SAN DIEGO (KGTV) -- The City of San Diego is working to transform Little Italy into an outdoor dining experience. They're streamlining the process for shops and restaurants to serve more customers while promoting social distancing under a new outdoor dining and shopping proposal.Marla Encinas had to close her Little Italy clothing boutique, Valmare, for two months. "We tried to do online selling but its definitely not the same," said Encinas. But, for any business, fewer customers often means less revenue. The city of San Diego is trying to change that. On Thursday, Mayor Kevin Faulconer announced a proposal to waive fees and fast-track the permit process to bring restaurants and shops outdoors. "They’ll be allowed to maximize outdoor space to allow physical distancing and expand the number of customers they can serve," said Faulconer. "I think its going to be really cool to be outside in the open air and be able to bring out our business," said Encinas. With approved permits, businesses can set up tables and chairs or racks of clothes and other items on sidewalks, streets, and parking lots. "I would love to do both jewelry and clothing," said Encinas. "I would love to bring out summer stuff because the weather is so nice, people are starting to slowly go out."Last Saturday, Little Italy had their first al-fresco dining event on India Street. By adding retail shops in the mix, more businesses will get a much-needed chance to bounce back from Covid-19. "It's going to be very fun," said Encinas. "You’re going to have a bunch of different vendors, it's going to be different than your typical shopping experience."Businesses can apply for the outdoor dining permits on the city's website. The proposal is going before city council for approval during the first week of July. 2066

SAN DIEGO (KGTV) — The City of Poway Friday honored the memory of Lori Lynn Gilbert-Kaye, who was killed last April in a shooting at a local synagogue, by renaming a street after her.Many gathered Friday for the unveiling of Lori Lynn Lane (formerly Eva Drive). It's located in the Green Valley Neighborhood, off Stone Canyon Drive. Lori Kaye lived at that intersection. “To be able to dedicate this street to her memory means a lot to us in Poway,” says Poway Mayor Steve Vaus.RELATED: Family discovers synagogue shooting victim's random act of kindnessNeighbors and friends came together and petitioned for the change. Vaus says it's rare for the city to rename a street after someone. The last one dates back to the 1980s. But Vaus says the city had no hesitation with this renaming. The Poway City Council unanimously approved the honor in November. Gilbert-Kaye lost her life in that tragic synagogue shooting back in April. Many say she was a light in this community. Hanukkah is the Festival of Lights, and Lori was a bright and shining light,” says Vaus. “I think the one word that people would use to describe her, she was a giver.”Vaus says as they are a few months away from the first anniversary of the shooting, the City of Poway will continue to stand strong, and lift up Gilbert-Kaye’s family. The trial date for the man accused of opening fire in the Chabad of Poway has been set for June. 1564

SAN DIEGO (KGTV) - Surveillance video shows burglars ransacking a Pacific Beach brewpub hit hard by the pandemic.Just past 6 p.m Thursday, while food and craft beer were being served up at the second-story Amplified Ale Works restaurant, a masked man was recorded while inside the first-floor office and shuttered music venue.A mangled door revealed the intruder's entry point."Looks like he used a crowbar on the back door," said owner Alex Pierson.Inside, he's seen rummaging through drawers, grabbing headphones and some other items before leaving. Pierson says the burglar returned hours later, and he wasn't alone."When they came back at 10:30 p.m., they ransacked everything," said Pierson.For some 40 minutes, three men are seen helping themselves to whatever they wanted, filling up box after box.In one clip, one of the thieves is seen sorting through paperwork. Several blank checks were found missing."It's that feeling of violation. It hurt. Also took several employees' bikes, several guitars, amps, eight cases of beer, merchandise and some other electronics," said Pierson.For Pierson, the burglary is beyond disheartening."We're doing everything we can to keep our employees employed ... a 'being kicked while you're down' feeling," said Pierson.Pierson says the impact of the pandemic has cut revenues for the eight-year-old brewpub in half. The loss from the theft is more than ,000."In the end, it's not going to break us, but we're at such a point of breaking, as it is," said Pierson.Pierson fears others have also felt the hurt. SAN DIEGO (KGTV) - Surveillance video captures a burglar on the move inside a popular restaurant in Mira Mesa, and his crimes may be escalating.Inside the kitchen of T.P. Bahn Bao on Camino Ruiz, the staff is busy making steamed Vietnamese buns, days after an unappetizing discovery. "Scared, anxiety, disbelief," said Travis Nguyen, who owns the restaurant.When she got in on Thursday morning, she found loose change all over and the drawer of the cash register gone. The surveillance video revealed what happened. Just before 3 a.m., a figure is seen crouched low, shining a flashlight into the restaurant. After a few moments, the man pries open the door and walks in."It appeared he used a homemade tool to break the panic bar. It took him only a few seconds to get in," said Lon Holliday of Convoy Street Locksmith, the company that repaired the door.In the video, the man quickly heads to the cash register, removes the drawer and about 0 in cash."He knows what he's doing. I think he's done this before," said Nguyen. After the thief is done in the front - and with a loud security alarm going off - the intruder heads towards the kitchen, where he looks around. He then goes into the walk-in cooler. He apparently doesn't like what he sees and takes off."He's in and out of the restaurant in under two minutes. He's quick," said Nguyen. It's an elusive quality residents in the a nearby neighborhood are familiar with. Amid of a rash of porch and package thefts, one homeowner sent 10news video of a man on a bike she saw stealing a car jack from a porch two weeks ago. The man does resemble the intruder. If it's the same man who broke into the restaurant, he's getting bolder."You never know what he can do. Not only stealing stuff, he might be so desperate he might hurt people, too. SAN DIEGO (KGTV) -- The National Weather Service is warning beachgoers ahead of the July 4 holiday about elevated surf and strong rip currents. A beach hazards statement will remain in effect until Friday at 3 a.m. According to the National Weather Service, waves will reach three to six feet accompanied by dangerous rip currents. “Remember to swim near a lifeguard if going out in the ocean,” said 10News meteorologist Megan Parry.
