MOSCOW, March 19 (Xinhua) -- Chinese and Russian officials and experts have expressed optimism on further expansion of Sino-Russian ties on the eve of a visit here by Chinese Vice-President Xi Jinping.A Chinese Foreign Ministry spokesman said Thursday that Xi’s visit to Russia would further promote bilateral cooperation.Xi was invited by Russian Prime Minister Vladimir Putin to attend the inauguration of the Year of Chinese Language, and the opening ceremony of the second round of dialogue between the Chinese and Russian ruling parties, Qin Gang said."The Year of Chinese Language will promote mutual understanding and friendship between the Chinese and Russian people, which would also enhance the two countries' cultural cooperation," he said.At a press conference for the upcoming Year of Chinese Language held here on Wednesday, Li Hui, Chinese ambassador to Russia, said the language year would be conducive to nurturing language talents and deepening the bilateral relationship."I hope that, through the Year of Chinese Language, Russian people, particularly the young people, will understand Chinese society and traditional culture,” he said.China held the Year of Russian Language in 2009 and, with this year's reciprocation in Russia, is an effort to further consolidate the bilateral strategic partnership of cooperation.Li said previously the Year of Chinese Language, with its many events, would write a new page in China-Russia ties and elevate bilateral relations to a new high.In a recent interview with Xinhua, Alexander Lukin, director of the Center for East Asia and Shanghai Cooperation Organization Studies at Moscow State University for International Relations, said Russia-China ties, which have been developing smoothly, are at their best in history.The current ties between Russia and China are entirely equal and are based on practical interests, Lukin said."The two countries have almost no contradictions. BEIJING, Jan. 25 (Xinhua) -- China named and shamed more than 10,000 workshops and selling groups in dust and poisonous material-related industries last year in a bid to fight against occupational diseases, according to the Ministry of Health (MOH).The figure was revealed at a national meeting on food safety and sanitation supervision here Monday amid an ongoing campaign on regulating workshops and selling companies in the fields of mining, quartzite processing, gem processing, stone processing, smelting and cement production among others.The campaign, starting in last August, was jointly launched by the State Administration of Work Safety, the Ministry of Health, the Ministry of Human Resources and Social Security and All-China Federation of Labor.Earlier this month, 152 workers at an electrical and lighting company in south China's Guangdong Province were found to have suspected mercury poisoning, showing symptoms such as headaches, hair loss, joint aches and shivers.According to the company, all six production lines of the workshop used liquid mercury, but some workers seldom took the trouble to wear a mask at work.Vice Health Minister Chen Xiaohong said at the meeting that the ministry is currently working with other departments to set up regular meetings at ministerial level on the prevention and control of occupational diseases.The MOH is also aiming to set up a network against occupational diseases at grassroot level while providing basic job-related health services for migrant workers, said Chen.

WASHINGTON, Jan. 23 (Xinhua) -- U.S. Secretary of State Hillary Clinton, in a recent bold speech here, criticized China's policies on Internet administration and insinuated that China restricts Internet freedom.Clinton's statement, which were inconsistent with the facts, is clearly yet another example of the double standards that the United States applies.As is widely recognized, freedom is always relative, and such is also the case with Internet freedom. Through years of development, the Internet has been closely connected with people, bringing both convenience and threats. The threats include Internet-based crimes and pornography.It is common practice for countries, including the United States, to take necessary measures to administer the Internet according to their own laws and regulations.The Internet is also restricted in the United States when it comes to information concerning terrorism, porn, racial discrimination and other threats to society.Shortly after the Sept. 11, 2001 terrorist attacks, the U.S. Congress approved the Patriot Act to grant its security agencies the right to search telephone and e-mail communications in the name of anti-terrorism. The move aroused a great deal of controversy far and wide.U.S. authorities have also taken measures, such as installing supervision software and imposing grave punishments, to curb Internet child porn, a serious crime in the country.The United States often gossips about other countries' policies on administering the Internet, but at the same time it takes similar measures to minimize the spread of illegal information. No responsible country takes a laissez-faire attitude towards the use of the Internet.It is an operational norm observable by all foreign-funded enterprises to respect and comply with laws and regulations as well as public interests and the cultural tradition of the host country.Noting that most countries exert some sort of control over information,Microsoft Chief Executive Steve Ballmer said Friday his company must comply with the laws and customs of any country where it does business.The U.S. move to make Internet freedom an issue just indicates its continued application of double standards. People just wish that the United States will respect facts and treat others equally. It is not acceptable for someone to assume for themselves the high moral ground and arbitrarily make baseless charges against others.
