has increased relatively quickly over the past few days, according to the official.     China will try to minimize the number of locally transmitted cases, prevent the spreading of the virus in communities, increase the abilities of handling seriously ill patients, and speed up the pace of studying and producing the vaccine, in order to prepare for future changes of the epidemic, Li said.     Ma Kai, state councilor and secretary general of the State Council, attended the meeting.

BEIJING, June 5 (Xinhua) -- China will continue its massive elimination of backward industrial facilities in 2009 to save energy and cut pollution in its bid to address climate change, the government said Friday.     China aims to close down small coal-burning power stations with a total generating capacity of 15 million kilowatts, according to an action plan approved by a joint meeting of the national steering committee for responses to climate changes and the State Council steering committee for energy-saving and emission control Friday.     China will continue to eliminate obsolete capacity in key industries, including 10 million tonnes in iron-making industry, 6million tonnes in steel industry, and 50 million tonnes in cement industry, said the plan examined at the meeting presided by Premier Wen Jiabao.     The meeting decided to adopt more measures, including stricter energy efficiency and environmental assessments, to control the expansion of industries that consumed excessive energy and discharged pollutants. Chinese Premier Wen Jiabao (C) presides over a State Council meeting on Climate Change, Energy saving and Emission Reduction in Beijing, China, June 5, 2009. (Xinhua/Pang Xinglei)    The government also called for the promotion of recycling and the use of energy efficient products, including subsidizing purchases of energy-efficient air conditioners, refrigerators and lamps.     Central and local governments would further increase investment in energy efficient projects.     In 2009, such projects are expected to reduce energy consumption equal to 750 million tonnes of standard coal usage. New sewage treatment projects will treat 10 million cubic meters of waste water.     The government would also publicize local government efforts to reduce energy consumption, improve supervision and enhance cooperation with international agencies to develop alternative energies and low-carbon technologies.     The government has set a goal to reduce energy consumption per 10,000 yuan (1,464 U.S. dollars) of gross domestic product (GDP) by 20 percent from 2006 to 2010.     In the three years to 2008, energy consumption per unit of GDP fell 10.1 percent, according to the State Council. That means saving 300 million tonnes of standard coal and cutting carbon dioxide emissions by 750 million tonnes.     Emissions of sulfur dioxide in the same period fell 8.95 percent, and chemical oxygen demand (COD), a measure of water pollution, was down 6.61 percent.

BALI, Indonesia, May 3 (Xinhua) -- Details of a sizeable foreign currency reserve pool among the Association of Southeast Asian Nations, China, Japan and South Korea (ASEAN+3) were finalized here on Sunday, two years after the initiative was first introduced to combat emergent financial problems.     Finance ministers of the ASEAN+3 nations reached the agreement on all main components of regional reserve pool, known as Chiang Mai Initiative Multilateralization (CMIM), and it will be implemented before the end of this year.     The agreement on the CMIM includes "the individual country's contribution, borrowing accessibility, and the surveillance mechanism," said a statement issued after the finance ministers' meeting.     The total size of the CMIM is 120 billion U.S. dollars with the contribution portion between ASEAN and the Plus Three countries at20 percent versus 80 percent.     China and Japan will each contribute 38.4 billion U.S. dollars to the pool, while South Korea will contribute 19.2 billion dollars.     Among China's portion, Hong Kong Special Administrative Region will contribute 4.2 billion U.S. dollars. "We welcome Hong Kong, China, to participate in the CMIM," said the statement.     The CMIM is set up to "address short-term liquidity difficulties in the region and to supplement the existing international financial arrangements," the statement said.     The ministers agreed to establish an independent regional surveillance unit to monitor and analyze regional economies and support CMIM decision-making. As a start, there would be an advisory panel of experts to work closely with the Asian Development Bank (ADB) and the ASEAN Secretariat.     In the statement, the ministers also endorsed the establishment of the Credit Guarantee and Investment Mechanism (CGIM) as a trust fund of the ADB with an initial capital of 500 million U.S. dollars. It could be increased once the demand is fully met.     "It's a welcoming step in coping with the crisis, and an important step to the financial architecture of the region and it will infuse confidence to the market," said ADB Managing Director General Rajat Nag after the meeting, referring to the finalization of the CMIM.     Asked whether the CMIM is meant to replace the role International Monetary Fund plays in the region, he said the mechanism is only "good complement" to what IMF does.     "Gladly, we don't have the situation like in the U.S. or Europe but it's better to be prepared. Once there is a need, we are able to present our concerns and there is facility there," said Philippine Finance Secretary Margarito B. Teves." It is a helpful matter for the market."     "It's done, there would be no blocking stone toward the final implementation of reserve pool," said Thai finance minister Korn Chatikavanij.
