SAN DIEGO (KGTV) — In a statement, the City of San Diego says it wasn't given enough time ahead of the July 4 weekend to close beach parking lots.Friday, California Office of Emergency Services sent a letter to city managers in the county asking them to close their beach parking lots ahead of the weekend. The letter was sent to officials in San Diego, Imperial Beach, Coronado, Del Mar, Solana Beach, Encinitas, Carlsbad, and Oceanside."At the time of writing, beaches under the jurisdiction of local governments within San Diego County are the only beaches without visitation restrictions throughout all of Southern California, and therefore are attracting thousands of residents from outside your coastal communities and creating significant potential for disease transmission, particularly in crowded restaurants, bars, retail, and hotels," the letter stated. "... To protect the public health of San Diegans and reduce the high potential transmission of this deadly disease in San Diego coastal businesses, we write to request that municipal governments do not open beach parking lots for the July 4th holiday weekend."RELATED: Crowds flock to San Diego beaches for Fourth of July weekendOceanside announced it would close beach parking lots on Thursday, while Carlsbad said late Friday that it would do the same. California also said Friday that state beach parking lots would be closed this weekend. Carlsbad said they were closing parking lots in anticipation of people traveling to San Diego for the weekend. Surrounding counties Los Angeles, Orange, Ventura, and Santa Barbara have closed beaches this weekend.City of San Diego Chief Operating Officer Kris Michell said in a statement to City News Service that San Diego wasn't given enough time to put a beach parking closure in place."The city of San Diego is closely following county guidance and working with health officials to encourage adherence to public health regulations," Michell said. "The request to regional coastal cities to close beach parking lots on the Fourth of July came last night just a few hours before the start of the holiday, leaving little time to enact, enforce or notify the public.RELATED: Carlsbad closes beach parking lots for holiday weekend"San Diego continues to require facial coverings and physical distancing at all locations, and this week voluntarily implemented restrictions on bars and restaurants to limit the spread of COVID-19," Michell said. "As we have since the beginning of the pandemic, we will continue to work with county and state health officials to protect public health and safety."Imperial Beach, Coronado, Del Mar, Solana Beach, and Encinitas officials said Saturday their beach parking lots remained open Saturday.Friday, several beaches were already seeing crowds for the holiday weekend. Many people claimed their spots early at Mission Beach and Oceanside.RELATED: Hotels, campgrounds have vacancies over holiday weekendWhile some were able to keep their distance from one another, many did not have on facial coverings when near other people, according to Rich Stropky, Marine Safety Lieutenant for San Diego lifeguards.“The majority of them are not wearing masks, I would say at this point in time,” said Stropky. “As far as the capacity for our beaches, what has limited capacity in the past is the ability to park. How far are people willing to park and still walk to the beach? Are they going to Uber in? Are they going to do drop-offs?”Law enforcement agencies have said they will focus on educations, rather than enforcement, of public health orders this weekend. 3604

SAN DIEGO (KGTV) -- In three weeks San Diego County will elect its next district attorney,  and in a recent poll a large number of voters indicated that they're still undecided. The results of our scientific 10News Union-Tribune poll shows the battle between Summer Stephan and challenger Genevieve Jones-Wright is wide open. If the election were held today, Summer Stephan would get 35 percent of the vote. Genevieve Jones-Wright would get 22 percent and 43 percent of those polled said they are undecided. "Those polls are consistent with what our campaign research shows," Jones-Wright told 10News. "We knew we were up against a political machine and it really is no surprise to me that she's up on the polls."Progressive candidate Jones-Wright says Stephan got a head start, by being appointed to the district attorney job when Bonnie Dumanis left. Jones-Wright said she thinks the poll shows her campaign is gaining steam.Stephan was encouraged by the poll numbers. "This is very encouraging, what you're telling me, because it shows that what we're doing is working," she told 10News. "That San Diegans are enjoying that we're one of the safest urban regions in the country and that they really prefer experience over an experiment."The poll shows that Stephan's voter base is republican, white and over the age of 35. It shows that Wright's voter base is younger, more racially mixed and primarily democratic. On Monday, Summer Stephan pulled out of a community forum, one which both she and Genevieve Jones-Wright accepted to face off. 1581

But according to Veterans United Home Loans, VA loans in California are surging, and they’re up 15 percent this year in San Diego.Navy veteran Robert Streets and his wife Corrie are part of that surge."There was a large cabinet that came out here, and we knocked that down," says Streets in his recently remodeled kitchen.The Streets are proud to show off their new home. After renting for years, they're first time home buyers as of July, purchasing a condo in the heart of North Park.RELATED: Making It in San Diego: Sailor gets proactive to find housing"I remember the first feeling that I got when we got our keys, and we got into the house, and I was like, 'Wow,'" adds Streets with a sense of relief. "I own this, and I can do whatever I want. I don't have to ask somebody if I can put a hole in the wall or hang a picture."While Millennials are struggling to buy in San Diego, Millennial Veterans are surging in home purchases, up 61 percent according to Veterans United with an average purchase price of almost 0,000. And for the Streets, it was made possible using a VA Loan. "They got all the paperwork together, all the legal stuff sorted out, and they actually made the condo VA qualified so that we were able to use our VA loan. Which wouldn't have ever been in here if it wasn't for that," says Corrie Streets.The Streets are far from alone. VA purchase loans in California are up 66 percent from 2013 to 2018."This is either the most financially advantageous path or, in some cases, it’s the only feasible path to homeownership," says Chris Birk.RELATED: Making it in San Diego: Millennials outpace Generation X in both total debt and long-term savingsBirk is Director of Education at Veterans United Home Loans. He says in some cases veterans and service members, if they qualify, can get a VA loan for no money down. The average 30-year rate for June was 4.2 percent, better than most conventional loans. "They don't have to build pristine credit,” adds “Birk. “And one of the biggest benefits is that so many veterans and service members aren't weighed down by student loan debt."And then there are vets like Wendell Stone. He and his wife Tessie rented for 30 years. That's when their daughter-in-law Aurora Perez, a realtor at Century 21, helped them understand they could qualify for a VA loan."They were able to purchase a home with my help in the Temecula area,” says Perez. "And then they were able to purchase another home in Oceanside and turn that into an investment property."Currently, there is a 0,000 cap on VA loans in San Diego County. SAN DIEGO (KGTV) - In celebration of Dr. Seuss's birthday, and as part of "America Reads," the United Way of San Diego is holding a week-long book drive across San Diego County."Reading to children is the utmost important thing a parent can do," says United Way CEO Nancy Sasaki.The United Way will accept book donations at their office, and also at any SDCCU branch location across the county. They're also teaming up with Warwick's Book Store in La Jolla for donations.The need is most significant among low-income families. The United Way says 61% of low-income families in San Diego don't have any books in their homes for kids. That puts them at a significant disadvantage."If a kid is not at a 3rd-grade reading level by the end of third grade, we know they're four times more likely not to graduate high school on time," says Sasaki. "And if they come from low-income communities, they're six times more likely to fall behind."Studies show that reading to children as few as three times each week helps promote vocabulary and reading proficiency."In many family settings where the parents are working 2 or 3 jobs, and they're crossing paths in the night, and they're barely able to get the food on the table, reading is not so easy to do," Sasaki says. SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. "For us, were totally on board with having multi family in a single-family zone, but we think it's going to run into a lot of neighborhood opposition." 1688
