SAN DIEGO (KGTV) -- A developer is proposing to build 1,200 housing units over the now-shuttered Carmel Mountain Ranch Country Club golf course.New Urban West is planning what's called "The Trails at Carmel Mountain Ranch." The plans, submitted to the city, call for 1,200 multifamily homes - a mix of for sale, and for rent - plus 111-acres of open space, including six miles of trails. The 164-acre project would make 10 percent of its rental units available for low-income households at 65 percent of the median income. "The plan features affordable and market rate housing for young families, working professionals, and seniors in very close proximity to thousands of jobs and a major transit center," said a statement from Jonathan Frankel, a vice president at New Urban West.Carmel Mountain Ranch golf course closed in 2018, amid a series of golf courses shutting down due to skyrocketing water rates. The course has since been fenced off, and is dominated by weeds and overgrowth. Now, a group of residents called Carmel Mountain United is raising concerns over the development in the golf-centric neighborhood. The neighborhood has several golf-cart crossing warning signs and its streets are named after famous courses.Troy Daum, who heads the group, says many people bought in the neighborhood because of the golf course. Now, his group is raising concerns that the development could increase traffic and make it more difficult to evacuate quickly in the event of a wildfire. Daum said New Urban West has ignored those calls and should instead focus on redeveloping area retail centers into mixed-use housing. "I don't think there's compromise with 1,200 homes," Daum said. "There's just not room in the community to handle that."Frankel says the project comes after neighborhood workshops and online surveys. A release from New Urban West notes upwards of 1,600 units could have been built on the property. SAN DIEGO (KGTV) -- A compromise in San Diego’s short-term rental debate may help the city get answers.In a news conference, San Diego City Councilmember Jennifer Campbell announced a compromise between “United Here,” which represents more than 6,000 local hotel, gaming, and hospitality workers, and Expedia Group, which is the parent company for short-term rental brands.Both sides have agreed on rules that Campbell said could help regulate the short-term rental industry -- by providing a balance between the hospitality industry and preserving the right of homeowners to use their property to help make ends meet.Under this agreement, it would cap the number of short-term rental permits that were granted and also establish a 2-night minimum stay.In turn, residents will be allowed to home share and those who rent out their homes part time -- usually during big events like Comic-Con, Pride, or December Nights -- wouldn’t have to pay the full permit costs.There will also be strict enforcement of the Good Neighbor Policy, which would include fines for those who violate it and possibly having permits revoked for repeat violations.This plan will be sent to the full council for further review. 1210

SAN DIEGO (KGTV) -- A driver apparently lost control of his SUV and crash landed on the roof of a University City home early Tuesday morning.The crash happened at around 1:15 a.m. in the 3000 block of Pennant Way, according to San Diego police.Bill Crane told ABC 10News that after he heard a loud crash, he came out of his home and saw the male driver in his yard and the Jeep Cherokee Laredo on top of his next-door neighbor’s house."I was asleep at the time and I heard this crash, and I came out and I looked around and saw a guy kind of wandering near behind me, by what's left of the tree, and he was just kind of stumbling and I couldn't figure out what the hell that was. Because you usually don't think of a car being on someone's roof. So, when I finally figured that out, I went in to get my phone, and came back out and called 911, and he was gone,” Crane said.Crane called 911 to report the crash, and he then called the woman who lives in the house. However, Crane said the woman initially didn’t believe her.Crane added, "I called her twice and she said, 'What, a car on my roof? I'm not going out there, I can't believe that.’ It is pretty unbelievable.”ABC 10News learned the woman was asleep at the time and never heard the crash. She believes the SUV was coming down Pennant Way, somehow veered on a resident’s front lawn and launched onto her garage.A towing service used a crane to remove the Jeep from the roof of the home’s garage.There is no word on how much damage the home sustained, but inspectors said the house was structurally sound despite the wreck.No one was hurt in the crash.As of late Tuesday morning, police have not tracked down the SUV's driver. 1692
