(KGTV) --There is another effort to tackle our housing problems in California in the form of Proposition 21.Prop. 21, also known as the Rental Affordability Act, would allow local governments to have more authority over rent control on residential properties over 15 years old.It would exempt individuals who own two homes or less from new rent-control policies.Kimberly Ellis has been renting her current Santee apartment for three years. With rent—plus bills and food—she said everything “is just so expensive.”With her husband facing medical issues and her rent increasing every year, she said rent control is needed. “I live on a budget. It’s hard when the rent goes up,” Ellis said.A television ad for Yes on 21 is sponsored by the AIDS Healthcare Foundation. The organization has committed major funding to the cause.Pt. Loma Nazarene University’s Chief Economist Lynn Reaser said the advertisement “doesn’t even tell us what Proposition 21 even does.”She clarified it for voters.“It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said. In October, Moore had a world premiere of a piece she created for the NY Philharmonic. It was the music she composed.Moore is a participant of the New York Philharmonic’s Very Young Composers program— a program that teaches people as young as eight to create music, they have the some of best musicians in the world perform it.Moore’s talent is extraordinary.Her love of music started at the age of two when her mom bought her a piano. A 12-year-old Chinese girl who went missing from a tour group at an airport outside Washington D.C. — sparking an investigation into a possible kidnapping — was located Friday in the New York City borough of Queens, safe and in the custody of her parents, the Metro Washington Airport Authority Police said.---EARLIER STORY: A search is underway for a 12-year-old girl who was allegedly abducted from Ronald Reagan Washington National Airport in Arlington, Virginia, while visiting the United States from China.An Amber Alert has been issued for Ma Jingjing, who was reported missing from her tour group on Thursday morning. Authorities are looking into whether Jingjing knew the couple with whom she left.Jingjing, who is 4 feet, 11 inches tall and weighs 90 pounds, was last seen with her tour group at about 8:15 a.m. on Thursday.She is believed to have left the airport "without force" with an unknown woman, Metropolitan Washington Airports Authority Police Chief David Huchler said late Thursday. Jingjing was in possession of her passport at the time.Airport surveillance video shows the woman helping the girl put on some clothing, and when they left together, the 12-year-old was wearing a white T-shirt, blue jeans and a black jacket.Huchler said Jingjing and the woman got into a white, late-model Infinity QX60 with unknown New York tags. The vehicle was being driven by an unknown man. The woman is described as 5 feet, 2 inches to 5 feet, 5 inches tall, weighing about 130 pounds and with dark hair.Huchler said at a news conference Friday that authorities are investigating whether Jingjing and the woman know each other."The child appears to have left without any force," Huchler said. "She entered the vehicle without any force but that does not release any of our concerns."Authorities also are looking into whether Jingjing had previous contact with the man and woman. (KGTV/AP) - California Attorney General Xavier Becerra filed a lawsuit Tuesday against the Trump administration over a decision to include a citizenship question on the upcoming U.S. Census.On Monday, the U.S. Commerce Department announced the reinstatement of the citizenship status question for the 2020 census. The question has not been a part of the census since World War II.Commerce Department officials said adding the question will help the Justice Department enforce the Voting Rights Act, which protects minority voting rights. It said that between 1820 and 1950, almost every decennial census asked a question on citizenship in some form.“Secretary [Wilbur] Ross has determined that reinstatement of a citizenship question on the 2020 decennial census questionnaire is necessary to provide complete and accurate census block level data,” officials said in a press release issued Monday.The population count taken every 10 years is more than an academic exercise. It's required by the Constitution and used to determine the number of seats each state has in the House as well as how federal funds are distributed to local communities. It helps communities determine where to build everything from schools and grocery stores to hospitals.A coalition of state attorneys general, including Becerra, urged the department last month to not add such a question, saying it could lower participation among immigrants and cause a population undercount.In an op-ed published on the San Francisco Chronicle website, Becerra said a citizenship question “would discourage noncitizens and their citizen family members from responding to the census, resulting in a less accurate population count.”Becerra also added: “California, with its large immigrant communities, would be disproportionately harmed by depressed participation in the 2020 census. An undercount would threaten at least one of California’s seats in the House of Representatives (and, by extension, an elector in the electoral college.) On Wednesday, the first rounds of larvicide will be dropped on 48 rivers, streams ponds and waterways. In previous years, crews sprayed neighborhoods by hand to fight mosquito-borne illnesses like Zika and West Nile viruses. This year, the County will use a helicopter to drop the batches or solid, granular larvicide on the waterways that cannot be treated by hand.The drops will take place about once each month of mosquito season (April to October). Mosquito larvae that ingest the larvicide will be killed, but the larvicide is not harmful to people or pets. The list of waterways equals just over 1,000 acres from Chula Vista to Fallbrook and from Oceanside to Lakeside, according to the County News Center. Protect yourself from mosquitos 864
