DEL MAR, Calif. (KGTV) -- Another shark sighting in Del Mar prompted lifeguards to leave in place signs warning swimmers to enter the water at their own risk. According to lifeguards, the five-foot-long shark was spotted at 1 p.m. off 15th street as crews patrolled the area in a boat. Lifeguards say the advisory signs will be taken down in 24 hours unless any more sharks are spotted in the area. The sighting marks the fourth day in a row a shark has been spotted in the area. Research biologists say if a shark is under six feet, they are juveniles and eat smaller fish, posing no threat to people. “If I saw a sub-adult or anything over 6 feet, I would probably personally get out of the water,” Heidi Dewar, Research Biologist at the Southwest Fisheries Science Center said. DENVER, Colo. — Voters in Denver, Colorado, overwhelmingly voted to pass Ballot Measure 2J to lift the cities more than 30 years old ban on pit bulls.Ballot Measure 2J passed with 64.5% voting to lift the ban and 35.5% voting to keep the ban in place.Passing the measure will allow the city to grant a provisional permit to pit bull owners as long as the owner microchips the animal and complies with additional requirements set by Denver Animal Protection.Denver Council member Christopher Herndon led the charge, proposing the idea to lift the pit bull ban in January.Denver City Council voted 7-4 to repeal the ban in February, which would have replaced the law with what could be best described as a “probation” for pit bulls. However, Mayor Hancock vetoed the ordinance just days later, saying in a letter he could not support the legislation because it did not, "fully addresses the very real risk to a severe injury that can result from attacks from these particular dog breeds, especially should they happen to a child."The law banning pit bulls was put in place in 1989 after 20 people had been attacked by pit bulls in the previous five years.One was a 3-year old who died from the attack in 1986. Hancock argued in his letter to the council that less than 20% of all pets in Denver are currently licensed, which "raises significant questions about the effectiveness of this proposed new system."Proponents said breed-specific bans do not work and enforcing the ban has cost the City of Denver more than .8 million.Aurora, Lone Tree, Louisville, and Commerce City still have bans on pit bulls, though Castle Rock repealed their ban in 2018. DESCANSO, Calif. (KGTV) - Reports of a positive COVID-19 test at an East County Catholic church are raising concerns about possible exposure.The church is Our Lady of Light Catholic Church in Descanso. On a Facebook post, a board member of the Descanso Town Hall reported a positive case was just revealed to the church pastor by a parishioner. In a statement, a spokesperson for the Catholic Diocese of San Diego says the parishioner is a volunteer who helps prepare the altar for services. She wore a mask and maintained social distance.According to the post, "the person who tested positive was actively involved in all mass and church activities while having symptoms for a week so exposure is possible."The woman remains ill and is now in quarantine at home.The post goes on to explain that exposure was possible for anyone who went to mass in the past two weeks, which includes some 16 different services.It's unclear how many people that totals, but one parishioner tells ABC 10News pre-pandemic attendance for bigger masses numbered in the dozens.The apparent positive test comes amid coronavirus shutdown orders banning indoor church services in the county.The Diocese says the pastor, Father Enrique Fuentes, received a coronavirus test. Any outdoor masses won't take place until the result is known.According to the Diocese, the county has not yet contacted the church about the positive case, but the pastor decided to go ahead and close the church for deep cleaning and inform other volunteers she was in contact with. 1539

DEL MAR — The coronavirus eliminated the 2020 San Diego County fair, and racing season went on with no fans. Now, the state-owned fairgrounds has laid off more than half of its staff and has asked Sacramento for million in bailout money."They need a new vision for the future and they need it desperately to solve their financial problems," said Del Mar Councilman Dwight Worden.Worden said affordable housing is an ideal solution. The city wants to team up with the fairgrounds to build upwards of 51 affordable homes on the property. On Monday, the council could approve a formal memo to submit to the fairgrounds on its vision.As it stands, Del Mar has no affordable housing and as such faces steep state penalties - including fines, lawsuits, and even loss of development control."In a place like Del Mar, where the ground costs a million dollars an inch, anything where we have to buy land is immediately not affordable," Worden said.The idea to put housing has been talked about for years. Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter.The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029. Deputies arrested a Palm Beach County bookkeeper Saturday on accusations of stealing money from her employer to pay for a new vehicle.Erma Rios, 26, of suburban West Palm Beach, wrote and signed company checks to purchase a Land Rover from a dealership, according to a Palm Beach County Sheriff’s Office report.Rios’ boss reported more than ,000 missing from the bank account of his Palm Beach Gardens business in January 2017.Bank records show Rios, a bookkeeper at the business, allegedly wrote out two checks to a used car dealership in December 2016.The first check written out by Rios was a ,000 down payment addressed to the used car dealership for a 2011 Land Rover, an arrest report states. The second check was written out a few weeks later as a final payment to the car dealership for ,000.Deputies interviewing a car salesman report him saying he sold the vehicle to Rios. He said she wrote and signed the checks, and then presented them to his as payment, he said in the report.Court records show a warrant for Rios arrest was signed in April 2017.One year later, she was arrested and booked into the Palm Beach County Jail.
