(KGTV) - A strip mall that had fallen into disrepair and attracted squatters has been placed into receivership, according to the San Diego Sheriff’s Department.Located on the 7400 Block of Broadway, the property consisted of several buildings that had closed about a year ago after the city busted an illegal marijuana dispensary.But that’s when the real problems began.“Lots of police calls, criminal activities and police responses,” said Richardson Griswold, who was appointed as the receiver by a superior court judge on Friday.It came after the City of Lemon Grove had been granted a judgment against the owners of the property. The judgment required that the owners clean it up and properly secure it, but that was never completed.When the receiver arrived Friday afternoon, the Sheriff’s Department was called in to remove six people who had been living inside. One of them was found hiding in the attic. Four were taken into custody on existing warrants.Inside, Griswold said there was “heaps of trash, clothing, and no plumbing, so there was the smell of human feces and human urine.”He had already hired a crew to start clearing out the buildings and board up the access points. (KGTV) - One of the witnesses to Sunday's fatal drive-by shooting in La Jolla happened to be a trauma expert."I did see people at that point running all over the place," neighbor Michelle Carcel said. Steps from the crime scene, Carcel recounted what she saw hours prior. One woman was killed, and three men were shot on a sleepy street in La Jolla. San Diego Police said all victims were outside a house party on Draper Avenue when the shooting happened. So to have this occur is completely out of the ordinary," Carcel said. The scene was so foreign to neighbors in this area but all too familiar for Carcel. As a clinical psychologist, Dr. Carcel often deals with and speaks about gun violence and trauma. "I've talked about Parkland shooting. I've talked about the Orlando shooting. And to have it happen here, to have it happen here so close to home, is still so jarring and so rattling and really brings the message that it can happen anywhere," Dr. Carcel said. Carcel now wears both the witness hat and the clinical psychologist hat. She is giving advice to everyone involved. "This is going to have acute side effects," Dr. Carcel said. "You're going to have post-traumatic stress that could occur within a period of time. Just monitoring and making sure that they are getting the counseling and support that they need."She hopes for the end of senseless shootings, even if it means she may be out of a job. "Our children are dying," Dr. Carcel said. "Innocent people are dying, I don't know what the solution is, but I hope we come together as a community to figure it out."Dr. Carcel said she will conduct a trauma healing circle for her neighbors at a later time. 1900

  

LAS VEGAS — Neighbors in the southwest part of Las Vegas are fed up over the wild scenes playing out in their area which have included flame throwers, rocket launchers, strippers and buses full of people as the Strip's night and day clubs remain closed.For weeks, Las Vegas police have been dealing with a sharp rise in complaints regarding "party houses," some of which have been the scenes for shootings and murders.Neighbors near one home on Sunset Road and Jones Boulevard say they are living next to a nightmare."It's a party going madhouse out here," Tony Grant said.Grant and his wife Nanette, who is battling breast cancer, say the for past six months, people have been arriving to their neighborhood by bus, car and rideshares.Videos shows dozens, if not hundreds, of people at the home, which at times includes laser light shows, loud music and nearly-naked women.Online, the venue is billed as a day and nightclub available for gatherings and parties for ,500 a day."There's fire-based entertainment, including flamethrowers, and rocket launchers that are being set off within obviously 10- to 15-feet of 50-foot pine trees and homes," Hadas Grant said.Online records show Las Vegas police have taken more than a half dozen reports for "disturbing the peace" in the 5800 block of Patrick Lane since April 2020.Records obtained by Clark County show authorities have placed administrative actions on the home, and fines have totaled 0.The Grants say the gatherings have continued."On the day the citation was placed on the door, that Tuesday night was one of the largest gatherings or events that they've ever had, they're laughing in the face of code enforcement," Tony Grant said.Interview requests to the group promoting the gatherings were not returned. But the home and the California-based owner are all over the county's radar with an active investigation, according to authorities."The girls that we see walking in and out, a lot of them are dressed in a G string and a top," Nanette Grant said.The Grants are fed up and fear it may only be a matter of time before one of the parties get really out of control, and someone gets hurt.Las Vegas police recently announced that at least 15 shootings and three other homicides at short-term rentals have occurred during recent months.This story was originally published by Joe Bartels on KTNV in Las Vegas. 2381

  

Less than a month after the Trump administration weakened Obamacare's contraceptive mandate, the University of Notre Dame announced it will stop covering birth control for students, faculty and staff.The Catholic institution, which had long battled the Obama administration over the mandate, will end coverage of contraceptives for employees after Dec. 31. Students, whose insurance follows the academic calendar, will lose the benefits after Aug. 14."The University of Notre Dame honors the moral teachings of the Catholic Church," the University Health Services director wrote to students in an email last week. "To comply with federal law, Aetna Student Health has provided coverage, separate from University coverage, for additional women's health products or procedures that the University objects to based on its religious beliefs."Under Obamacare, insurance plans had to cover contraception for women without charging a co-pay. Over 55 million American women have had access to birth control coverage with zero out-of-pocket costs, according to the National Women's Law Center.Related: Trump administration deals major blow to Obamacare birth control mandateA fairly limited number of employers -- mainly churches and some other religious entities -- could get an exemption to the mandate. Some other employers, such as religious-based universities or hospitals, could seek accommodations so that they didn't have to provide coverage, but their workers could still obtain contraceptives paid for by the insurer or the employer's plan administrator. Notre Dame's students and workers received coverage this way.The Trump administration, however, issued new rules last month that would let a broad range of employers stop offering contraceptive coverage through their health insurance plans if they have a "sincerely held religious or moral objection."Notre Dame is one of the first employers to take advantage of the increased leeway. Its president, Rev. John Jenkins, applauded the administration's decision last month, saying "no one should be forced to choose between living out his or her faith and complying with the law."The university had filed lawsuits seeking relief from the contraceptive mandate in 2012 and then again 2013.The tables have now turned, with the American Civil Liberties Union filing a lawsuit against the Trump administration last month that challenges the new rules. One of its clients, Kate Rochat, is a law student at Notre Dame."While not surprising, Notre Dame's move to block access to affordable contraceptive coverage is deeply disappointing," said ACLU Staff Attorney Brigitte Amiri. "We have already taken legal action against the Trump Administration because our client Kate Rochat and the thousands of other women affected by this decision should not have their access to basic health care services denied simply because of where they work or go to school."Some Notre Dame students are also protesting the university's decision. The Graduate Workers Collective of Notre Dame, an independent group of graduate students, held a rally last month and just started circulating an online petition demanding the administration re-examine the move."The health of people at Notre Dame who can become pregnant, especially those who are low-income, will be jeopardized by obstructed access to reproductive care," the petition reads. "Meanwhile, University representatives are citing religious liberty as the rationale for a policy which is in fact discriminatory. The University's position is philosophically incoherent and morally untenable."Kate Bermingham, who is pursuing her PhD in political science at Notre Dame, said she depends on the free coverage for birth control pills and contraceptive counseling. The graduate student stipend is only ,000 a year, she noted."We shouldn't be materially disadvantaged because we have women's bodies," said Bermingham, 28, who chose Notre Dame because of its strong political theory program. 4016
