SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert. The concept is also gaining steam elsewhere in the country, with Maine moving to ranked choice for statewide elections."There's a reason why people are looking at doing it this way," Kersey said. SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico.At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. SAN DIEGO (KGTV) - The local protester who appeared in a controversial video getting taken away in an unmarked San Diego Police van is now speaking out, as police conduct an internal investigation.“No one should feel fear from the people that are supposed to serve and protect us,” Shayla Piccini told 10News on Monday as she shared the story of her arrest from last Thursday on Park Boulevard.The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot.“You see both of her legs kind of go up in the air because she's going [into the van] head first. That’s way too much force needed for this 20-year-old lady here,” said attorney Dante Pride.“That whole ride, I was asking several questions like, ‘Who are you? Where are you taking me?’ I was getting stares and no answers,” said Piccini.Piccini said she spent the day at a protest in Downtown San Diego. After several hours, the group was walking back to their car when she saw several police motorcycles driving past them. At that moment, she held up her cardboard sign.San Diego police say detectives witnessed her step off the sidewalk and swing the sign at a passing motorcycle officer, which she denied.In the foreground of the video, you can see men in what look to be marked police vests. But the people who handcuffed and detained Piccini in an unmarked van, are in plain clothes.One man wearing military-style tactical gear can be heard in the video saying, "You follow us, you will get shot. You understand me?"Piccini's cousin Brandi Matthews said she thought he was talking to her. “When he said the words, ‘I'll shoot you,’ I automatically just dropped to my knees to demonstrate that I'm not trying to hurt anybody...I just want to know where they're taking my cousin,” she added.According to San Diego Police, the statement about shooting those attempting to follow was made by a SWAT officer who had a pepper ball device. SDPD also told 10News that his comment was a valid announcement of use of force.Police said due to the large crowd still in the area, and the detectives felt the need to leave immediately.Piccini spent the night in jail on suspicion of assault on an officer. SAN DIEGO (KGTV) — The County Board of Supervisors voted Tuesday to send a letter to Gov. Gavin Newsom requesting they be allowed to reopen the local economy.The board voted 4-1, with Supervisor Nathan Fletcher voting "no," to take further steps into reopening amid the coronavirus pandemic. The letter requests San Diego County be permitted to reopen gyms, hotels, nail salons, wineries and breweries, churches at full capacity, theme parks, youth sports, charter and fishing boats, community pools, and museums, Supervisor Jim Desmond tweeted.Following the vote, Desmond said in a statement that it will be up to Newsom, but that most of the board believes the county is ready.RELATED: Passive recreation activities now allowed at San Diego County beaches"Just now, the Board approved a plan telling the Governor we are ready to open for business. SAN DIEGO (KGTV) - The first of its kind "Pass the Torch" ceremony Saturday honored veterans and the 77th anniversary of the Battle of Midway, aboard the USS Midway.The ceremony acknowledged as time goes on, less veterans are able to tell their stories. This was the opportunity to share those incredible moments from the battle that turned the tide in WWII.Doctor Charles Monroe served during the battle and said this was the most challenging moment he faced, "One Jap Zero was above, I looked back and looked up and pulled my gun up to try and shoot him and the turret stopped working and the gun stopped working, so I prayed. I wasn't a Christian, but I prayed and said ,'Lord get me out of this mess and I'll go to church,' and I kept my word."Monroe was paired with Paige Dominguez, 26, who is enlisting as a hospital corpsman. She told 10News she felt goosebumps as she heard the harrowing tales from heroes who passed away.When the moment came to say the oath, she felt like everything fell away, "it felt like we got to have that little moment to share and it was just us and I thought that was really an incredible opportunity."An opportunity Monroe hopes will last a lifetime, ensuring his sense of duty is passed on, "realize that the Navy has has a great part in the defense of our nation.""I think it's extremely important just like learning about 9/11, and learning about WWI and WWII, all of that because we wouldn't be where we are today if we didn't acknowledge what has gotten up here," Dominguez said.Paige will start boot camp August 12th. 1567
