SAN DIEGO (KGTV) — Video posted to social media went viral this week, reportedly showing San Diego Police officers' violent arrest a 20-year-old man.Trenelle Cannon was arrested on warrants in Chula Vista Tuesday at about 6 p.m., according to his mother. He was booked into jail and charged with carrying a loaded firearm in a public place, robbery, and identity theft, according to SDPD, however more charges may be filed.The video shows several officers above Cannon as he is being arrested. One officer can be seen making a repeated punching motion. Cannon's girlfriend, Shakira Smith, was in the car with him and other friends at the time of the arrest and captured the video."A 12 second video of this arrest was shared on social media without any context or details provided," police said in a news release. Video released later in the day by police shows a man tackling a police officer before more officers get involved. SDPD held a press conference to address the video:Undercover officers had been conducting surveillance of Cannon in the area of 600 E St. in Chula Vista when they requested uniform officers to arrest him, SDPD Chief David Nisleit said during a press conference. Nisleit says Cannon then fled from officers, forcing police to give chase. At some point during the chase, a weapon was recovered where a witness last saw Cannon. Nisleit said Cannon was located once again in the area of 1100 4th Ave., where he got into a car with four others. The vehicle then proceeded to get onto Interstate 5, where officers conducted a traffic stop.During the traffic stop, Nisleit said Cannon tackled an officer to the ground, prompting multiple officers to assist in an arrest. Nisleit said officers feared Cannon had another weapon and used a "combination of physical force and distraction strikes" to restrain him."This is a very important key to note, once restrained and no longer a threat to officers no additional force was used on Cannon," Nisleit said.The family of Cannon held a press conference in response to the incident:Smith, as well as Cannon’s mother spoke at a news conference Thursday afternoon. Smith said she and Cannon were in a car with several friends when they were pulled over. She claims Cannon was pulled out of the car before being thrown to the ground. She then says officers piled on top of him. Smith made no mention of what happened before the couple got into the car, when police say Cannon led them on a chase, allegedly dropping a gun along the way.After screaming at police, Smith says she started recording the arrest. As she was recording, Smith says police told her: “put your phone away, you can’t do that.”The family and others said they wouldn't answer any questions following the news conference. Nisleit said Cannon and the officers involved were not injured, aside from slight abrasions. Internal Affairs detectives was notified of the arrest and will evaluate officers' use of force and whether they followed policy. SAN DIEGO (KGTV) - When school started last week at Dailard Elementary in San Carlos, the father of a second grade student noticed several large spiders and egg sacks in the area where kids hang their backpacks. He took several photos documenting the issue. When he reached out to 10News about a week later, he said he had already spoken to a teacher, custodian, and the principal about the issue but was told a work order would need to be put in to get pest control to the school. The same parent said the spiders appeared to be brown widows, which are venomous and a bite from one requires medical attention. A San Diego Unified School District spokesperson confirmed that a pest control team was sent to the school Thursday to get rid of the spiders and eggs. They also confirmed that the spiders were indeed brown widows, very common in the San Diego area. Despite the concerns, there were no reports of any children ever being bitten. 952

SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. He says studies have shown that leaves minority groups without a voice.In an interview with 10News, he pointed out examples, including a claim that Hispanic voters did not have enough representation in Encintas, and a claim that voters in the southern portion of Poway have disproportionally less power than those in other parts of Poway."District elections are just a more fair system," Shenkman says. 1974

SAN DIEGO (KGTV) - Only recently identified through DNA testing, Marine Sgt. Millard Odom was laid to rest Tuesday at Miramar National Cemetery.Tuesday was the 75th anniversary of Odom's being killed in action during World War II in the battle for the Pacific Island of Tarawa.Sgt. Odom had been buried in Hawaii for 69 years with no name on his marker.  Now his loved ones are able to pay tribute.His niece, Pollyanna Brown, spoke at the service."Even after 75 years our family is one of the lucky ones that have the privilege and honor to bury our lost loved one," said Brown.Several other veterans, including the Patriot Guard Riders, attended the service. 687
