Some of them say - it's likely a lack of light that emboldens criminals. Wednesday, those neighbors brought the issue up with at a Pacific Beach Planning Group meeting, and offered a unique solution.  "Quality of life crimes are going up."Marcella Teran would know. She's lived here in the area for 30 years."We live by the Pacific Beach library, and there's so much crime over there and drug dealing," she said. "I just didn't feel safe at all."A few houses down, up in a tree above the sidewalk, Teran's neighbor took matters into his own hands."They're LED, solar powered, and it's super bright," she said, pointing out the lights her neighbor put up in front of his home. The best part is, they aren't expensive. SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year.From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher.The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. That sparked a debate over how much money should go towards transit vs. road construction.Fletcher says any money spent on transit also benefits drivers."Every person who chooses transit is one less car driving," he says. "The individual who says, 'I'm always gonna drive,' should support transit because that means less congestion. Less congestion means less toxic pollution and less greenhouse gas emissions. So it's a win for everybody whether you use transit or drive your car."To raise money for more expansion, MTS is looking into a ballot measure for the November 2020 election that would add a half-cent sales tax. 2046

SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed.
