SAN DIEGO (KGTV) -- California health officials released new guidelines for indoor and outdoor youth sports, whether it is school-related, community sponsored, or club sports.The new guidance from the state’s Department of Public Health also applies to recreational adult sports.According to the state, inter-team competitions will not be allowed until Jan. 25, 2021, at the earliest. State officials will revisit this plan during the first week of January to see if any changes need to be made.Players and teams are allowed to practice, but health and safety measures -- such as social distancing -- must be in place.In the new guidelines, sports are categorized by indoor or outdoor, and then they are classified under three categories: low-contact, moderate-contact, and high-contact. The sports are then grouped based on risk tier.For San Diego County, which is in the state’s purple tier as of Dec. 15, only outdoor low-contact sports -- which includes golf, tennis, and swimming -- are allowed to compete.Once the county reaches the red tier, sports like baseball, softball, and cheerleading will be able to compete.Sports such as basketball, football, soccer, and volleyball would not be allowed to compete until San Diego County is in the state’s orange tier.The state’s new guidance comes months after children, parents, and coaches held rallies and voiced their frustrations about not being able to play.Because of the state’s rules, many teams -- specifically baseball and soccer -- have traveled to states like Arizona to play competitively because of less strict rules.Under California’s new guidance, teams can only compete against teams from the same county, and they cannot compete outside of the state.Click here to view the state's complete guidelines 1777

SAN DIEGO (KGTV) — Caltrans is starting a yearlong pilot program in San Diego to reduce wrong-way driving.The agency has installed markings at 30 locations that include red arrows and "DO NOT ENTER" written across the pavement that are only legible when driving in the wrong direction onto freeway ramps.The markings will stay up until the end of the year, according to Caltrans.The agency says that a previous three-year pilot program helped reduce wrong-way driving by 44% in San Diego. The program utilized special reflectors, sensors, and illuminated signs in early 2018.Now, those specialized reflectors have been installed on hundreds of miles of highways, according to Caltrans."The number of wrong-way drivers decreased significantly during the initial pilot program," said Caltrans Director Toks Omishakin. "The addition of these markings, along with what we have learned thus far, will go a long way as we continue to study ways to deter wrong-way drivers."While wrong-way crashes only account for less than 1% of all crashes on California's highways, they are often among the deadliest, Caltrans said."We are constantly looking for ways to improve safety on the transportation system," said Caltrans (San Diego area) District 11 Director Gustavo Dallarda. SAN DIEGO (KGTV) — California officials said Friday that a technical glitch caused data on hundreds of thousands of COVID-19 tests to go unreported.Despite the inaccurate data, officials say they are still seeing a trend showing a decrease in case rates. Hospitalization and death data, however, is collected differently and unaffected by the glitch.According to the state, the data system they use failed and that led to inaccurate case numbers and case positivity rates. That failure prevented counties from having some of the data they need to monitor and respond to the virus in local communities, like contact tracing.The state says that about two weeks ago, a server outage created a delay in lab records coming into the reporting system. At the same time, they realized they weren't getting data from one of the largest commercial reporting labs for about five days.California Department of Health and Human Services Secretary Dr. Mark Ghaly says the issues have been fixed."We expect that over the next 24 to 48 hours that the backlog that's between 250,000 to 300,000 cases will be resolved, giving us a better sense of the number of tests that were delayed," Ghaly told reporters on Friday. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."The state says the system was not built for the volume of data it's receiving. It's putting new systems in place and has created a backup system to double-check the data and reports.California's County Monitoring Watch List was paused last week so that the glitch does not play a role in decision making about county statuses.Gov. SAN DIEGO (KGTV) — Cat Kom spent Tuesday morning leading Studio Sweat’s spin and sculpt fusion class, a half-hour of spin, and a half-hour of strength.“It is hard but it feels so good,” Kom said after the session.The other thing adding to her jubilance: the fact that she could finally open her boutique gym's new location in Rancho Bernardo.She said it seems like a long time coming.Kom’s outlook was a lot different when she first spoke to 10News in April in the midst of the coronavirus shut down.She couldn't open her new gym, was still paying rent for the old 4S Ranch location, and, like many small business owners, was shut out from a federal stimulus Paycheck Protection Program loan.“We didn't lay a single person off,” she said at the time. “That was our plan and that's what we hoped to do. Now we're kind of going, oh my gosh I might have to lay people off.”Fast forward to Tuesday. SAN DIEGO (KGTV) — As the U.S. prepares for the possibility of a coronavirus vaccine, San Diego County public health officials detailed what groups will see the vaccine first.San Diego County Public Health Officer Dr. Wilma Wooten said the state anticipates receiving 327,000 doses in mid-December, with about 28,000 doses heading to San Diego County.According to the CDC's Advisory Committee on Immunization Practices, the phases for vaccine distribution will follow:Phase 1A: Healthcare personnel, nursing home residents, nursing home employeesPhase 1B: People with underlying medical conditionsPhase 2: Teachers, school staff, child care workers, food supply chain workers; Critical workers in industries essential to the function of society; People in and staff working at correctional facilities; All older adults not in Phase 1Phase 3: Children and young adults 30 and younger, critical workers not in Phase 1 or 2Phase 4: Everyone else living in the U.S.Wooten added that the county's first round of vaccines will have to go toward Phase 1A, and that there are well over 28,000 people in the first phase alone."It's not just doctors and nurses, it's other healthcare personnel that might take food to individuals in their room that would have COVID-19 or maintenance or janitors," Wooten said of the Phase 1A group on Wednesday. "So those are at the top of the list, acute healthcare facilities. Again, it is going to be very challenging. We are working out the numbers and working out the process now. But the good news is that the first shipment isn't going to be our last shipment."Wooten said that the second round of vaccine distribution will likely be within three weeks after the first round.
