SAN DIEGO (KGTV) – As hospitals across San Diego prepare to distribute the COVID-19 vaccine to front line workers, questions have been raised about whether receiving the vaccine will be mandated for healthcare employees.“We will not make the vaccine mandatory. We do not make the normal flu vaccine mandatory. We do, however, require our staff to continue to wear masks throughout the entire flu season if they chose to not get the flu vaccine,” Palomar Health CEO Diane Hansen told ABC10 News. She said that Palomar Health’s policy will be no different with the COVID-19 vaccine.On Monday, ABC10 News spoke to hospital representatives at Sharp Healthcare, Scripps Health and Kaiser Permanente. They echoed Palomar Health's policy in that the COVID-19 vaccine will not be mandated but workers who decline to get it must wear PPE.San Diego employment attorney and legal analyst Dan Eaton told ABC10 News on Monday that hospitals can impose a mandate but so far that hasn't happened. “Employers generally have the legal right to mandate vaccination in the private workplace, subject to accommodations for medical conditions and religious objections, but there is a broader ethical question about whether they ought to mandate vaccination,” he said. He explained that the concern becomes whether mandating a resistant population creates a morale problem. “[The question is] whether, at the end of the day, you're acting in a nurturing fashion toward your employees if you mandate a vaccination that they don't want or they don't trust.”Eaton said it may be that at some point the state or federal legislature steps in in some form or fashion with respect to mandatory vaccination, but that's not the current case. 1718

SAN DIEGO (KGTV) -- Chula Vista city officials have placed the controversial statue of explorer Christopher Columbus in storage "out of public safety concerns."City spokeswoman Anne Steinberger said the bronze statue was removed early Friday morning from its platform at Discovery Park in the Rancho Del Rey neighborhood.The Columbus statue has been at the park on 700 Buena Vista Way for nearly three decades, but it has been a frequent target of vandals. Last Columbus Day, the statue was doused with red paint.The city had been hearing arguments for and against the removal of the statue with many people -- including local Native American tribes -- calling the sculpture a symbol of hate, theft of land, and genocide. The debate became heated Feb. 26 when representatives from both sides faced off in a Chula Vista Human Relations Commission meeting. The fiery session prompted Chula Vista police to respond.At the meeting, Chula Vista City Councilman John McCann, with members of the Knights of Columbus standing by his side, called for the statue to be left alone.VIDEO: San Diego man verbally attacked during woman's racist rantThe following night, the committee voted unanimously in favor of a proposal that includes the removal of the statue. The approved a resolution has been postponed due to the coronavirus pandemic."Due to restrictions related to coronavirus, there has not been an opportunity to hold a public forum for community dialogue," said Steinberger. "It is expected that the item will be brought forward for further public input and consideration."It's unclear how long the statue will remain in storage or if the city has decided it will remain there permanently. Lowe. "DSD employees will continue to work with customers to limit delays to project approvals and keep the city moving forward. We are quickly leveraging available technology to increase our options and continuously implementing new safety measures in response to this unprecedented global pandemic."Changes include revamping the residential inspection process by now allowing for photos to be submitted instead of in-person physical inspections for qualified residential project, granting all qualifying building permit applications and issued building permits an automatic 180-day extension, and establishing an unstaffed document drop-off area for customers to submit project files and documents in the first floor of the Development Services Center."We're still very grateful that we are able to send our crews out every day," said Borre Winckel, president and chief executive officer of the Building Industry Association of San Diego County.Winckel said there were some early hiccups with building inspections across the county, but things have smoothed out."We were promised they would send the inspectors out as long as the conditions were safe," he said. "So it was very important for us since we're an outdoor activity that we created this safe and healthy environment for our workforce and the inspectors."Winckel said right now building is a business and plans are getting reviewed, but he pointed to New York and Washington where some construction is either blocked or building is only approved for projects deemed essential.Winckel said in California some have asked the governor to stop in office reviewing of plans."If we don't go beyond current construction and can't be processing plans anymore, that would just create a disaster for us and housing in the future," he said. "So there's a bit of tension there."For now, the show goes on."Most of the people want to keep moving forward," Cantor said. SAN DIEGO (KGTV) — California public health officials say the Southern California region has run out of ICU bed capacity.The region, which includes San Diego and 10 other counties, hit 0% capacity, as the state reported 52,200 more coronavirus cases on Thursday. California officials say regional ICU capacity is calculated based on the total number of adult ICU beds minus neonatal and pediatric ICU beds. Adult ICU capacity includes staffed ICU beds and ICU surge beds.San Diego County said Thursday that it was currently at 16% ICU capacity after adding 2,604 new virus cases. There are 295 ICU cases in the county out of 1,186 hospitalizations. County health officials said there has been a 20% increase in ICU cases locally over the last seven days.The Southern California region was one of four regions under the 15% ICU capacity threshold for California's recent stay-at-home order:Bay Area: 13.1%Greater Sacramento Region: 11.3%Northern California: 25.8%San Joaquin Valley: 0.7%Southern California: 0.0%The Southern California region includes Imperial, Inyo, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties. 1182

  

SAN DIEGO (KGTV) — Border Patrol is gearing up for what they anticipate to be a busy summer of illegal border crossings. The agency showcased its tools and tactics Tuesday at a site near the former border wall prototypes. Five migrants suspected of crossing illegally were rescued by Border Patrol several miles east of where the demonstration was occurring in the Otay mountains. Border Patrol says a member of the group called 911 early Tuesday morning after they ran out of food and water. One of the people from the group had to be airlifted because of a leg injury. Customs and Border Protection says they detain 170 people a day trying to illegal cross the border in San Diego sector. CBP adds with more the secondary wall project being completed, people are crossing in more remote areas and putting themselves in more dangerous situations. “A lot of the people we’re encountering are surrendering themselves agents,” said Justin Castrejon with Border Patrol. Agents are certified through the state of California to respond in medical capacity similar to EMT’s. 1076
