SAN DIEGO (KGTV) - When it comes to wrong-way crashes in San Diego County, 2018 is off to an unfortunate start.There have been numerous wrong-way vehicle crashes around the county nearly eight weeks into the new year, and authorities have not been able to pinpoint what exactly is causing an uptick in these types of crashes.According to Caltrans data, from 1995-2012, an average of 23 people died each year in wrong-way crashes on California roadways.San Diego had 13 wrong-way fatalities recorded in 2015 -- the last year Caltrans data was compiled for wrong-way crashes.In 2017, Caltrans launched a two-year pilot program in San Diego and Sacramento that focuses on ways to not only prevent wrong-way crashes but to also alert authorities in the event a vehicle is traveling in the wrong direction.As part of the test program, Caltrans has deployed reflective pavement markings on off-ramps and signs with flashing lights that turn on if a wrong-way vehicle is detected.Caltrans has not yet provided data collected from the program to determine the protective measures' effectiveness.Here's a look at wrong-way crashes on San Diego County roadways in the past 12 months.Feb. 20, 2018: Driver arrested on suspicion of DUI after wrong-way crash-- A driver was hospitalized -- and also arrested -- after police said he was driving in the wrong direction on Fairmount Ave. when he hit another vehicle. SAN DIEGO (KGTV) — Tuesday marked the the 10-year anniversary of one of the most chilling murders in the history of San Diego County.Chelsea King, 17, was raped and murdered by a registered sex offender as she was out for jog around Lake Hodges in 2010.Today, her family launched a nationwide organization called "Protect the Joy" that will work to protect children.RELATED: A decade later, remembering Chelsea King and Amber DuboisLife changed for Brent King and his wife Kelly a decade ago. Their only daughter was missing out for a run then, nowhere to be found."You can't breathe. Your whole body is shaking, your chest is as tight as it's ever been," Brent King said. "You can't be in enough places at once. Every horrible thought is running through your mind as to whats happening … you know ... Where's my little girl?"After five excruciating days came the most brutal news of all. Chelsea's body was found buried in brush along the banks of Lake Hodges. "The hardest memory I have is the day that Sheriff Johnson pulled me aside and told me what had happened. And I then shared that with Kelly and Tyler," King said. "That was the hardest moment for me of my life. To not only to understand what had happened to my little girl, but then to have to share that with the two people that I care for the most." The community came together in sadness. Within weeks thousands gathered to finish Chelsea's run. It would become an annual event for the next eight years. The King family established the Chelsea's Light Foundation. To date, it's awarded over 0,000 in scholarships to local students. California lawmakers passed Chelsea's Law, which established stricter penalties for sex crimes against children.But the Kings aren't done. They're launching an organization called Protect the Joy to work on passing legislation to protect children across the country."[It's] really an umbrella organization that will work on passing legislation that will protect our kids from all those things out there," King added. All those things that threaten the safety of children, everything from gun violence, opioid abuse, sexual predators, and bullying. King says the new group will work with communities to pass laws to protect children. A lofty goal, he acknowledges."Well Chelsea always tells us to go big or home. And if you are going to do something than do it right. Do it all the way," King said.King says he's learned over the course of his time grieving that he can find joy in people's eyes, in being connected with others and trusting in the good of people. But as he sets out to grow the organization, he struggles to change policy will not be his only burden."The hard days for me is when I have to attend a wedding," King said. "Those things that a dad and a mom get to do with their kids that Kelly and I don't get to do." 2841

SAN DIEGO (KGTV) -- With indoor dining shutdown, local restaurants are relying on takeout orders to stay afloat.Curbside pick-up, with a holiday flair, has been the specialty of the house at Parc Bistro and Brasserie in Bankers Hill. The service has also helped the eatery stay alive. In true holiday spirit, customers will see Santa and his Christmas elves deliver their food right to their car."If we could just dress up a little bit, and feel good about it, we can spread that positive energy in these tough times," says restaurant general manager Samantha Scholl.Scholl calls the last nine months devastating and an emotional roller coaster. She had to layoff close to 30 of her staff since March "We've had to pivot and change, and then we had to shut down and re-open. But we are grateful because we've had such strong support from our community," said Scholl.And since there is no dining in, Parc Bistro is offering curbside holiday packages, of which they have sold out all 250."The community has been behind us since the beginning and especially this last year which has been incredibly tough," Scholl says.The community has been behind Parc Bistro, and Scholl has been behind her staff. SAN DIEGO (KGTV) — When the pandemic forced San Diego's breweries to close, many turned to canning in order to continue selling their brews.Virginia Morrison, CEO and co-founder of Second Chance Beer Company, told ABC 10News anchor Lindsey Pena canned beers is now the majority of their revenue."For us, that's really our only revenue stream now," Morrison said, adding that there was already a shift in popularity from glass to cans. "We've been putting out more cans since COVID than we've ever done before. We used to have maybe three or four releases, now I think at one point we had 14 cause that's all we can do. Every bit of beer we're making we're putting in cans."Now, the aluminum supply is having a hard time keeping up with demand. Morrison said a couple of weeks ago, the Brewers Association warned members of an aluminum can shortage.Morrison said the manufacturers her brewery works with are still able to fulfill orders, but she's unsure for how much longer."We need to know and plan and also work with them really closely to figure out how to minimally impact both our businesses," said Morrison.The Aluminum Association said in a statement, "The aluminum beverage can manufacturing industry has seen unprecedented demand for this environmentally-friendly container prior to and especially during the COVID-19 pandemic."But according to the Can Manufacturer's Institute, aluminum isn't in short supply, but can makers are struggling to keep up with the demand.To make matters worse for Second Chance and other local companies, they're competing for the same supply big beverage makers use.
