BEIJING, Feb. 11 (Xinhua) -- China's Education Ministry has required educational institutions to rein in the practice of charging extra fees from kindergarten students, as it moves to bring under control the excessively high costs of preschool education.

"In order to ensure effective law enforcement during the procuratorial stage, the Supreme People's Procuratorate will map out new rules and modify current explanatory documents to accompany the newly revised law," said a statement released Thursday after a meeting of the SPP.

Yang said the foreign ministers agreed that the SCO should continue to deepen relations with its observers and dialogue partners, as well as friendly organizations like the United Nations (UN).

Illegal charging of bidding fees or manipulating bidding would be met with severe punishment, it added.

"Inadequate supervision has also contributed to boosting interest for private loans. In some areas, the loans were associated with gambling and organized crime groups, resulting in incidents of violence," the report said.
